About this file

This document is a Questions and Answers file for a Yellow Ribbon Reintegration Program solicitation for the Connecticut Army National Guard (CTARNG) at the Hartford William O'Neill Armory. The Q&A provides critical details about event logistics, including facility requirements, contractor responsibilities, and specific event parameters. Key clarifications include: the contractor must bring all tables, chairs, and linens; there are 48 children over age 5 who will be on-site; no child care is required; the contractor must provide all AV equipment including projectors, screens, microphones, stage, and podium; and electricity will be provided by the facility with the contractor responsible only for extension cords and surge protectors.

The related solicitation indicates this is a 100% small business set-aside contract under NAICS code 561920 with a $20 million small business standard. The RFQ is due by 22 May 2025 at 2:00 p.m. Eastern Time, with quotes to be submitted to Leslie Fedler via fax or email. The contract will be awarded on a best value basis, with price being the most important evaluation factor. The event is a Firm-Fixed Price contract, and offerors must be registered in the System for Award Management (SAM) database. Payment will be processed through the Wide Area Workflow program with net 30-day terms, and all offerors must include specific representations and certifications with their quotes.

Questions and Answers to Notice ID W91ZRS25QA198

1. Please confirm that there are no facility rental fees for the Contractor and that the Government has already reserved the relevant spaces for the event date and setup dates.

Yes, this is accurate.

2. Has the CT ARNG hosted other Yellow Ribbon Reintegration Programs, similar to this one, at the Hartford William O’Neill Armory in the past?

Yes we host Yellow Ribbons at the Armory but Not of this size.

3. What tables, chairs, and linens are available in-house at the Hartford William O’Neill Armory (if any)?

a. If there are tables, chairs, and linens/skirting available for use during this program, please confirm that the Contractor is still responsible for setting them up in all spaces, rather than coordinating their setup by the Armory staff.

b. If there are not tables/chairs/linens/skirting available, please confirm that the Contractor is expected to bring all required furniture and linens into the Armory in advance.

The contractor is expected to bring these.

4. The SOW indicates that there are 48 children over the age of 5 who will be on site during the event.

a. Will there also be any children under the age of 5?

i. If so, is the Contractor expected to allocate space or provide child care for those children?

b. For the children over the age of 5, is the Contractor required to provide child care?

The contractor is not expected to allocate space. The children registered will be included in the meal numbers.

5. Is the Contractor expected to provide entertainment for the children during the program (e.g., games, arts, crafts, etc.)?

a. If so, does the Government have any preferences regarding the specifics of that entertainment?

NO

6. If children’s activities were included in past CT ARNG Yellow Ribbon Reintegration programs at the Hartford William O’Neill Armory, can you share which space was used and its approximate size and setup?

a. If children’s activities have not been hosted at the Hartford William O’Neill Armory in the past, does the Government have any suggestions for which space would best accommodate child care and has it been reserved for that purpose on August 23, 2025?

Not expected of the contractor.

7. If there have been previous CT ARNG Yellow Ribbon Reintegration programs at the Hartford William O’Neill Armory, were food stations placed inside the general session space or outside the general session space?

a. Please confirm that all dining (including lunch and the children’s snacks) occurs in the same spaces used for the meeting (i.e., the Drill Shed for the adults and the child care room for the children).

Inside the general session. As well, there is only a sink in the general session area for your planning purposes.

8. Can you confirm whether any AV equipment is available on-site (either permanently installed or just available to use) at the Armory? Should the Contractor plan to bring in everything listed (i.e., two projectors, two screens, two wireless mics, one presentation clicker, one audio package, one stage, and one podium)?

a. If the Contractor is to bring the AV equipment, please indicate the preferred size of the two screens.

b. If the Contractor is to bring the AV equipment, please indicate whether the microphones should be wireless handheld or if the Contractor should plan to use wireless combo mics (i.e., the wireless frequency can pair either to a handheld or to a lavalier).

c. The AV requirements listed do not reference laptops or computers. Is that because the Government plans to exclusively connect its own computers to the projectors?

i. If so, should the Contractor plan to run HDMI to the podium on stage for the presenters to connect? Will someone from the Government be positioned at the tech tables to manage presentations?

ii. If the Government is supplying all computers used during the event, please confirm that they have HDMI output capability.

The contractor is expected to have all AV requirements. There are no computers listed because the presentations will be loaded on a computer supplied to the contractor.

9. Are there any AV rehearsals or test sessions expected prior to the start of the event? Setup begins Thursday and the event is Saturday—will there be rehearsals or walkthroughs Friday?

There are no rehearsals or walkthroughs, there will absolutely be a test of working AV required.

10. Is there a control room or tech booth available for AV operations, or should the AV team plan to set up directly in the event space?

The contractor should plan to have all AV needs met with a successful outcome. In the past, AV booth was set up in the general session area.

11. Are there in-house or preferred caterers?

a. If not, is there a caterer that has supported past iterations of this program at the Hartford William O’Neill Armory?

Maneleey’s has been utilized for past events, but not a requirement for this event as long as needs are met.

12. The SOW mentions that exhibitors may need access to electricity. Please confirm that the Government is providing all electricity and that the Contractor need only be prepared to bring extension cords and/or surge protectors, rather than supplemental power sources (e.g., batteries or generators).

a. Please confirm, also, that the facility will provide all of the required electricity for the AV setup and that the Contractor is only expected to provide extension cords and/or surge protectors, as needed.

b. Please confirm that the Contractor is NOT expected to provide electricity at each table for the attendees.

i. If there are any attendees who require power at their table, please indicate how many and please confirm that the Contractor is again providing the surge protectors and extension cords but not the actual power.

That is accurate, the Contractor only is expected to have extension cords and surge protectors. There is accessible electricity in the building.

13. Will the Contractor have access to a loading dock?

a. Are there any special security protocols for load-in and load-out that the Contractor should be aware of?

b. Are there any security requirements or check-in procedures for Contractor staff (or vendors) upon arrival?

14. What hours will the facility be accessible to the Contractor for setup on Thursday, August 21 and Friday, August 22? What time can the Contractor arrive Saturday, August 23 before the event? Is there a time Saturday afternoon/evening when the Contractor must have finished breaking down and loading out of the Hartford William O’Neill Armory? Building is open 8-4, Not specific finishing break down time.

15. The SOW mentions that “clean up” is 4:30 p.m. to 5:30 p.m., but we were not sure if 5:30 p.m. is a “drop dead” deadline or if that is the Government’s estimate of when these tasks may be completed. Building is open 8-4, Not specific finishing break down time.

16. Please confirm that the Contractor is not expected to provide any attendee coordination or speaker support in preparation for this program. Not required

17. Is there an expected or required number of support staff that the Contractor must provide or is staffing entirely at the discretion of the Contractor? Staffing is at the discretion of the contractor. All costs should be noted in the solicitation bid.
