About this file

This is an Official Government Responses document providing answers to vendor clarification questions regarding solicitation W91ZLK-26-Q-A013.

The solicitation is a 100% Total Small Business Set-Aside for Lift & Tie inspection, maintenance, and repair services classified under NAICS 811310. The contract structure consists of one base year plus two ordering periods. FAR 52.219-14 (Limitations on Subcontracting) applies in full, requiring the prime contractor to ensure that no more than 50% of government-paid labor costs are subcontracted to non-similarly situated entities. The prime contractor must possess relevant Lift and Tie experience; experience held by proposed subcontractors does not satisfy this requirement. For emergency response, the contractor must acknowledge the emergency need via phone or email within two hours and arrive on-site within forty-eight hours. Contractors should quote on the quantities specified in Attachment 6, as the equipment list is ongoing with plans for an updated list beginning FY27. References to "epoxy services" in the solicitation materials are typographical errors and should be disregarded; the requirement pertains solely to Lift & Tie services.
