About this file
This is a Statement of Work (SOW) for structural inspection and analysis services of the Automated Weather Observation System (AWOS) at the Downtown Manhattan Heliport, prepared by the New York Technical Support Center and dated March 19, 2026.
The contractor must perform comprehensive inspection and structural analysis of a 33-year-old AWOS platform (10'-1" x 5'-6" enclosed structure) cantilevered over the East River, including visual inspection, non-destructive testing, and analysis of steel framing, knee bracing, welds, bolted connections, and anchors. The deliverables include: (1) an inspection/structural condition report signed and sealed by a New York State licensed engineer, documenting field notes, photos, material loss findings, structural calculations, and repair recommendations; (2) structural calculations and design drawings for fall protection anchorage at remote sensors located 184 feet from the AWOS platform; and (3) structural calculations and design drawings for fall protection anchorage at a communications antenna on the terminal building's third floor. All work must be performed in accordance with OSHA, AISC, ANSI, and AWS standards. The contractor must provide all labor, tools, equipment, materials, rigging, watercraft, and supervision, with waterside inspection access requiring coordination with the FAA, Heliport Operator (718-559-0205), and NYC Police Department Harbor Unit. Work must be completed within 45 days of notice to proceed, with normal hours from 8 am to 2:30 pm Monday through Friday. All contractor personnel require Real ID-compliant photo identification and FAA escort at all times on the secured facility.

STATEMENT OF WORK
Downtown Manhattan Heliport Automated Weather Observation System (AWOS)
Structural Inspection and Analysis
Manhattan, NY
PREPARED BY: NEW YORK TECHNICAL SUPPORT CENTER
DATE: March 19, 2026
STATEMENT OF WORK
1.0 Background
The Federal Aviation Administration (FAA) operates an Automated Weather Observation System (AWOS) at the Downtown Manhattan Heliport/Downtown Skyport (JRB). The AWOS equipment is mounted on a 10’-1” x 5’-6” enclosed platform that is cantilevered over the East River. The structure was constructed and placed into service around 1992. The AWOS system also has a remote sensors located approximately 184’ from the AWOS platform on the edge of the heliport deck and a communication antenna mounted on the terminal building third floor parapet.
During a recent site inspection, the inspection team discovered issues with the AWOS platform, remote sensor fall protection, and communication antenna fall protection.
Issue 1: A damaged knee brace and severely rusted steel framing and knee bracing found at the AWOS platform. See photos below.
Due to the above findings, access to the AWOS platform has been restricted until a comprehensive inspection, and structural analysis is performed by a qualified engineering firm to determine if the platform steel framing and knee bracing are:
- structurally sound and can support the existing enclosed platform, equipment and personnel (safe to remain in place), or
- structurally unsound and structural repair is needed to bring the platform framing and/or knee bracing back to a condition that can support the existing enclosed platform, equipment and personnel, or
- structurally unsound, unrepairable and the structure must be replaced as soon as possible.
Issue 2: Improper/lack of fall protection is installed at the remote sensors and remote sensor conduit system. Access to the remote sensor is restricted until proper fall protection is installed.
Issue 3: Improper/lack of fall protection is installed at the communications antenna. Access to the communications antenna is prohibited until proper fall protection is installed.
1.1 Summary of Work
Provide all labor, tools, equipment, materials, rigging, watercraft and supervision required to perform site inspections, structural analysis, and create fall protection design drawings for the Downtown Heliport AWOS platform and fall protection.
2.0 Location of Performance
The project site is located at the Downtown Manhattan Heliport, located off of the FDR Drive, Manhattan.
3.0 EXISTING SITE CONDITIONS
AWOS Platform and Remote Sensors
Fabricator: Unknown
Age: 33 years
Platform Construction: See JRB-D-AWOS-A001, C001, C002, S001 and S002
Platform Loading: Platform loading and structural calculations are not available.
Communications Antenna
Installation drawings are not available.
4.0 TASKS
Provide all labor, tools, equipment, materials, rigging, watercraft and supervision required for the following:
1. Perform visual inspection, non-destructive testing, and analysis of the ASOS platform steel framing, steel knee bracing, welds, bolted connections and anchors.
2. Provide an inspection/structural condition report signed and sealed by a New
York State licensed engineer. The report must consist of any field notes, photos, material loss findings/testing results, structural calculations, a determination if the existing steel framing can support the service platform, and structural repair recommendations.
3. Perform site survey to determine location of fall protection anchorage/tie-off point(s) to allow for maintenance of and access to the AWOS remote sensors and conduit. Work with heliport operator to obtain required site and heliport deck drawings. Provide structural calculations and create anchorage installation design drawings for use by the FAA. Drawings and calculations must be signed and sealed by a New York State licensed engineer.
4. Perform site survey to determine location of fall protection anchorage/tie-off point(s) to allow for maintenance of and access to the communication antenna located on the 3rd floor of the terminal. Work with heliport operator to obtain required terminal drawings. Provide structural calculations and create installation design drawings for use by the FAA. Drawings and calculations must be signed and sealed by a New York State licensed engineer.
NOTE: The AWOS platform is connected/anchored to the heliport deck/pier and is cantilevered over the East River. If necessary, the contractor must obtain the service of the appropriate watercraft to gain access to the underside of the platform, steel framing, knee bracing, connections and anchors. The contractor must coordinate the date and time of the waterside inspection with the FAA, Heliport Operator (718-559-0205) and New York City Police Department, Special Operations Bureau, Harbor Unit.
5.0 PERIOD OF PERFORMANCE
The contractor must complete all work no later than forty-five (45) days after the effective date of the notice to proceed.
5.1 Work Schedule
Normal work hours must be from 8 am to 2:30 pm, Monday through Friday. All work outside of the normal time frame will be coordinated with the Contracting Officer Representative (COR). The contractor must provide a minimum of 48-hour notice prior to commencing with work outside of normal work hours.
6.0 SITE ACCESS AND SECURITY
The Contractor is advised that the AWOS service platform, remote antenna and communications antennas are located within a secured facility and all personnel, possessions, equipment, materials, vehicles, etc. are subject to inspection while on the premises. All Contractor personnel must maintain on their person a current photo identification that is Real ID compliant.
The Contractor must provide the FAA Site Representative with a list of the personnel requiring access to the site. This list must include the employee's full name and the date of birth. It will also be necessary to coordinate all activities with the FAA Site Representative to minimize interference with site operations.
The Contractor must be escorted into and out of the site each day. The contractor is not permitted to work on-site without FAA escort.
The contractor must coordinate the date and time of the inspection with the FAA COR and Heliport Operator (718-559-0205). The contractor must also coordinate any waterside access with New York City Police Department, Special Operations Bureau, Harbor Unit.
7.0 APPLICABLE REGULATIONS
All work must be performed in accordance with Federal, state, and local regulatory requirements. In cases where regulations and/or contract documents are conflicting or discrepancies occur, the more stringent requirement must be followed and enforced. Applicable regulations include, but are not limited to:
Occupational Safety and Health Administration (OSHA) American Institute Steel Construction (AISC) American National Standards Institute (ANSI) American Welding Society (AWS)
8.0 SUBMITTALS
The Contractor must provide the following:
1. AWOS platform structural condition report
2. Remote sensor fall protection anchorage structural calculations and anchorage installation design drawings
