The solicitation seeks to procure staff support services for the 160th Theater Signal Brigade and its subordinate commands, including administrative support, operations support, information systems engineering support, and logistics support. The primary places of performance are Kuwait and Qatar, with the possibility of expansion to other locations in Southwest Asia and Central Asia. Offerors are required to submit pricing and documentation in four volumes, including a provisional billing rate proposal and audited financial statements. Questions

Quest #Offeror Question/CommentAnswer
1Solicitation no. W91RUS24R0001 was posted and then promptly cancelled on PIEE. Will you please clarify whether there are any open requests to industry related to this opportunity? Is the Government seeking feedback on the posted RFP? Is there an active RFI?Soliciation no. W91RUS24R0001 was issued for soliciation in PIEE, but due to technical difficulties, it has been reissued via SAM.gov with a proposal due date of 15 January 2024. The number W91RUS24R0002 was assigned in PIEE when fixing the technical glitch, the two number are for the same requirement.
2Would the Government accept these via email as there is not a specific section within PIEE for submittal of questions other than the “Offer” tab?Questions were accepted via email.
3Please confirm that the Provisional Billing Rate Proposal is not required to be approved by the offeror’s cognizant DCAA office/auditor prior to proposal submission. The Offeror shall submit a Provisional Billing Rate Proposal (BRP) to include documentation to validate the

proposed direct and indirect rates. If Provisional Billing Rates have not been established, then the following information shall be provided to establish Provisional Billing Rates in accordance with FAR 42.704 – Billing Rates.

4Regarding documentation for the BRP indirect expense rates requirement within Volume I, please define what is meant by the terms “Pool and Base”; “to date pool and base”; “budget pool and base”; and “fiscal year pool and base”."Pool" is defined per FAR 31.001 as groupings of incurred costs identified with two or more cost objectives but not identified specifically with any final cost objective. Allocation base is defined by FAR 31.203(c).
5Regarding Direct Billing Authorization within Volume I – confirm there is no response requirement to this Section L factor? There is no response required for this section. It is to notify that Direct Billing will not be authorized under this contract.
6Our understanding is that if an offeror does not have a CPFF contract, the requirements regarding DCAA/DCMA audit and approved rates, and FPRA, FPRR, and/or FPRP are not required at the time of proposal submission, and that the Government will accept alternative rate justification documentation (actual rates, salary data, actual indirect rates, etc.) at the time of proposal submission. Does the Government concur? The Offeror is to provide the most recent DCMA Forward Pricing Rate Agreement (FPRA), Forward Pricing Rate Recommendation and/or DCAA Provisional Rate Recommendation or DCAA Provisional Rate Agreement, as well as any DCAA audit reports relative to direct labor, indirect expense, and any other rates or factors.
7Is the requirement that in a Prime/Sub relationship, all subcontractor teaming partners are required to provide all response items listed within Volume I and Volume IV?Yes, Primes are responsible for all solicitation requirements and shall submit all four volumes.

Subcontractors shall submit proprietary Volume I - General and Volume IV - Cost information that conforms to the same solicitation requirements delivered directly to the government, and clearly marked to show who the prime contractor they are a sub to.

