About this file
This document is an amendment to a solicitation for a contract to provide a turnkey solution for the removal and disposal of an old UPS system and the provision and installation of a new comparable UPS system at a radio tower site. The amendment adds questions and answers related to the installation process, including the availability of a forklift, the need for a temporary outage, and the time constraints for such an outage due to the site's importance for DOD first responders and military testing and training. The key details are that the contractor is responsible for all transportation and installation requirements, and any outage must be minimized and justified, as the radio site cannot be down for an extended period. The solicitation number is W91RUS24R0013, and the effective date of the amendment is April 15, 2024.

QUESTIONS AND ANSWERS
1. Will Ft. Huachuca personnel transfer the new UPS system to the radio tower or are we needed to do so?
A: The solicitation calls for a turn-key solution to remove and dispose of the old UPS, provide and install a new and comparable UPS, with all of the transport requirements handled start to finish. We have options for short term outdoor storage at the radio site or protected storage at the shipping address. If we store at the shipping address, I expect the vendor to handle transport to and offloading at the radio site on the install date.
2. Is there a forklift available onsite?
A: There is no forklift available at the install site. Arrangements might be available at the shipping address, but offloading at the repeater site will still need to be provided.
3. There will need to be an outage to disconnect the old UPS and wall mount bypass and install the new system. However, the panel that feeds the current UPS has space to provide a new circuit breaker for the new system so a lot of prep work can be done for the new system. Can an outage be performed and if so, how long can it take place for?
A: Administrative Service Interruptions are possible but should be kept to a minimum amount of time. Once the outage is scheduled, the installer ultimately dictates the time the system is down. A safe and professional install to industry standards is expected, and that takes as long as it takes. Be advised any outage lasting longer than 2 hours will have to be explained and justified, so the LMR manager can then explain and justify the loss of radio coverage to the department Chiefs prior to scheduling the work. The repeater site handles radio traffic for DOD First Responders as well as Military test and training support. It cannot be down for long.
