A. Evaluation & Award Basis

1 Addendum 52.212-1 §1.1; Addendum 52.212-2 (Intro, Factor III Note)

Award basis unclear (LPTA vs. best-value tradeoff)

The solicitation states award will be made on a Best Value basis and that non-price factors will be rated only "Acceptable" or "Unacceptable" (not ranked). However, adjectival ratings (Outstanding/Good/Acceptable/Marginal/Unacceptable) are also provided, and the Factor III Note states "the lowest price for award purposes." Please confirm whether award will be made on a Lowest Price Technically Acceptable (LPTA) basis or a best-value tradeoff basis. If adjectival ratings are applied, please explain how they will affect the award decision.

• The Gov have removed the LTPA language, this a trade-off requirement.

2 Addendum 52.212-2

Factor III (a)–(c);

CLIN 0007AT, 0010

Composition of total evaluated price

Please confirm the composition of the total evaluated price: (a) whether the Phase-In CLIN 0010 is included; (b) how the Special Events SLIN (0007AT, estimated amount stated, "Contractor shall not submit a price") will be treated — i.e., whether the Government-stated estimated amount will be added equally to all offers; and (c) that the 52.217-8 evaluation adds one-half of the 4th Option Year total price. (The Total Evaluated Price will be calculated by evaluating all priced requirements across the base and option periods. Specifically:

• Phase-In CLIN 0010 is an evaluated CLIN and is included in the TEP.

• Special Events SLIN 0007AT: Do not input your own price here. This is a Government

"plug number. The stated estimated amount will be added equally to all offers.

• FAR 52.217-8 evaluation: To account for a potential 6-month extension, we will take exactly half (50%) of your Option Year 4 total price and add it to your overall bid.)

B. Proposal Submission & Format

Page 2 of

3 Addendum 52.212-1 §4.0, §4.1

Volume I 25-page limit – items counted

Volume I is limited to 25 pages. Please confirm whether the following are excluded from the page count: cover page, table of contents, organizational charts, staffing schedules, key personnel resumes, copies of Hygiene Training Certificates, TOEIC score reports, the Hygiene Management Permission license, and evidence of prior experience (e.g., contract copies, performance certificates). If excluded, may they be provided as appendices? Please also specify any required page size (A4 or Letter), font size, and margins. (the standard proposal instructions for Volume I (Technical/Management Volume) restrict the core narrative to 25 pages. Non-narrative, administrative, and verified credential documents are excluded from this count and must be submitted as structured appendices. The official formatting standards require Letter size paper, a minimum 12-point font, and 1-inch margins.) Cover page, Table of contents, Org charts, staffing Schedules, key personnel resumes, Hygiene Training Cert and license, TOEIC scores reports, Evidence of prior Experiences are ALL EXCLUDED.

4 Addendum 52.212-1 §4.1 Sub-Factors 1 & 4; Addendum 52.212- 2 Sub-Factor 1; PWS 1.20

Location and extent of Operational Work Plan /

QCP

The Instructions title Sub-Factor 1 as "Prior Experience and Operational Work Plan and Quality Control Plan (QCP)" and require an operational approach and scheduling, whereas the Evaluation criteria for Sub-Factor 1 address prior experience only, and Sub-Factor 4 separately requires the Management Approach/QCP. PWS 1.20 also requires a comprehensive written QCP with the proposal. Please confirm where the operational work plan and QCP should be

No. Reference Issue Question

1. presented, whether the complete QCP (not a summary) is required, and whether it counts toward the 25-page limit. (Structural Alignment: To prevent redundant evaluations, the Operational Work Plan must be presented under Sub-Factor 1, while the Quality Control Plan (QCP) must be presented under Sub-Factor 4 (Management Approach/QCP).

2. QCP Completeness: A comprehensive, complete QCP (not a summary) is required with your proposal submission to satisfy PWS Section 1.20.

3. The complete QCP is excluded from the 25-page limitation of Volume I and must be provided as a separate, designated Appendix to ensure your core technical narrative is not truncated.)

