About this file
This document contains a set of questions and responses related to Solicitation W91WRZ24Q0014 for a ceiling-mounted X-ray machine. The solicitation seeks a qualified vendor to deliver, install, configure, and provide on-site training and maintenance for an X-ray unit at Guantanamo Bay Naval Station. Key details include:
The solicitation is a full and open competition under NAICS code 334510 with a small business size standard of 1,250 employees. It references a Performance Work Statement (PWS) with specific requirements for the X-ray unit. Respondents had questions about the room dimensions, electrical specifications, floor support, delivery logistics, and other site-specific details, which were addressed in the provided answers. The current installed X-ray unit is an OPTIMUS 50 manufactured by Philips, but the solicitation is not brand-specific. Contractors will be responsible for disassembling and packing away the existing equipment as part of the contract. No control room or associated window is required, and the X-ray room does not have a drop ceiling. The floor will require rework to accommodate the new floor-mounted unit.

Solicitation W91WRZ24Q0014 - RADIOGRAPHIC UNIT (X-Ray unit)
RFIs and Responses
1. Question: Room dimensions and ceiling heights - a clearer copy.
Answer: See Attachment 4 of updated PWS.
2. Question: Instruct load bearing weight – Unistrut – we need to know which way the rails run in the room and the spacing of the rails.
Response: The overhead does not provide the load bearing capacity required to install that type of x-ray machine. The machine will need to be floor mount.
3. Electrical Details
a) Question: Does the breaker need replaced? Is the current cabling run in the floor through ducts or is it run through the ceiling. What is the location of the floor ducts and the dimension of the ducts?
Response: EL currently configured for 100A @ 3-phase 208VAC. Could be reconfigured for up to 150A with new wire and overcurrent protective device.
Wire is in flex conduit from a panel on rear wall of room. The conduit is surface mounted on wall into the generator equipment (capable of transforming the voltage to very high levels for x-ray operation)
b) Question: What is the table location in the room and the location of the electrical access point in the room (is there a hole drilled)?
Response: Table location is center of space where current x-ray machine is located. Electrical access is at the back of the room less than 10ft away. No hole drilled. Existing conduit is surface mount into generator equipment.
c) Question: Location of the current disconnect panel/breaker?
Response: Disconnect is outside the room, there is a breaker inside the room. It is immediately behind system transformer.
d) Question: Who will be responsible for the disconnect of the existing system?
Response: There is an outside disconnect currently with LOTO installed. The contractor will be responsible for disconnection in coordination with the COR.
4.Miscellaneous Questions i)Question: We would need to ensure that the tools, lift device, etc needs shipped at the same time to arrive to begin the work. What is the location of the control room and the layout of the walls and window in the control room? If there is a CAD available that would be perfect.
Response: There currently is no control room or associated window
See Attachment 4 of updated PWS for model number and NSN of shelter currently in use. No CAD is currently available but interior pictures were uploaded into SAM.GOV on 08/21/2024.
ii)Question: What is the dimension of the route to deliver the equipment? Are there sharp corners to navigate?
Response: The distance from the docks to the final location is around 12 miles.
There are currently other contractors working in the area. Coordination with the COR prior to delivery will be required. The contractor shall provide 21-day advance notice prior to the COR for site delivery and install to allow for deconfliction.
iii) Question: Will any millwork be required?
Response: No millwork required iv)Question: What is under the current floor?
Response: There are built in chases (for wiring) and support/installation hardware.
v)Question: Will flooring need to be replaced in the room?
Response: The floor will require rework to accept and support new floor mounted unit.
vi)Question: Will painting be required for the room?
Response: Please see Section 4.1.2 of the updated PWS.
vii)Question: What is the location of the fire sprinkler heads and plumbing in the room?
Response: No sprinklers and plumbing in the x-ray room.
viii)Question: Where are the HVAC ducts located in the room?
Response: HVAC is from package unit with single supply and return vents on the wall where the rails are mounted for the piece that is configured to operate from overhead.
ix)Question: How much room is above the drop-down ceiling?
Response: The x-ray room does not have a drop-down ceiling. Ceiling is insulated panel, 2-3” thick x)Question: What is the thickness of the current lead shielding?
Response: Mobile lead plates, ¼ to ½” thick xi)Question: Is there asbestos in the room?
Response: No asbestos
xii) Question: Is this opportunity brand name specific or is the end user open to equal X-Ray Unit products
Response: This is a full and open solicitation. It is not restricted to a brand, but it must meet the specifications listed therein. The current, installed machine is an OPTIMUS 50 Manufacture Philips. Please note that this item must be disassembled and packed away as part of the requirement.
xiii) Question: Both SPOT-ES & JPAS are referenced to have onsite personnel registered … is it one or the other or both?
o Have heard JPAS is outdated. Should we register via Defense Information System for Security (DISS) now?
Response: These systems two different things, SPOT-ES is mandatory for contractor accountability in operational areas overseas. JPAS references will be updated in the PWS.
