Section A - Solicitation/Contract Form
EXECUTIVE SUMMARY
A. EXECUTIVE SUMMARY
Program title: The 160th Theater Signal Brigade, Administration, Information Technology Engineering and Logistical Support (AITEL) for Southwest Asia and Central Asia.
Ensure that this Request for Proposal (RFP) is read in its entirety and provide a conforming proposal that addresses all areas. Failure to do so could result in the proposal being determined non-responsive and not evaluated.
This is an unrestricted solicitation using the competitive procedures described in FAR Part 15 to procure the 160th Theater Signal Brigade Staff Support requirements for qualified personnel to execute the full range of staff support services described in this RFP to include, administrative support, operations support, information systems engineering support, and logistics support for the U.S. Army Network Enterprise Technology Command (NETCOM), 160th Theater Signal Brigade, and its subordinate commands, 25th and 54th Strategic Signal Battalions. The contractor shall provide all management, personnel, administration, deliverables, reporting, housing, leased vehicles, travel, training, and equipment required to perform the Brigade and Battalion staff support services. Primary places of performance are Kuwait and Qatar, with the possibility of expansion into other locations within Southwest Asia or Central Asia.
The period of performance (PoP) shall not exceed 66 months. See Section F for further details.
This acquisition will utilize a best value approach that permits trade-offs between price and non-cost factors and allows the Government to accept other than the highest technically rated and/or lowest priced proposal. The perceived benefits of the higher priced proposal shall merit the additional cost, and the rationale for tradeoffs shall be documented in the file in accordance with FAR 15.406. Therefore, award may be made to an offeror with a higher Most Probable Cost (MPC) if the added benefits to the Government warrant paying a higher cost. Offerors are cautioned that award may not necessarily be made to the lowest price offered.
The resultant contract will be a non-personal services, performance based, incrementally funded, non-commercial, cost reimbursable, single “C” type contract awarded to the responsible offeror whose proposal conforms to the RFP requirements and presents the best value to the Government, with appropriate consideration given to the evaluation factors of Mission Support, Past Performance, and Cost.
Proposals and questions shall be submitted using the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module at https://piee.eb.mil, which was developed to provide a capability for secure, timestamped submission of contractor proposals for DoD contracting offices. Specifically, the Solicitation Module was designed to capture the documentation needed to memorialize the date and time of offer submissions, as well as to retain those files and the attendant time and date stamps. It supports large file sizes of 1.9 GB per file, with no limit on the number of files, as well as multiple file formats.
The points of contact for this solicitation are the contracting specialist, Angela M. Taylor at angela.m.taylor149.civ@army.mil, and the contracting officer (KO),Brooke J. Henderson at brooke.j.henderson.civ@army.mil. Proposals shall be submitted as set forth in Section L –Instructions, Conditions and Notices (Section L) to offerors below and shall be received by the Government no later than Noon, AZ time, on 25 January 2024.
Section B - Supplies or Services and Prices
SECTION B - SUPPLIES OR SERVIC
B - COST/PRICE EXCEL SPREADSHEET AND COST NOTES
The offeror (Prime and Subcontractors) shall complete the cost/price Excel spreadsheet (cost workbook) attached to this RFP and provide corresponding cost notes described in Section L. The offeror is required to complete all worksheets within the Cost Workbook.
B.1 OVERVIEW
This Schedule B sets forth pricing where services are currently being performed in Kuwait and Qatar.
Changes to baseline requirements are expected to occur during the life of the contract; some full-time support may diminish while other areas may increase. The Contractor is expected to shift baseline resources as needed to accommodate the AITEL mission as it evolves over time.
The performance sites listed in the schedule are subject to change during contract performance, depending on the mission of the 160th Theater Signal Brigade. Changes to baseline requirements, such as sites, regions, countries may be added, or removed, as required during contract performance to support the mission of the 160th Theater Signal Brigade and its subordinate units. Any such changes shall be handled under the changes clause.
