Section M.D Factor 3 Evaluation Critieria page 114 of 117 of Solicitation document.
Page 115 of Section M in the Solicitation document states 'The following are not subfactors but areas that will be evaluated together for assessment of overall Past Performance. There are 6 bullets then listed (Management of Personnel, Schedule, Business/Customer Relations, Customer Satisfaction, Quality of Service and Cost Control). The wording in Attachment 7 paragraph a.(3) says 'For each of the applicable subfactors under the Mission Support Factor in Section M, illustrate how your experience on this program applies'. The wording in Section M and Attachment 7is contradictory. Attachment 7 wording says subfactors under the Mission Support Factor which are the four Subfactors (Management, Past Experience, Quality Control and the Sample Task Order). yet Section M for Past Performance indicates to address the six bullets listed. Will the Government please specifically state which to address? Do we address the four Subfators in the Mission Support Volume , or the six(6) bullets on page 115 of the Solicitation document, to respond to the requirement in Attachment 7, paragraph (3) on page 2 of 2?

Past Performance, pg104
The Government is requesting Past Performance references from subcontractors performing 10% or more of the total proposed price. The total proposed price of the IDIQ is unknown, therefore, we cannot know of any of our subcontractor's percentage of proposed total price as workshare designation is assigned at the task order level.
Will the government please consider removing this requirement?
All offerors are to submit a price proposal. Therefore the offeror would need to figure out through their proposal if a subcontractor is completing 10% of the proposed work.

List the contracts in order of relevancy from the most relevant to the least relevant. The Section M of the RFP also states: Each Offeror’s past performance will be evaluated based on contracts or subcontracts currently ongoing or completed within the last three (3) years for similar efforts Questions: Can the offeror and/or designated major subs provide a past performance reference that is in a major sub role? If so, does the Government require a PPQ be submitted through the prime's contracting activity to the IMCS IV KO, or can the PPQ be submitted by the offeror/major sub's prime contractor directly to the IMCS IV KO? Will sub-role Past Performance be evaluated equally compared to prime role Past Performance?
Recommend the Government provide detailed guidance on the offeror's/major sub use of sub-role past performaance and whether PPQ is still required, and if so what are the requirements for submission of a sub-role PPQ.

" Respectfully ask the Government to change the requirement to allow partnerships/joint ventures to submit five(5) references overall regardless of acting as the prime offeror or major subcontractor to more comprehensively evaluate the overall team past performance.
Under SBA guidance released November 16, 2020 regarding first-tier subcontractors: When an offer of a small business prime contractor includes a proposed team of small business subcontractors and specifically identifies the first-tier subcontractor(s) in the proposal, the head of the agency must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award.
In accordance with 13 C.F.R. § 125.2(g), we request the govt adhear to the new SBA guidance regarding first tier subcontractor past performance within the evaluation process.
We request a change to the RFP to allow for up to 5 past performance citations from first tier subcontractors so that the "head of the agency [can] consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award."

Is there a limit to the number of past experience references that can be provided? Section L states the Offeror should provide at least two examples.
IMCS IV Solicitation Page 98 Past Experience
Can Offerors past experience be the same experience or reference for the past performance requirement?
That is up to the offeror, but please understand what is required in the Past Expirience Subfactor and what is required in the Past Performance factor.
IMCS IV Solicitation Page 98 Past Experience
Are past experience references at the IDIQ level acceptable? The work is not generally completed at the IDIQ level and more so at the Task Order Level. The first paragraph states that "Partnerships/joint ventures shall also submit no more than five (5) questionnaires. Two (2) questionnaires shall be submitted for major subcontractors …" We are not clear about the maximum of PPQs the Government is expecting or allowing.
Question: Assuming a prime contractor has three (3) or four (4) major subcontractors and each of them is supposed to submit two (2) PPQs that would be more than five
(5) in total. Can the Government please clarify the maximum amount of PPQs allowed?
Change the first paragraph to clearly identify the maximum amount of PPQs per team and per major subcontractor (in case of more than one (1) major subcontractor) to eliminate the current ambiguity.

"The Offeror shall provide at least two POCs (e.g., KO, COR, Program/Proejct Manger) per relevant cotract. The Offeror shall send the questionnaire to all POCs."
Please confirm that the Government wants use to have two POC for each contract we sight provide a PPQ response vs the norm of only 1 POC for each contract sighted?
Recommend only one PPQ for each effort which is the norm otherwise you are going to be receiving on average 10+ PPQs from each prime bid response.
This requirement will not be updated at this time.
Amendment 1, page 18 of 30, G. Volume IV Past Performance, 4. PPQ (Paragraph 1)

Amendment 1, page 20 of 30, 8. Organization Structure Change History
Can the Government please confirm that the Origanization Change History is only for the Prime and any major sub that we are sighting Past Performance for or is it for all subcontractors?
The Solicitation states: This information is required on the offeror, teaming partners, joint venture partners, and/or major subcontractors, as necessary.
G.6. Past Perfomance Information Document
The RFP states "Prime Offerors may submit a maximum of five (5) PPIDs and a maximum of two (2) PPIDs for major subcontractors." Does this mean two (2) per each major subcontracor, or two (2) PPIDs total?"
This requirement significantly limits the number of major subcontraor participation. We recommend increasing the number of PPIDs from Major subcontractors from two (2) to five
(5) PPIDs.