C. Offeror Qualification & Prior Experience

Page 3 of

5 Addendum 52.212-1 Sub-Factor 2, §4.4;

PWS 1.6, 1.22

Identification of required ROK hygiene license

The required license is described as a "Hygiene Management Permission (위생교육필증) license issued by the ROK Government." Under the ROK Public Health Control Act, the business permission is the Building Sanitation Management Business Report Certificate (건물위생관리업 신고증) issued by the local government, whereas the 위생교육필증 is a hygiene training completion certificate issued by the Korea Building Hygiene Management Association. Please confirm which document(s) satisfy Sub-Factor 2: (a) the 건물위생관리업

신고증, (b) the 위생교육필증 of the company representative, or (c) both.

PWS 1.6 and 1.22 require the Prime Contractor to obtain and maintain a valid Hygiene Management Permission license issued by the ROK Government. Under the ROK Public Health Control Act, the formal business permit is the Building Sanitation Management Business Report Certificate (건물위생관리업 신고증), which satisfies the corporate licensing requirement. Furthermore, PWS 1.23.1 requires the designated Contract Manager (CM) to possess a current and valid Annual Hygiene Training Certificate (위생교육필증) issued by the

Korea Building Hygiene Management Association (한국건물위생관리협회). Therefore, both the corporate registration (건물위생관리업 신고증) and the individual training certificate

(위생교육필증) are required to satisfy the combined licensing and training standards.

6 Addendum 52.212-

1/52.212-2 Sub- Factor 1; PWS 1.6, 1.24.3.10

Basis for 1,100,000 SF prior experience requirement

Regarding the minimum prior experience of two years with an average monthly serviced area of at least 1,100,000 SF: (a) may the area be met by aggregating multiple concurrent custodial contracts? (b) is the area measured as gross or net cleanable area (Appendix B applies a 20% reduction)? (c) is conversion from square meters (1 m² = 10.764 SF) acceptable? and (d) must the two years be continuous, or may they be cumulative within the five-year window?

(a) Aggregation of contracts: Yes. PWS 1.6 and 1.24.3.10 specify a "cumulative footprint of at least 1,100,000 square feet monthly within the last five (5) years." The term "cumulative" indicates that the footprint can be met by aggregating concurrent custodial contracts.

(b) Measurement Area: In accordance with the table in PWS Appendix B, the total serviced "Square Footage" reflects the net cleanable area after a 20% reduction from the "Gross Square Footage" (which accounts for non-custodial spaces like mechanical, HVAC, and electrical rooms). For operational capability, experience with cumulative net cleanable square footage is evaluated.

(c) Conversion: Yes, standard conversion from square meters to square feet (Won\text{ m}^2

Page 4 of

= 10.764\text{ SF}Won) is the accepted industry practice to calculate area.

(d) Continuous vs. Cumulative: PWS 1.6 states the experience must be "within the last five

(5) years" and does not explicitly mandate that the two years be continuous. Thus, cumulative experience of at least two years within the five-year window is technically compliant

D. Key Personnel

7 Addendum 52.212-2 Sub-Factor 3 (QCM);

Addendum 52.212-1;

PWS 1.23.2

QCM minimum TOEIC scores (conflicting figures)

In the Evaluation addendum, the QCM paragraph contains the CM's TOEIC minimums (Listening 375 / Reading 350) and refers to "the CM," followed by the QCM minimums (350 / 300). Please confirm that the QCM minimum TOEIC scores are Listening 350, Reading 300, Speaking 130 and Writing 130.

In accordance with the technical requirements in PWS 1.23.2, the minimum TOEIC scores specifically for the Quality Control Manager (QCM) are as follows:

o Listening: 350 o Reading: 300 o Speaking: 130 o Writing: 130

8 Addendum 52.212-1 Sub-Factor 3; PWS 1.23.2, 1.23.3

QCM Hygiene Training Certificate requirement

The Instructions and Evaluation addenda require the QCM to hold a current Annual Hygiene Training Certificate, but PWS 1.23.2 does not. Please confirm whether it is required for the QCM, and confirm that it is not required for the SSHM or Crew Leads.

Per PWS 1.23.1, only the Contract Manager (CM) is explicitly required to hold a current and valid Annual Hygiene Training Certificate (위생교육필증) issued by the Korean Facility Hygiene Management Association. This certificate is not required for the Quality Control Manager (QCM), Site Safety & Health Manager (SSHHM) or the Crew Leads.

