About this file

This is a Memorandum for Record documenting the minutes of a Pre-Quote Conference and Site Visit held on August 11, 2026, for two related solicitations (W91SMC26QA016 and A017) issued by USPFO IL P&C for the 183d Wing in Springfield, Illinois. The solicitations cover two construction projects: a CES UPS Expansion Upgrade with a 120 calendar-day contract period and a Base Signage Upgrade with a 59 calendar-day contract period. Both projects include all work through cleanup and punch list items, with a pre-construction conference and Notice to Proceed to be issued following receipt and approval of required documents.

Key procedural requirements for interested offerors include: registration in the System for Award Management (SAM) at https://sam.gov/ using a Unique Entity ID number; submission of all questions in writing via email to contacts listed in the respective solicitations, routed through the Contracting Office rather than directly to Government Engineers; anticipation of security-related access delays at the base, with vehicle searches conducted by Security Forces at the Main Gate; and those who submitted SF 1705 forms for the site visit need not resubmit for the Request for Quote closing date. All contractor questions when answered, along with any amendments that result in changes to plans or specifications, will be posted to SAM.gov. Contractors are advised to check the website frequently for all correspondence, amendments, and updates.