Proposal instructions;
Section G (Past Performance); Item 4.
The RFP currently requires Past Performance Questionnaires (PPQs) for all past performance references. Many of the Government representivies who would need to complete these forms are dealing with excessive workloads supporting mission critical efforts and we are often looking for ways to alleviate additional administrative burdens. Would the government consider offerors submitting CPARS where available as opposed to PPQs?
Recommend accepting CPARS on past performance references in lieu of PPQs where available to alleviate administrative burden.
No, the Government requirement for PPQs stands as stated in the solicitation.
IMCS IV Soliciation W91RUS21R001 Section L - G. Volume IV Past Performance - 4. Past Performance Questionnaires (PPQ)
The instructions state that "Two (2) questionnaires shall be submitted for major subcontractors proposed to perform 10% or more of the total proposed price ." Does this mean that each major subcontractor can submit two (2) questionnaires or are we limited to two (2) questionnaires regardless of the number of major subcontractors?

Attachment 2, Fort Combat Sample Task Instuctions, The instructions in Attachment 2, Fort Combat Sample Task Instructions clearly indicate a requirement to provide a comprehensive discussion of the Critical Services paragraph, specifically the PWS paragraphs called out in (1.a) on page 2 and (1.b) on page 2. The last sentence of the instruction says the offeror shall acknowledge understanding of all other PWS paragraphs not included in 1.a and 1.b. Not included in this instruction is a comprehensive approach to supporting Fort Combat including management and all other technical PWS areas not specifically called out in 1.a and 1.b. Should the response for Mission Support Subfactor 4 be a comprehensive proposal or limited to the specific Critical Services mentioned in the instruction?”
Please provide a very clear response to this question to resolve the confusion.
Offerors are instructed to provide their Sub factor 4 responses in accordance with the Attachment 2 Sample Task Order Instructions.
Attachment 3- Fort Combat kansas Sample Task Order PWS.docx p. 16, para C.2.3.4
The Fort Combat PWS does not mention "Cable Locate" services, although the word "locate" is mentioned in Section C.2.3.4. Is there a requirement to perform Cable Locate services at Fort Combat? If there is, please include the requirements in section C.2, and provide the estimated number of cable locates to be completed each year.
If the Contractor will be required to perform cable locate services, please include the requirement in the PWS.
The workload data for cable locates is in attachment 1, paragraph 6.
Attachment 2 Can the government please confirm that the Task Order Response should only include our approach to the Critical Services Factor, 1.a, 1.b, and 1.c?
Offerors are instructed to provide their Sub factor 4 responses in accordance with the Attachment 2 Sample Task Order Instructions.
Attachment 2 Can the government confirm that other than PWS sections within the Critical Services Factor, the Task Order proposal response only needs to acknowledge our understanding of the remaining PWS sections? Please confirm that full approach to every PWS requirement is not needed in the Task Order response.
Offerors are instructed to provide their Sub factor 4 responses in accordance with the Attachment 2 Sample Task Order Instructions.
Attachment II 3.E Paragaph 3E states "The Tools, Equipment, and Vehicle List shall be provided as a separate attachment to the Technical Proposal." However, in the Sample Task Order Technical Proposal section 1C (p.3) the format indicates to provide "Vehicle Requirements" - please clarify if we are to provide a list of vehicles required to perform the work or both a list of vehicles and tools/equipment.
Please provide the information identified in paragraph 3e. Also, within the proposal address the capabilities of the vehicles to perform the described mission through all four seasons as described in the Fort Combat sample task order PWS.