To meet SB participation goals, can the Government please confirm documentation of an audited accounting system by a third party when a Government audit has not been done is compliant with and meets the response requirements of Section L.5.1(k)?Offerors who have not had an Accounting System Review(s) by DCAA or DCMA may, at the offeror's expense, submit information from an Independent Certified Public Accountant (CPA) or other qualified independent third party, verifying that the offeror's accounting system complies with the requirements stated within the DCAA Contract Audit Manual (DCAAM) Chapter 5-202, Preaward Survey of a Prospective Contractor's Accounting System and Standard Form (SF) 1408, Preaward Survey of Prospective Contractor's Accounting System.” Final determination on accounting system adequecy will be made by the Contracting Officer at the time of determining responsibility.
9Please confirm any subcontractors that are T&M are exempt from providing the documentation requirements within Volume I to include DCMA/DCAA FPRA/DCAA Provisional Rate Recommendation/Rate Agreement, DCAA audit, Adequate Accounting System, and Financial Responsibility?A T&M contract, while not what this is, is not a fixed priced award and therefore is required to provide the same documenation as all other cost type contracts. However, the Govrenment is not privy to subcontracts and will not monitor the rates throughout the contract. The Government encourages the use of FFP for all subcontracts.
10Regarding Volume I – Financial Responsibility response requirements and documentation, please confirm that if an offer is not a publicly traded company, documentation for internal audit reports, stockholder’s reports and records, earnings reports, quarterly and annual reports, financial disclosures, statements of board of directors, and other related items are not applicable and not a submission requirement. All offerors are to follow the guidence in the answers to questions 3 and 9 when submitting proposals.
11Regarding Volume I – Financial Responsibility response requirements and documentation, please provide alternate documentation for private businesses that are not publicly traded that will be acceptable to the Government for this response requirement.See answer to question 10.
12Submitting questions/comments in our own format, since this RFP paragraph references the “AITEL Questions Template” that was listed in Section J of the original solicitation (-0001) as Attachment J.7 but was removed from Section J of the latest solicitation (-0002). [However, it is still mentioned in L.1.5, as shown.]Amendment 0005 to the soliciation addresses this statement. Plrase ensure that only questions are submited to the Government in the questions phase of solicitaitons.
13The previous version of the solicitation (-0001, released on 05 Dec 2023) contained a list of three (3) PWS appendices and (5) RFP attachments that were “deleted/removed” with the release of version (-0002) on 07 Dec 2023. However, references to these “removed” documents still appear within the RFP and PWS and seem to indicate they contain key information needed to complete a bid/proposal. Please confirm the Government’s intent in removing these documents from Section J.Amended solicitation W91RUS24R0001-0005 updates Section J. The Cost Workbook is provided in amendment 0005 as a stand-alone document due to the file size. The only attachments mentioned in the RFP are the DD254 and the Cost Workbook. The PWS is in Section C.
14Version 0001 (05 Dec 2023) of the solicitation listed the USG-provided Cost Workbook as “Attachment J.3” (Section J, page 176), but the Cost Workbook was not attached.

Version 0002 of the solicitation (07 Dec 2023) removed the USG-provided Cost Workbook from the list of attachments in Section J, and Section L.8.2 changed the “Cost Workbook” language from discussing a USG-provided workbook (version 0001) to more generic language (seemingly) telling the offeror to create their own workbook (version 0002).

Is there a Cost Workbook that is supposed to be attached to the RFP, but hasn’t been distributed? Or is the Cost Workbook no longer provided? If it’s the latter will this language be updated?See answer to question 14.
15The Cost Workbook referenced here was never provided with solicitation (-0001) on 05 Dec 2023, and was removed from Section J in version (-0002) on 07 Dec 2023. Furthermore, Section L.8.2 changed the “Cost Workbook” language from discussing a USG-provided workbook (version 0001) to more generic language (seemingly) telling the offeror to create their own workbook (version 0002).

However, the language in Section B seems to indicate that the “Attachment J Cost Workbook” contained critical data to inform Offeror’s bids, including USG-provided cost ceiling data for select SLINs or CLINs, that has not been provided elsewhere.

Was it the Government’s intention to have offerors create their own Cost Workbooks? If so, where are offerors to find the USG-provided data that was contained within the Attachment J Cost Workbook?See answer to question 14.
16Version 0001 (05 Dec 2023) listed three (3) PWS appendices in Section J, yet they were not provided as part of the RFP package.

Version 0002 (07 Dec 2023) removed all three (3) PWS appendices from Section J, but they are still referenced here (B.5.f) and in the PWS table of contents (Section C).

