Questions & Answers W91ZRU-19-R-0010 JBER Aircraft Wash

25 JUNE 2019

Q01: Ref A – RFP Clause 52.212-1 addendum, para C.(3) (c), Past Perf Ques, on page 26 of 61, instructs offerors to have PPQ respondents “. . . return the questionnaires to the 176 Mission Support Contracting Office, 176msg.msc.vendors@us.af.mil.”

Ref B – Attachment 2, the actual PPQ Form, instructs respondents to “Please return this completed Questionnaire via e-mail to the 176 MSC Office, 176contracting@us.af.mil.”

Comment – email addresses for respondents are slightly different.

Question – Does it matter if respondents have a choice of 2 different addresses as long as either address will work?

A01: We prefer offerors to submit to the 176msg.msc.vendors@us.af.mil email address, however, due to the discrepancy, we will allow responses to both.

Q02: Page 22 and 23 C. Proposal Preparation Instructions

(2) Proposal Format

(a) Offerors shall submit an original copy listed in paragraph (c) below of their proposal.

Comment: Table on page 23 does not show number of hard copies required Question – Please clarify, only 1 original is required for each volume?

A02: A total of four (4) hard copies will be required.

Q03: Will there be a DD-254 issued for this contract?

A03: Yes, a DD-254 will need to be completed upon award to selected contractor.

Q04: CLIN 0005 has Quantity Undefined for HH-60 wash, but attachment 3 Projected Wash Schedule shows 10 per year. What are we to base our price off of for CLIN 5?

A04: The quantity is undefined because we do not anticipate having enough funds available for the base year. The option year may have funds available, depending on various factors that have yet to be seen. We ask that prospective contractors provide the best, reasonable rate they can provide to meet the requirements outline in the PWS.

Q05: CLIN 0007 Aircraft Wash Management Services has Quantity = 1, Unit = job. Is this to be billed per aircraft wash, per month or other?

A05: Each CLIN has a period of performance of one year, so the CLIN should provide the rate for the entire base year and then the following option year. Billing will take place once a month, and invoice/payment generated in accordance with DFARS 252.232-7006 Wide Area Workflow Payment Instructions (May 2013).

Q06: 1.6.1 states the Wash Supervisor must have a Clearance at the Secret level. Are the Wash employees required to have a secret as well?

A06: Anyone that carries out the duties and responsibilities of the Wash Supervisor are required to obtain a secret level clearance.
