About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Army Directorate of Contracting. Amendment number 0002 to solicitation W91QVN27RA004 was issued on October 7, 2026, and is effective immediately, with an administered agency code of W91QVN located in Sun Ok via the contracting office at APO, AP 96271-5289.

The amendment addresses the Government's response to a prospective offeror's request for reconsideration of mandatory English language proficiency requirements for Key Personnel positions (Construction Manager, Quality Control Manager, and Site Safety and Health Officer). The offeror requested alternative methods to demonstrate English proficiency, such as resume review, prior work experience on U.S. military installations, or oral interviews, in lieu of mandatory TOEIC score submission. The Government denied the reconsideration request, maintaining that the mandatory TOEIC score requirement under Performance Work Statement Section 1.22 must be followed, with exceptions only if expressly authorized by another applicable provision or if relevant policy is formally amended. The amendment includes attached questions and answers documentation and extends the solicitation closing date from November 3, 2026, at 1300 hours to November 6, 2026, at 1300 hours. All other terms and conditions of the original solicitation remain unchanged.