9 Addendum 52.212-1 Sub-Factor 3; PWS 1.12, 1.22

TOEIC submission timing, validity and test dates

The Instructions require TOEIC results to be submitted with the proposal, while PWS 1.22 states the TOEIC requirement is met once "at award." Please confirm (a) whether TOEIC score reports for the CM, QCM and SSHM must be included in the proposal for evaluation; (b) that "valid" means a test taken within two years before the SAM.gov posting date (i.e., on or after 2 Oct 2024); and (c) that Listening/Reading and Speaking/Writing scores from separate test dates are acceptable.

No. Reference Issue Question

10 PWS 1.23.3;

Addendum 52.212-1 Sub-Factor 3 (SSHM)

SSHM deployment, qualifying certifications and experience

Regarding the SSHM: (a) is one full-time SSHM covering all three installations acceptable, or is an SSHM required at each installation? (b) please specify the required resume content (not listed for the SSHM, unlike other positions); (c) will ROK national safety certifications (e.g., Industrial Safety Engineer 산업안전기사, Construction Safety Engineer 건설안전기사) be accepted as a "third-party, nationally accredited SOH certification"? and (d) does safety management experience in the custodial/facility services industry qualify as "construction or facilities industry safety experience"?

(a) Deployment: PWS 1.23.3 requires the contractor to "provide a full-time, on-site Site Safety & Health Manager (SSHM) responsible for ensuring safety and health compliance on-site.

(b) Resume Content: The SSHM resume must demonstrate a minimum of five (5) years of continuous construction or facilities industry safety experience in supervising or managing safety programs, conducting hazard analyses, and developing safety controls—or a minimum of four (4) years of experience if holding a third-party, nationally accredited SOH certification (such as a Certified Safety Professional [CSP] or Associate Safety Professional [ASP]). It must also highlight demonstrable knowledge of chemical handling, safety protocols, and equipment operations.

(c) Certifications: Equivalent ROK national safety certifications (such as Industrial Safety Engineer [산업안전기사] or Construction Safety Engineer [건설안전기사]) may be evaluated for equivalency.

(d) Safety Experience: Safety management in the custodial/facility services industry qualifies as "facilities industry safety experience" under PWS 1.23.3

E. Price & CLIN Structure

11 Section B CLINs 0001–0006 (and Option CLINs x001– x006); Section F

Unit of measure and invoicing for routine CLINs

Routine CLINs 0001–0006 are priced per Square Foot (e.g., CLIN 0001: 5,952,925 SF for 1 Mar–31 Dec 2027). Please confirm that the unit price represents a price per SF per month (i.e., quantity = monthly SF × number of months), and explain how monthly invoices will be calculated.

Please provide the monthly SF and number of months used for each CLIN for Schedule I and Schedule II. (The Government confirms that Routine CLINs 0001–0006 are intended to be priced on a square-foot-per-month (SF-month) basis. The quantity stated for each CLIN represents the total number of SF-months for the applicable period of performance, calculated as:

• Monthly service area (SF) × number of service months = total CLIN quantity (SF-months).

• Offerors shall propose a unit price expressed as won per SF-month. The extended CLIN amount will be calculated as:

• Proposed unit price (W/SF-month) × stated CLIN quantity (SF-months).

12 Section B CLINs

0001, 0003, 0005;

PWS Appendix B

CLIN quantities vs.

Appendix B square footage

The CLIN quantities do not appear to match Appendix B. Divided over 10 months, CLIN 0001 (Humphreys) equals approx. 595,293 SF/month versus 723,538 SF in Appendix B (excluding HEES); CLIN 0003 (Osan) approx. 329,968 SF/month versus 244,860 SF; and CLIN 0005 (Daegu) approx. 156,396 SF/month versus 191,836 SF. Please explain the basis of the CLIN quantities and confirm which figures should be used for staffing and pricing. The Government acknowledges that the quantities stated in Routine CLINs 0001, 0003, and 0005 do not reconcile with the facility square-footage figures shown in Appendix B. The Government is validating the underlying service-area calculations, including the treatment of HEES and any other included or excluded areas. When submitting your proposal, please calculate your unit prices based on the quantities specified in the CLINs of the solicitation.

