Solicitation W91WRZ24Q0014 - RADIOGRAPHIC UNIT (X-Ray unit)

(AM0002)

RFIs and Responses

1. Question: Is there a time-frame Vendors should expect responses to these questions back by?

Answer: All questions have been posted between amendment 0001 and 0002.

2. Question: There is no reference to TK (Turnkey) in this solicitation. Is this correct? If there will be, how will it be handled and can we obtain site drawings/CAD files to assist.

Answer: See updated PWS Sections 1.1, 1.2, 4.1.

3. Question: Under requirements - Page #4: “Provide on-site training for staff within 60 days of contract award.” This training is typically provided AFTER delivery/installation. Please confirm if this training is to be completed AFTER delivery / installation. Confirm, it will be AFTER delivery/Install.

Answer: After delivery/install.

4. Question: Under Factor 1/Technical capabilities – Page# 19. “Provide a commercial warranty that covers the lifespan of the unit and is consistent for all the Xray components.” Please clarify warranty requirements. Warranty periods typically extend 12 – 24 months, but technical capabilities in the RFQ define the lifetime of the equipment. Commercial warranty - 24 months.

Answer: This language has been revised. See updated PWS Section 4.1.2.3

5. Question: Under Factor 1/Technical capabilities – Page# 19. “Ability to provide

Instructor Led Training (ILT) at Guantanamo Bay, Cuba upon installation of the unit to familiarize the users with the basic functionality of the unit”. Please confirm this is clinical applications training and not biomed technical training.

Answer: Yes, clinical application training AFTER delivery/Install.

6. Question: Please confirm vendor responsibility for shipping location, JTF Port in

Jacksonville or Guantanamo Bay, Cuba (GTMO). Under Barge Shipping

Instructions – page#37, destination for goods under this contract is the local JTF-

GTMO/OMC Warehouse/ DELIVERY ADDRESS: W585PN JTF-GTMO- JMG

CONTRACT NUMBER: ATTN: Fleet Logistics Center Government Port

Operations 8998 Blount Island BLVD JACKSONVILLE, FL 32226. Once equipment is delivered to Jax Port, does government cover the cost of the barge to Guantanamo Bay, Cuba?

Answer: No, see updated PWS Section 4.1.8 Transportation.

7. Question: What is the construction of the current room (mobile container, trailer, etc.)?

Answer: See updated PWS Attachment 4.

8. Question: Is there a control room?

Answer: Yes

9. Question: If this is a mobile container, can we custom build a mobile solution in the US and ship over as a whole? Then just pull the old container out and replace the whole thing? again, if that is a container. That could reduce turnaround time and mobilizations to/from GTMO.

Answer: No, the container is part of a bigger set of containers.

10. Question: Both SPOT-ES & JPAS are referenced to have onsite personnel registered … is it one or the other or both?

Answer: Both, see updated PWS Section 1.1.11.4.

11. Question: Have heard JPAS is outdated. Should we register via Defense

Information System for Security (DISS) now?

Answer: See updated PWS Section 1.1.11.4

12. Question: XXXX requires OCONUS units to have locally trained BMETs on site who will perform the PMs AND 1st look response. Can these trained BMETs be the “certified biomedical repair technician” for these Out of cycle tech visits or does it have to be a XXXXX employed FSE? How will this work if XXXX employed FSE has to go through SPOT/JPAS access each time?

Answer: The out of cycle technicians are a part of the maintenance service of the resulting contract. Once the awardee has registered its personnel in the system they will not have to be registered again. LOA’s will have to be created for each visit to support the visits for work supporting operations overseas.

13. Question: OEM specs call for unit to be PM’d annually. Unit will come with add’l year of OEM warranty (includes 1 PM visit per year). Is there a reason why site would need 2 scheduled PMs per year? Unit will come with add’l year of OEM warranty (includes 1 PM visit per year).

Answer: This is the customer’s requirement based on the critical nature of the supporting mission.

14. Question: If Service is to include replacement parts (that fail via normal wear and tear), where / how do Vendors notate this in the RFQ? Nothing is outlined in the CLIN structure on how replacement parts will be handled. Is that through a separate PO? Separate PO if it is extended beyond the commercial warranty of

24 months.

Answer: See updated CLIN structure.

15. Question: What will be the process for Vendors to follow should the out of cycle visits go over 5 visits per year? Nothing is noted.

Answer: If addition service visits are required then the requirement will be reviewed by the COR and a mod will be executed to support.

16. Question: Based upon CLIN structure and Part 4 reads, the intent reads as an as needed service event versus a service maintenance agreement. Please confirm.

Answer: The resulting contract is essentially service maintenance agreement.

17. Question: XXXX no longer offers paper manuals, all is electronic through our portal that requires trained BMET to sign up for access. Will this be an issue?

Answer: No, see revised solicitation.

18. Question: Page 56 4.1.2 states contractor shall provide remove service/application diagnostic support. XXXX can provide remote phone support during warranty or while equipment is listed under a service agreement. RFQ doesn’t list a service agreement requirement and DHA does not allow OEMs to remote service into their machines for diagnostic support. Please advise how an

OEM can support this requirement?

Answer: The solicitation requires phone support and remote service is not allowed due to the area the machine will be located. Please see the revised PWS for details.

19. Question: What does “limited commercial standard warranty” for the lifespan of the Xray mean? 24 months.

Answer: See updated PWS Section 4.1.2.3

20. Question: Equipment malfunction – repairs shall be completed within 14 calendar days - is there some reasonable flexibility? If there are delays due to

FSE vacations/coverage availability, availability of flights, getting JPAS/SPOT approvals etc. Could this be adjusted to read “business days”?

Answer: Yes, see updated PWS.

21. Question: If work is to be done by the trained onsite BMET, how will Contractor be judged on timing of FSRs? Timeliness of the FSRs submission to the COR, Answer: See updated PWS outlining the process.

22. Question: In PRS page 63 – how would deductions be handled if billing is not monthly? Per pages 6 – 15, everything is billing on an “EACH” basis.

Answer: See updated PRS and updated CLIN structure.