It appears these appendices are necessary for determining labor loadings and provide meaningful data that allows offerors to make informed bids. Otherwise, only the incumbent will have this data. Will the Government please provide the PWS appendices? Amended solicitation W91RUS24R0001-0005 updates Section B. The Government provided as stand-alone docs:

A. List of Administrative Plans and Reports B. Performance Requirements Summary C. Manning Requirement

17The “estimated cost ceiling for the overtime/callout CLIN/SLINs” was not provided in either Version 0001 or Version 0002 of the RFP. We suspect this was information contained in the Cost Workbook that is mentioned throughout the RFP but removed from Section J and L.8.2 in Version 0002.
The “estimated cost ceiling for the overtime/callout CLIN/SLINs” is necessary to build-out and calculate the Overtime CLIN as stated in RFP para. B.5.g. How/when will the Government provide this data?See answer to question 14.
18The “estimated cost ceiling for the Materials CLIN/SLINs” was not provided in either Version 0001 or Version 0002 of the RFP. We suspect this was information contained in the Cost Workbook that is mentioned throughout the RFP but removed from Section J and L.8.2 in Version 0002.

The “estimated cost ceiling for the Materials CLIN/SLINs” is necessary to complete the Material CLIN lines (as stated in RFP para. B.5.j) and the CLIN schedule for Item Numbers 0009, 0010, 0109, 0110, 1009, 1010, 2009, 2010, 3009, 3010, 4009, and 4010 (all of which are blank and say “The Offeror shall not adjust the Government provided ceiling estimates.”)

How/when will the Government provide the estimated cost ceilings to allow offerors to complete these 12 CLINs per RFP instructions? If these estimates are not provided, how are offerors instructed to complete the pricing for these CLINs?See answer to question 14.
19The “estimated cost ceiling for the Non-Materials CLIN/SLINs” was not provided in either Version 0001 or Version 0002 of the RFP. We suspect this was information contained in the Cost Workbook that is mentioned throughout the RFP but removed from Section J and L.8.2 in Version 0002.

The “estimated cost ceiling for the Non-Materials CLIN/SLINs” is necessary to complete the Non-Material CLIN lines (as stated in RFP para. B.5.k) and the CLIN schedule for Item Numbers 0011, 0012, 0111, 0112, 1011, 1012, 2011, 2012, 3011, 3012, 4011, and 4012 (all of which are blank and say “The Offeror shall not adjust the Government provided ceiling estimates.”)

How/when will the Government provide the estimated cost ceilings to allow offerors to complete these 12 CLINs per RFP instructions? If these estimates are not provided, how are offerors instructed to complete the pricing for these CLINs?See answer to question 14.
20The “estimated cost ceiling for the Training, Travel & Per Diem CLIN/SLINs” was not provided in either Version 0001 or Version 0002 of the RFP. We suspect this was information contained in the Cost Workbook that is mentioned throughout the RFP but removed from Section J and L.8.2 in Version 0002.

The “estimated cost ceiling for the Training, Travel & Per Diem CLIN/SLINs” is necessary to complete the Training, Travel & Per Diem CLIN lines (as stated in RFP para. B.5.l) and the CLIN schedule for Item Numbers 0013, 0113, 1013, 2013, 3013, and 4013 (all of which are blank and say “The Offeror shall not adjust the Government provided ceiling estimates.”)

How/when will the Government provide the estimated cost ceilings to allow offerors to complete these 6 CLINs per RFP instructions? If these estimates are not provided, how are offerors instructed to complete the pricing for these CLINs?See answer to question 14.
21There is no Attachment 8 listed in Section J of the RFP, nor is this document attached to the RFP. Given the impact on the pricing of this ODC, this seems like critical information. Will the Government provide the relevant documentation on Government-furnished housing? If this information is not provided, how are offerors instructed to complete the pricing for these ODC CLINs?See answer to question 14.
22Items B.5.f through B.5.l all have corresponding CLINs in the CLIN schedule shown on Pages 8-41 of the RFP. These two ODCs (Housing and Leased Vehicles) do not have associated CLIN lines. Where are these costs to be accounted for within the USG-provided CLIN structure?See answer to question 14.
23These three (3) appendices are critical to understanding the staffing of this program. Specifically, RFP B.5.f (Labor) state these documents are necessary to “represent the appropriate loadings for specific site and countries as associated with the requirements presented in the PWS and three Appendices”. Will the Government please provide these appendices (and/or the manpower/staffing data necessary to bid this program) to offerors in a timely manner, so we can evaluate the documents, make bid decisions, and develop staffing strategies?See answer to question 16