Any tasks incorporated by modification over the life of the contract shall utilize the same labor categories and at the same labor rates that were evaluated and accepted at the time of award. A different labor category or labor rate will be proposed with supporting rationale and will be subject to negotiation.
B.2 SCOPE
The scope of effort is to provide Theater Brigade and Battalion levels of staff support services in the areas of administrative support, operations support, information systems engineering support, and logistics support to the 160th Theater Signal Brigade and subordinate commands within the CENTCOM Area of Operation (AOR), which is roughly defined as being located in SWA and Central Asia. This is a Cost- Plus-Fixed-Fee (CPFF) type contract utilizing Cost performance elements. The period of performance is not to exceed 66 months, including a two-month phase-in, ten-month base period, and four 12-monh option periods, plus the FAR 52.217-8 option.
B.3 SERVICES AND SUPPLIES
The required services will be performed in accordance with this RFP.
B.4 CONTRACT LINE ITEMS NUMBERS (CLINs)/ SUBCONTRACT LINE ITEMS (SLINs)
Offerors shall submit pricing for all CLINs/SLINs as formatted in Schedule B of the solicitation. Pricing shall match the details provided in the cost workbook attached by reference at Section J and the offeror’s corresponding cost notes. All proposal submissions shall address in detail how the total cost for each CLIN/SLIN was derived by identifying all individual cost elements that comprise the total cost for each SLIN. Note that some of the SLINs may already contain a Government provided cost ceiling estimate that shall be utilized in the development of the total proposed cost. The contractor will back out any associated indirect rates so that the total price proposed for these line items, inclusive of indirect rates, is equal to the
Government estimate. Do not leave any CLIN/SLIN blank. Each offeror shall enter the proposed unit pricing in U.S. Dollars rounded to the nearest cent and no more than two decimal places, for the phase-in, base period, and all option periods, except for the option clause at FAR 52.217-8, which will be subject to the existing contract pricing if exercised. Offerors shall utilize the CLINs to provide subtotal pricing for each cost element; the separate total proposed price for each performance period (phase-in, base period, and four option periods) and the total proposed price for the entire effort. Relevant explanatory narratives shall also be provided in the cost notes for clarity.
B.5 PRICING OF LABOR RATES AND OTHER DIRECT COSTS (ODCs).
a. The offeror shall not propose pricing for the FAR 52.217-8 Option to Extend Services. Refer to Section M -Evaluation Factors for Award for further details on how this option will be evaluated.
b. The offeror shall provide the escalation rate for the base period and each option period, if applicable.
c. Government Site Rates. The offeror’s proposed fully burdened labor rates are for work performed at the Government site. No Government Furnished Property (GFP) will be issued under this contract.
d. The successful offeror’s proposed indirect rates (including overhead and G&A) and fee for any contract modifications during the performance of the awarded contract shall be at the same rates contained in the proposal, subject to periodic revision of the indirect rates as may be approved by DCAA. All other costs proposed for any contract modification of the awarded contract are to be based upon the Offeror’s proposed and Government accepted pricing.
e. The offeror shall propose costs that are reasonable, allowable and allocable in accordance with their approved accounting practices consistent with FAR Subpart 31.2.
f. LABOR. The offeror shall propose fully burdened labor rates for the phase-in, base period and all option periods. The proposed labor categories and rates shall represent the appropriate loadings for specific site and countries as associated with the requirements presented in the PWS and three Appendices. In addition to the normal loadings, if proposing special employment incentives (over and above regular fringe benefits) insert column(s) and list separately in the cost workbook. The fixed fee percentage and cost must be clearly delineated to build up to the total costs and fixed fee listed in Schedule B for each labor CLIN/SLIN.
g. OVERTIME. The Government is providing an estimated cost ceiling for the overtime/callout CLIN/SLINs for the phase-in, base period, and all option periods. However, the offeror is still required to provide the development of overtime rates for each labor category and site proposed for the prime and subcontractor(s) for each contract period. The Government’s overtime/callout estimate is the total amount available for overtime/callout, including indirect costs and fees. In Schedule B, delineate the dollar amount proposed for fixed fee on overtime/callout in the blank space for fixed fee. The offeror’s proposed overtime/callout rates will be evaluated for their cost reasonableness. The difference between the Government’s estimated cost ceiling and the proposed fee dollar amount will determine the estimated costs for the overtime/callout CLIN/SLINs. The offeror shall not adjust the Government’s pre-filled ceiling estimates provided for the overtime/callout CLIN/SLINs.