Attachment 2, Sample Task Order Instructions
Comment: The instructions state The Sample Task Order Proposal shall consist of a written narrative that is the Offeror’s proposed solution to the requirement contained in the Fort Combat, Kansas Sample Task Order Performance Work Statement (PWS).
Offerors shall demonstrate an understanding of the tasks required through a comprehensive discussion of each of the following critical success factor paragraphs:
Information Technology (IT) Systems Support C.2.5.2 Desktop/ Software/Peripheral Services/Release Management and Password Management, C.2.5.5 Management of Data Network Services, C.2.5.9 Remedy Administration, C.2.5.10 Information Technology Analysis and C.2.5.10.1 IT Analysis and Telecommunication Support Services (C.2.6 and associated sub paragraphs) and Vehicle Requirements. The Offeror’s proposal shall acknowledge an understanding of the remaining Performance Work Statement requirements (this include any paragraphs not addressed in the critical areas or specifically stated throughout the Sample Task Order Proposal Instructions) and affirmatively state that it possess the capabilities, technical skills, and experience necessary to perform the work listed in all the functional areas. This guidance would appear to cause most of the STO PWS paragraphs to be satisfied by a compliance statement. Questions: Can the Government please confirm that offerors are not required to provide a detail technical approach for any other paragraphs except the ones listed under the para 1 Critical Success Factors and that the only response requirement for other paragraphs of the ST PWS is for the offeror provide an acknowledge that affirmatively states that it possess the capabilities, technical skills, and experience necessary to perform the work listed in all the functional areas?
Would the Govenment consider placing the acknowledgement statement list outside of pagecount as an attachment to the technical section?
Clarify the STO instructions regarding Critical Success Factors as the only requirement for a technical response approach and that for remaining PWS paragraphs that the submitted proposal needs to only acknowledge the affirmatively states that it possesses the copabilities, technical skills, and experience necessary to perform the work listed in all functional areas. Add the list of acknowledgment statements to be outside of page count.
Offerors are instructed to provide their Subfactor 4 responses in accordance with the Attachment 2 Sample Task Order Instructions.
Attchment 2, Mission Support Subfactor 4 - Sample Task Order Instructions, FT Combat Section 1.b., page 2
Comment: The Section 1.b. heading states, "Telecommunication Support Services (C.2.6 and associated sub paragraphs) ". This implies the government wants Offerors to treat both PWS sub paragraphs C.2.6.1 VTC Systems & C.2.6.2 ECVoIP Systems as Critical Services Factors. However, Section 1.b then goes on to describe specific proposal requirements for PWS Section C.2.6.2 ECVoIP but does not provide any proposal requirements for PWS Section C.2.6.1 VTC. Question: Will the government provide their specific proposal requirements for PWS Section C.2.6.1 VTC?
Please provide clairfication of proposal instructions regarding critical success factor and other PWS instructions that appear to be contridictory
Please address Telecommunication Support Services C.2.6 and ALL sub paragraphs.
Sample Task Order Will the government increase the page count for the response to the Sample Task Order from 30 pages to 35 pages?
No
Attachment 2 Sample Task Order Instructions Page 3 Paragraph 2 Technical Approach
Can the Government clarify which paragraphs do not have to be covered in the Technical approach? Current verbiage states, "(need not include PWS paragraphs covered 2.12 (QCP), 2.13 (QA), 2.16 Third Party Damages)." Should verbiage state in addition to 2.12, 2.13, and 2.16; "(need not include those paragraphs covered under the critical services factor and paragraphs 2.12, 2.13, and 2.16)"?
Please see previous answers to Critical Services Factor (questions: 3, 5, 6, and 10).
Attachment 2- Fort Combat Kansas Sample Task Order Instructions; pp. 2
Under 2. Technical Approach, the RFP states that offerors "...need not include PWS paragraphs covered 2.12 (QCP), 2.13 (QA), 2.16 Third Party Damages)." The instructions go on to state the "...proposal shall include its technical solution that fulfills, and demonstrates, an understanding of the Government’s requirements."
However, the instructions in this paragraph later seem to be contradictory by requiring proposals to "acknowledge an understanding of the remaining PWS requirements (this include any paragraphs not addressed in the critical areas or specifically stated throughout the Sample Task Order Proposal Instructions)".
Question: As the PWS requirements to be addressed under 1. Critical Services Factor are specifically stated (C.2.52., C.2.5.5, C.2.5.9, C.2.5.10, C.2.5.10.1, C.2.6 (including subparagraphs)), and the PWS requirements that are to be excluded are specifically stated (C.2.12, C.2.13, and C.2.16), what other PWS elements are offerors required to submit a more complex "technical solution" versus PWS elements that require the simpler "acknowledgement of understanding"?
Delete the sentence "...proposal shall include its technical solution that fulfills, and demonstrates, an understanding of the Government’s requirements."
Please see previous answers to questions 3, 5, 6, and 10.
Attachment+2 Instructions Critical Services Factor1.C Vehicle Requirements
The proposal shall include vehicles with capabilities to perform the described mission through all four seasons as described above at Fort Combat. Is it the intent that the vehicle solution addresses only those areas in 1.a and 1.b? Specifically:
C.2.5.2, C.2.5.5, C.2.5.9, C.2.5.10, C.2.5.10.1, C.2.6.x
The Offeror is to propose a vehicle solution that will support mission requirements identified in the Fort Combat sample task order PWS.
Attachment+2 Instructions 3.e
This is the only mention of the The Tools, Equipment, and Vehicle List. Is this list for the entire Sample task order PWS or Critical Services Factor only?
The tools, equipment, and vehicle list is for the requirements identified in the entire sample task order
PWS.
Attachment 2 - Mission Support Subfactor 4 - Sample Task Order Instructions - 2. Technical Approach
The instructions state that "The Offeror’s proposal shall acknowledge an understanding of the remaining Performance Work Statement requirements (this include any paragraphs not addressed in the critical areas or specifically stated throughout the Sample Task Order Proposal Instructions) and affirmatively state that it possess the capabilities, technical skills, and experience necessary to perform the work listed in all the functional areas." Does providing a compliance matrix that lists each of the remaining PWS requirements and states our compliance with each satisfy this requirement?
The Offeror must be able to affirmatively state it possesses the capabilities, technical skills and experience necessary to perform the work listed in all functional areas. The offeror should do so within the required page limitations.