13 Section B CLINs 0002, 0004, 0006;

PWS 1.9, Appendix A (Schedule II)

Schedule II quantities, invoicing and school calendar

• Appendix A states Schedule II covers approx. 320,000 SF monthly for approx. 68 days, while CLINs 0002/0004/0006 total 649,000 SF for the base period. Please explain how the Schedule II quantity was derived and how Schedule I and Schedule II will be invoiced in months containing both schedules. Please also provide the DoWEA school calendars for SY2026-27 and SY2027-28. When submitting your proposal, please calculate your unit prices based on the quantities specified in the CLINs of the solicitation. DoWEA will provide SY 27-28 School Calander once published.

14 Section B SLINs

0007AA–0007AU

(Requirements);

PWS 1.5, 1.5.1, 8.0

Requirements SLINs 0007AA–0007AU vs.

routine CLINs

SLINs 0007AA–0007AU (e.g., General Dust & Disinfect, Sweeping & Mopping, Trash Removal, Restroom Services) appear to duplicate tasks already included in the routine CLINs 0001–0006. Please confirm: (a) whether these SLINs are unit rates for unscheduled/additional requests ordered by task order under PWS 1.5.1 and 8.0, separate from routine services; (b) the unit basis (per SF per occurrence, or per SF per month); (c) that routine CLIN pricing should exclude these SLINs; and (d) that the stated quantities are estimates used for price evaluation only.

Question / Area of Concern Contracting Officer Determination & Guidance

(a) Are these for unscheduled/additional requests?

Yes. These SLINs represent fixed unit rates for unscheduled or additional work ordered via individual task orders under PWS

1.5.1 and 8.0. They are entirely separate from your routine, recurring daily/weekly services.

(b) What is the unit basis?

The pricing unit basis is per Square Foot (SF) per occurrence (unless a specific SLIN explicitly indicates a different unit, such as "per hour" or "per pull" for trash). You will be paid based on the actual square footage serviced during that specific, ordered occurrence.

(c) Should routine CLIN pricing exclude these? Yes.

(d) Are the stated quantities guaranteed?

No. The quantities listed in the solicitation for SLINs 0007AA– 0007AU are estimates used for price evaluation purposes only.

They do not guarantee actual work levels. Actual quantities will be determined by real-world task orders.

15 Section B CLINs

0008, 0009; PWS

1.5.10, 4.1.3

Consumables CLINs 0008/0009 vs. routine CLINs

CLINs 0008 (Soap refill service) and 0009 (Paper towel refill service) are priced monthly, while PWS 1.5.10 requires the Contractor to provide all restroom supplies under the contract. Please confirm (a) that soap and paper towels are priced only under CLINs 0008/0009 and excluded from routine CLINs; (b) that toilet paper, trash liners and deodorant sanitizers are included in

No. Reference Issue Question the routine CLINs; and (c) that CLINs 0008/0009 cover all three installations. Please also provide historical monthly consumption or the number of dispensers per building, if available.

Page 8 of

Good question on the interplay between the pricing schedule and PWS section 1.5.10. Restroom consumables can easily lead to pricing discrepancies if the boundaries aren't clearly drawn, so let's make sure everyone is bidding on the exact same footing.

Question / Consumable Item

Contracting Determination How to Price It

(a) Soap & Paper Towels (CLINs 0008 & 0009)

Priced ONLY under CLINs 0008 & 0009.

Exclude from routine CLINs 0001–0006. The monthly rates under CLINs 0008 and 0009 must cover all hand soap, paper towel refills, dispenser servicing, and hardware maintenance.

(b) Toilet Paper, Liners & Deodorant Sanitizers

Included in routine CLINs.

Include in routine CLINs 0001–0006. As required by PWS 1.5.10, all standard toilet paper (jumbo/standard rolls), heavy-duty trash liners, urinal screens, and automated/manual deodorant sanitizers remain part of your routine janitorial pricing.

(c) Scope across installations

Covers all three installations.

CLINs 0008 and 0009 apply across all three specified military installations/sites governed by this contract.

16 Section B CLIN 0010;

Section F; PWS 1.7, 1.24.3

Phase-In end date, staffing and activities

Phase-In CLIN 0010 is priced for 2 months. PWS 1.7 shows Phase-In ending 27 Feb 2027, while Section F shows 28 Feb 2027; please confirm the end date. Please also confirm the expected staffing and activities during Phase-In — specifically whether the Contractor will perform any cleaning services during Phase-In or the incumbent will continue performance until 28 Feb 2027, and whether only management staff are required to be on board before full performance.

