This is a Price Schedule and Statement of Work for janitorial services at the USDA APHIS Veterinary Services facility located at 3905 Witmer Road, Niagara Falls, NY 14305. The contract covers a base year period from the date of award through February 28, 2027, followed by four option years (March 1, 2027 through February 28, 2031). The price schedule requires contractors to provide unit pricing for three primary services: weekly janitorial services including dusting, trash removal, sweeping, mopping, and spray buffing as needed (12 months); annual strip and wax floor service (1 each); and twice-yearly inside and outside window cleaning (2 each). An additional line item for barn area services as requested with 3-4 days advance notice is included in the base year only (9 each).
The contractor must provide all personnel, supervision, transportation, materials, supplies, and equipment for service delivery, with the exception of trash liners and paper products supplied by the USDA. Services are to be performed after 4:00 pm when the office closes. The facility encompasses 4,080 square feet and requires janitorial work in office areas, entryways, restrooms, windows, and barn areas. Contractor employees must obtain and continuously wear USDA-issued security badges and pass a Basic Law Enforcement background investigation conducted by the Federal Protective Service prior to starting work. All contractor personnel are subject to DOL wage determination 2015-4147, Revision 34 (dated December 3, 2025). The government contact for contract administration is Latisha Hollman at USDA APHIS AAMD, with on-site validation by Dr. Randall Verink (Niagara Port Veterinarian) and administrative support from Corey Morris (Northern Border Ports).
