About this file

This document contains questions and answers regarding a solicitation to replace an uninterruptible power supply (UPS) at a radio repeater site on Fort Huachuca in Arizona. The solicitation seeks replacement of a 12kVA Liebert UPS nearing end of life with three battery modules with a new free-standing cabinet-type UPS that can interface with the legacy automatic transfer switch and backup generator. The installation must take place during an 8-hour window during normal business hours to minimize downtime for the critical first responder and military radio communications. The site has limited space of 30x30 inches for the new UPS inside the repeater vault and no loading dock. Coordination will be required for a mandatory site visit.

Questions:

1. Is the power supply outside or inside?

A: The UPS is located inside the repeater vault.

2. If outside, is it in a shed or on a power line?

A: The UPS is located inside the repeater vault.

3. What other physical work needs to be done beside installing the new and disposing of the old system?

A: Not sure. Modification of the building is not encouraged. There is limited space for the UPS location, about 30” x 30”. As long as the replacement UPS is another free-standing, cabinet-type UPS, there should be no additional physical work required. Please see uploaded schematics for site details.

4. This solicitation states that installation is required. If installation by a licensed electrician is required, a site visit is needed to determine length of run of wire, conduit, and other logistic parameters.

A: Installation is required. Site visits must be coordinated through Army Contracting Command and be available to all interested vendors at the same time on the same day. Please see uploaded schematics for more info. If further site details are still required, please contact the Purchasing Agent or Contracting Specialist listed on the solicitation to request a site visit.

5. Can the job be performed during normal business hours?

A: The job can only be performed during normal business hours. The expectation is to remove the old UPS and install the new system within an 8-hour period, during daylight hours. The current UPS supports radio communications for First Responders and Military missions. Prep work, prepositioning equipment, and post-install cleanup and haul away can be arranged, but once the old UPS is bypassed and disconnected, time without uninterrupted power needs to be kept to a minimum.

6. Do you have a loading dock?

A: No. The repeater vault where the UPS is needed is a 10’ by 10’ preformed concrete structure located 3 miles to the south of…anything else. There is no loading dock. The entire repeater site is enclosed by a chain link fence that can be used to temporarily secure equipment outside of the vault for a few days not during the raining season.

7. How far is the delivery area from the equipment?

A: The UPS position inside the vault is just inside the door to the left.

8. Will floor covering be needed?

A: No new floor covering should be needed. The vault floor is tiled (linoleum I think).

9. Can you provide pictures?

A: No. Pictures will be difficult to provide on such short notice. I will try to get a site diagram uploaded and stock photos from the user’s manual.

10. Are there any doorways (what are the dimensions) and/or stairs?

A: The repeater vault has one standard 36” x 7’ doorway and is single story (no stairs).

11. Is a special clearance needed to get on site?

A: The DeConcini Hill Repeater site is located on the South Range of Fort Huachuca. It is a controlled site, but not a restricted one. No security clearance is required to access it, but Radio Shop personnel will have to escort contract personnel when they are on site.

The visitor entrance for Fort Huachuca is Van Deman Gate. Visitors without an Army issued ID/CAC must stop and process through the Visitor Center by taking the driveway on the righthand side prior to attempting to enter the Installation check point.

All visitors will need a picture ID to process through the Visitor Center. Please allow 30 minutes for the background check and visitor pass process. Please visit:

12. What is the make and model of the currently installed equipment?

A: UPS: Liebert Nfinity Power System Generator: Generac SG035 4.2L Engine

ATS: Generac HTS, 200A

13. How many battery cabinets does the currently installed unit have?

A: The current self-contained UPS has the capacity for five 4kVA battery modules. Only 3 are currently being used.

14. Is the currently installed unit up and running until replacement?

A: Yes. The current UPS needs new battery modules, but otherwise holds power to the system long enough for the generator to start producing power.

15. What is the current 12kVA UPS unit make and model?

A: The current UPS is a Liebert Nfinity Power System (12 Bay) configured to 12kVA (3 power modules, 3 battery modules). UPS dimensions: 20”W X 28”D X 53”H

16. Scope of work states, “The new system must interface with the legacy automatic switching circuitry in the radio enclosure” Please provide what and how the current setup is communicating with existing equipment.

A: The control board on the UPS is the only controller for the backup and bypass systems I’m aware of. Everything else seems like old fashioned analog circuits.

17. Can you please send us the current input source (power cabinet, maybe an electrical drawing or a photograph) that we would be hooking up with? Or a picture or drawing for the connections of the old UPS that is being replaced?

A: Yes. See attached/uploaded schematics from the 2010 site install.

18. Input: 208-240 VAC, single-phase (your requirement) Is it 240V/120V split phase? Or is it true 240VAC single phase?

A: I do not know for certain. The UPS is 208-240 VAC input for sure and my requirement is based on the manufacturer’s information. There are 120VAC outlets inside the radio vault that do not go through the UPS, and the overhead lights do not go through the UPS, and they are 120VAC florescent tubes. The incoming commercial and generated power are listed as 120/240VAC 1ϕ/3W 60Hz. Please see the uploaded site schematics and operating manual for the current UPS system. I hope they are more help than I can be.

19. Wired to Automatic Transfer Switch and back-up generator circuit (your requirement) Is there an electrical drawing available for the Automatic Transfer Switch.

A: Not the ATS specifically, but I will try to upload some schematics and wire diagrams I have available from the site install in 2010.

20. Is the Double conversion 240VAC to 120VAC input or output?

A: Output. All of the radio equipment is 120VAC.

21. Is there a current contractor?

A: No.

22. Would it be possible for our team to conduct a brief survey at your site location? This would help us gain a better understanding of the installation and removal activities required.

A: See question #4

23. What is the size of the overcurrent protective device (OCPD) feeding the existing unit? Is it in close proximity to the existing UPS?

A: There is a 75-amp breaker/disconnect unit on the wall a couple feet from the UPS.

24. Is the existing UPS connected to an output panel? If so, is it in close proximity to the UPS?

A: Yes. The equipment rack panel is located in the opposite corner of the repeater vault from the UPS about 14’ away, closer to 20’ if you follow the walls.

25. Can you provide an electrical one line of the existing ATS and downstream distribution to the existing UPS.

A: Yes. See uploaded schematics.

26. Is there a specific day/times that the current UPS can be powered down/removed/replaced?

A: The UPS can be bypassed any day or time and allow radio operations to continue.

27. What is the current amperage for the tower operating at full load? This information is crucial for us to determine the accurate battery count and configuration required to provide a run time of 30- 60 minutes. Ensuring the appropriate power supply is essential for the successful implementation of the project.

A: About 25 to 30 Amps for the radio equipment racks. The UPS will not be handling the HVAC, lights, or any other non-radio equipment.

28. Considering the considerable weight of the equipment involved, could you please provide the distance from the truck to the installation spot where the technician would need to travel?

Understanding this distance will help us plan for logistics and ensure the safe and efficient installation of the equipment.

A: A truck can pull into the yard almost to the front door. I’d estimate no more than 15 feet of linear travel, but the yard is gravel covered ground and there is cement step in front of the door.

DeConcini Hill Land Mobile Radio Site.

Access is about 3 miles of once paved, seldom repaved road and .25 miles of dirt road to get to the front gate of the site. There are three dry channel crossings along the route to the site that are not always dry between the months of July and October. Site is on the South Range of Fort Huachuca, AZ near Garden Canyon.