h. DEFENSE BASE ACT (DBA) INSURANCE. The offeror shall propose DBA Insurance for all employees and subcontractor(s) at every tier for services performed for the phase-in, base period, and all option periods in accordance with FAR 52.228-3: Workers’ Compensation Insurance (Defense Base Act).
The offeror shall compute the total compensation per employee with consideration for appropriate loadings for each country. All costs must be clearly delineated and build up to the total costs. Application of indirect costs are allowable, exclusive of fee.
i. ODCs – MATERIALS. The Government is providing an estimated cost ceiling for the Materials CLIN/SLINs for the phase-in, base period, and all option periods. Materials are those material, supplies, and repair parts needed for the performance of the requirements. The offeror shall not adjust the Government’s pre-filled ceiling estimates provided for the Materials CLIN/SLINs. Application of indirect costs are allowable, exclusive of fee.
j. ODCs – NON-MATERIALS. The Government is providing an estimated cost ceiling for the Materials CLIN/SLINs for the phase-in, base period, and all option periods. Non-Materials costs are costs directly related to the requirements that are not included in any other worksheets in the cost workbook. This category includes, but is not limited to, mobilization costs, demobilization costs, cell phones, excess baggage, passport fees, visa entry fees, and driver’s license fees. The offeror shall not adjust the Government’s pre-filled ceiling estimates provided for the Non-Materials CLIN/SLINs. . FOREIGN AREA LIVING ALLOWANCES. The contractor employee’s foreign area living allowance shall be computed and paid at annual rates, divided by the number of days in the calendar year to obtain a daily rate; multiplying the daily rate by 14 to obtain a biweekly allowance; and multiplying the daily rate by the number of days involved to obtain the allowance for any other period. The rate for any split pay period at the end of a calendar year shall be computed at the daily rate applicable on the first day of that pay period. Application of indirect costs are allowable, exclusive of fee.
k. ODCs – TRAINING, TRAVEL & PER DIEM. The Government is providing an estimated cost ceiling for Training, Travel & Per Diem CLIN/SLINs for the phase-in, base period and all option periods. The travel included herein applies to Temporary Duty Assignment (TDY) travel & per diem travel as directed by the Government for performance under this contract. FAR 31.205-46: Travel Costs shall govern reimbursement for travel and per diem costs to include transportation, lodging, meals and incidental expenses incurred by contractor personnel on official Government business. Travel from the CONUS Replacement Center (CRC) to the overseas location and back and associated expenses will be authorized on separate letters of authorization with appropriate fund sites and shall not be proposed in these CLIN/SLINs. Travel incentives offered to employees as part of an overall compensation plan are not included in these CLIN/SLINs and should be separately identified in the Non-Materials CLIN/SLINs.
Training, Travel & Per Diem applications of indirect costs are allowable, exclusive of fee. The offeror shall not adjust the Government’s pre-filled ceiling estimates provided for the Training, Travel & Per Diem CLIN/SLINs.
l. ODCs – HOUSING. The offeror shall propose housing expenses for the phase-in, base period and all option periods. Attachment 08 of Section J sets forth the Government-furnished housing. The offeror may propose reporting expenses for the phase-in, base period and all option periods, or the offeror may mark them as not-separately-priced (NSP) if there are no separate costs associated with these CLIN/SLINs. Application of indirect costs are allowable, exclusive of fee.
o. CONTRACT REPORTING-OTHER. The offeror may propose contract reporting expenses for the phase-in, base period and all option periods for any additional reports, other than service contract reporting, or mark as not-separately-priced (NSP) if there are no separate costs associated with these CLIN/SLINs.
