About this file

This is a Service Contract Act Wage Determination (WD# 2015-4147, Revision 34) issued by the Department of Labor for federal service contracts in Erie and Niagara Counties, New York, effective December 3, 2025. The document establishes prevailing wage rates and fringe benefits required for all service contractors and subcontractors working on federal contracts in the specified counties.

The wage determination covers over 200 occupation classifications across 16 occupational categories, including administrative support, automotive service, food preparation, health occupations, information technology, instructional roles, mechanics and maintenance, protective services, and technical occupations. All listed occupations receive the same base fringe benefits: $5.55 per hour (up to 40 hours per week, or $962.00 monthly) for health and welfare; two weeks paid vacation after one year of service; a minimum of twelve paid holidays annually; and paid sick leave provisions under Executive Order 13706 at $5.09 per hour. The determination also references Executive Order 13658 minimum wage requirements of $13.30 per hour effective through 2025. Special provisions apply to computer employees, air traffic controllers, weather observers, and employees working with hazardous materials, including differential pay ranging from 4-8 percent. Uniform allowances of $3.35 per week are required where uniforms are mandated. The document includes a conformance process requiring Form SF-1444 for classifying unlisted job positions and references the Service Contract Act Directory of Occupations (Fifth Edition, September 2015) for job duty definitions.
