MEMORANDUM FOR RECORD

SUBJECT: MINUTES OF PRE- BID CONFERENCE AND SITE VISIT, SOLICITATION
W91SMC-17-B-0004, REPAIR BUILDING 5002 FOR AT THE 126 ARW, SCOTT AFB,
ILLINOIS.
Date: 08 June 2017 – Time 1300-1400 hours.
1. The list of contractors attending the meeting is down on the attached sign-in sheet.
The following Government representatives attended the meeting:

2. The following items were discussed during the Pre- bid Conference:
a. The Contract period is 120 days. This includes all work to include cleanup and punch list items. Following receipt and approval of bonds we will hold a pre- construction conference and issue NTP.
b. Contractors should expect delays in gaining access to the Base for security reasons. Every contractor that needs to gain entry to the installation will have their vehicles searched by
Security Forces at the Main Gate. Late bids due to delays at the Base Entrance will not be excusable. The State of Missouri is currently not in compliance with the REAL ID act;
therefore, as MO driver’s license will not be accepted as a proper form of identification when trying to gain access to Scott AFB. Please visit the Department of Homeland Security for alternate forms of acceptable identification, www.dhs.gov.
c. Interested offerors must be registered in System for Award Management (SAM). To register go to: https://www.sam.gov/. You will need your DUNS number to register.
3. A Power Point slide presentation on the project specifics and basis for award was provided to all attendees. (Attached)
4. The Power Point presentation was followed by a tour of the subject jobsite.

5. It was asked during the site visit whether or not the building would be occupied and if demolition was to be performed at night due to the noise. The building will be occupied but all personnel will be relocated away from the areas where work is to be performed. Standard operating hours are
0700-1630 and demolition will be performed during those hours.
6. Questions must be submitted in writing via email, especially technically questions to:
alicia.c.braun.mil@mail.mil and jamie.l.betzinger@mail.mil. DO NOT CONTACT the Design
Engineers or the Government Engineers. All questions must be routed through the Contracting
Office. All Contractor questions when answered will be posted to the website. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued.
All correspondence, questions and answers, amendments etc. will be issued/ posted at https://fbo.gov.
7. Any amendments that are issued will be posted to the web site. Contractors were advised to check the website frequently.
8. The pre- bid conference and site visit concluded at 1405 hours.
