SOLICITATION/IFB # W91SMC-17-B-0004/REPAIR BUILDING 5002

REQUEST FOR INFORMATION (RFI) #1 27 JUN 2017

1Q. Statement of work - f. Install GFM carpet tiles in all areas previously removed. All adhesive will be pressure treated and supplied by the contractor. Questions - what is pressure treated adhesive? Please provide a better description or a basis of design product that we can use to determine what you want.

1A. Pressure sensitive adhesive was developed for vinyl backed carpet tile and high density cushion flooring materials. Content is highly plasticizer migration resistant and can be used as a reseal able or permanent bond adhesive

2Q. The sow for area #7 lists no flooring finishes to be installed. The drawing for area #7 shows new vct to be installed on the floor. Please identify if you do or do not wish for VCT to be installed on the floor.

2A. The SOW calls for demolition of the existing floor tile and the application of acid based water stain and sealing the floor. However, the Drawing (A.2) key note #2 states the “contractor shall remove the existing flooring, patch the floor and install new VCT tile in accordance with the manufacturers recommendations.” We would like VCT installed in this area, see Attachment #1. The layout for the floor pattern will be coordinated in the field.

3Q. The ILANG typically provides their own installation of the communication cabling. The statement of work calls for the contractor to provide this. Is the statement of work correct, that the contractor is to provide the installation?

3A. The SOW states to “remove all comm drops in demo walls to above the acoustical ceiling and neatly wrap for future use. Reinstall all comm drops as shown on the drawings.” The 126th COMM flight will handle the punch down of the comm outlets that are relocated or new. The contractor is not responsible for the cabling itself.

4Q. There are quite a few locations where the walls that are to be removed have power involved. How are we to address this should the power feed through to other devices that remain and lose their power source once the wall is removed and the device demolished? Will this be address via change order, due to this being a situation that cannot be verified at this time?

4A. SOW states, “remove all electrical circuits in demo walls back to the nearest junction box and label. Reinstall all receptacles and circuits as shown on plan.” Therefore all receptacles and circuits to be reinstalled should be in working order.

5Q. Area 2 electrical item 9c states to provide power and communications to an existing floor box. There didn't appear to be an existing floor box, but it may have been concealed by personnel or workstations. Are we sure the floor box is existing? If so, is the floor box set up to house both power and communications?

5A. The floor box in question is located in Area #2, Room 107. The floor box is under the existing carpet tile and has been verified that 2 unused conduits are available.

6Q. Is it the responsibility of the contractor to install the television monitor cabling and, if so, what type of cabling is required and where is the head end equipment the cabling will need to be pulled to?

6A. SOW states, “Provide new cable jack and plate at television location as shown on drawing.

Trace the existing cable from Corridor 121 and supply new cable to the new location.

7Q. The breakroom in area 4 is noted to have two refrigerators and three microwaves. Is the power for these appliances currently in place? If not, what panel in what room should supply power to these appliances and is a new dedicated circuit required for each of the five appliances?

7A. Yes, power is existing, however, the power receptacles are not in place for these appliances. Therefore, it is the contractor’s responsibility to install a receptacle for each appliance as shown on the plans. Locations may vary depending on how the appliances are laid out once cabinetry layout is complete and agreed upon. The appliances do not need to have dedicated circuits, however, the contractor shall ensure that the receptacle shall have the capacity to consistently provide power to each of the appliances.

8Q. Who is providing the security components/cabling for the motorized grill in room 107?

8A. There are no special security components required for the motorized steel roll up curtain.

9Q. Will the sign in sheet from the site visit be made available to all of the bidders?

9A. Yes, signup sheet will be made available by the contracting officer, TSgt Alicia Braun on the FBO website.

10Q. On sheet A.7 it shows the striping extending about 3’ feet from the building. The striping is approximately 30’x10’ outside. Does all the yellow striping outside get restriped?

10A. Yes, all yellow striping outside gets restriped. Contractor shall match existing layout and orientation.

11Q. In SOW area #1, item G says contractor furnished adhesive and in drawings sheet A.2 note #1 says glue will be furnished by government. Please clarify.

11A. All adhesive for carpet installation shall be government furnished (GFM).

12Q. If repurposed door 107a on sheet A.4 cannot swing like the drawing shows, is a new contractor furnished door required to swing as shown?

12A. If Door 107A cannot be repurposed, the government will provide an additional left hand swing door for contractor installation.

13Q. On sheet A.2 area #7 calls for new VCT flooring. Area 7 in SOW note D on interior finish call for acid stain on concrete floor. Please clarify.

13A. Please response to Question #2.

14Q. Sheet A3.1 does not give a width for the roll up door. Please specify.

14A. The roll up door width shall be a minimum of 4 feet to the nearest standard size. No specific requirement by the government. Just for clarification purposes, the contractor shall ensure that the rollup door housing is hidden inside a drywall soffit for aesthetic purposes.

15Q. Do we know if they want CAT 5E or CAT 6 for data cabling?

15A. All new cabling shall be done by the 126 Comm Flight. No cable requirements are necessary for the contractor.

16Q. They want a remote door opener system that has to be compatible with the existing openers, do we know what make and model the existing openers are?

16A. The existing door opener is a BALDOR CHAIN DRIVE OPENER.

17Q. We are adding new lighting to match old lighting, What is the old lighting? There is no lighting schedule.

17A. The existing lighting is a multi-volt ballast T-8 2’x4’ parabolic 18 slot Cooper/Lithonia type fixture.

18Q. Per keyed note 2 on page A.7 (New Construction) contractor shall paint door safety lines per location approved by COR Staff. Currently there is a large area on the outside of the building that exceeds what is shown on the floor plan. Are we to re-paint that large area or only paint/stripe door safety line inside/outside of the door area approximately 3'-4'?

18A. The whole area outside the rollup door of room 135 needs to be painted per SOW area 5.e. In addition, apply yellow and black safety paint to the area outside of the rollup door in Room 135 following the existing configuration.

19Q. In the statement of work 23.a calls for epoxy on the floor and in 23 d its calling for stain. Please clarify which is wanted.

19A. The stain was originally added as an option and was not removed from the SOW. We will be using a self-leveling epoxy for room 135.

20Q. Please clarify what type of stain is used. There is no such thing as water based acid stain?

20A. Apply water based acid stain should read Apply water based/acid stain to reference either can be used but has to be approved by COR staff.
