About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor's Employment Standards Administration, Wage and Hour Division. The document applies to contracts in Pennsylvania counties of Lackawanna, Luzerne, and Wyoming, and is Wage Determination No. 2015-4239, Revision 31, effective as of December 3, 2025.

The document establishes prevailing wage rates for service contract work across numerous occupational categories, ranging from administrative support positions (such as Accounting Clerk I at $18.02 per hour) to specialized technical roles (such as Nuclear Medicine Technologist at $53.60 per hour). All listed occupations receive fringe benefits of $5.55 per hour (up to 40 hours per week, $222.00 weekly, or $962.00 monthly), or alternatively $5.09 per hour under Executive Order 13706 ($203.60 weekly or $882.27 monthly) for paid sick leave coverage. Additional benefits include two weeks of paid vacation after one year of service and three weeks after ten years, plus a minimum of twelve paid holidays annually. Special provisions apply to computer employees (footnote 1), air traffic controllers and weather observers with night and Sunday pay differentials (footnote 2), hazardous pay differentials ranging from 4-8 percent, and uniform allowances of $3.35 per week. The wage determination covers approximately 200+ distinct occupational codes across administrative, automotive, food service, furniture maintenance, general services, health, information technology, instructional, laundry, machine tool operation, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, stevedoring, technical, and transportation sectors. Contractors must comply with conformance procedures using Standard Form 1444 for any unlisted occupational classifications requiring approval from the U.S. Department of Labor.