(It is through February 28.)

In accordance with PWS 1.7, the operational Phase-In Period is defined as 1 Jan 2027 – 28 Feb 2027.

• Under PWS 1.24.3, the Phase-In is a 60-day period during which the contractor's management personnel observe on-going operations.

• The contractor is not expected to perform routine cleaning services during Phase-In, as the incumbent continues performance until full transition.

Page 9 of

The contractor must utilize this time to mobilize, train, orient, and in-process the workforce (vehicle registration, installation passes, etc.) to ensure 100% staffing on the first day of full performance (PWS 1.24.3.4 and 1.24.3.5). Any discrepancy between PWS and Section F dates falls under the Contracting Officer's purview.

17 DFARS 252.222-

7002; Addendum 52.212-1 §4.3

ROK minimum wage increases in Option Years

The ROK statutory minimum wage is revised annually, and FAR 52.222-43 is not included.

Please confirm whether the Government will consider an equitable price adjustment for increases in the ROK statutory minimum wage during Option Years, or whether offerors must include all such escalation in their proposed prices. Offers must include all such escalation in their proposed prices.

18 PWS 1.2, 1.3, 5.1.6;

Appendix B; Section B Option CLINs

Pricing and timing of Humphreys East ES

(HEES)

PWS 5.1.6 anticipates Humphreys East Elementary School (HEES, approx. 98,893 gross / 79,114 net SF) in "Option Year 1 SY27," and offerors are advised to consider this growth in their proposals. However, the Appendix B total (1,160,234 SF) excludes HEES, and Option Year CLIN quantities appear to equal the base quantities prorated to 12 months (no HEES increase). Please confirm (a) whether HEES should be priced in any CLIN, or will be added later by modification at the awarded per-SF unit price; (b) whether HEES staffing should be shown in the staffing plan; and (c) the expected start date (SY2027-28 begins in August 2027, within the Base Year, whereas Option Year 1 begins 1 Jan 2028). Answer (a)No HEES should not be priced in any CLIN, it will be added later by modification. Answer (b)(c) are same as answer (a)

F. Scope, Areas & Facilities

19 PWS 5.2.15.1,

5.2.15.2; Appendix A, B

Governing square footage and exterior cleaning area

The solicitation cites several area figures: 1,160,234 SF monthly (Appendix A, Schedule I), 320,000 SF monthly (Schedule II), 1,300,000 SF interior net (PWS 5.2.15.2), and approx.

1,300,000 SF exterior (PWS 5.2.15.1). Please confirm which figure governs routine pricing, and what the "exterior cleaning" area of 1,300,000 SF consists of (e.g., building facades, paved areas, playgrounds).

Under PWS 5.2.15.2, interior routine janitorial services are calculated at a total Net Square Footage of 1,300,000 SF (reconciled with the 20% cleanable area reduction in Appendix B).

• Under PWS 5.2.15.1, the "exterior cleaning" area is approximately 1,300,000 SF, which consists of building facades, paved surfaces, walkways, courtyards, grandstands, dugouts, and playgrounds up to 100 feet from the facility (PWS 5.2.8.3, 5.2.15.1, and 5.2.16.1).

20 PWS Appendix B Building List vs. square footage table

The Appendix B Building List includes Bldg 727 (OMHS) without a square footage, while the square footage table includes Bldgs 5123, 5129, 5140, 5211, 5213, 5311, 5421 and 5429, which are not in the Building List. Please provide a complete, reconciled list of buildings to be serviced with SF per building (including sports field restrooms, dugouts and outbuildings).

Page 10 of

Appendix B outlines the Estimated Occupied Building / Facility Square Footage. Bldg. 727 at OMHS is classified as a Storage Room. Offerors should follow the square footage figures detailed in Appendix B (reconciled total of 1,160,234 net cleanable SF) for baseline technical operations.

21 PWS 5.2.8.2, 5.2.14,

5.2.15, 5.2.16.4

Work at height – exterior windows and pressure washing

Please confirm the height limits and access methods for exterior window cleaning and semiannual exterior pressure washing of multi-story buildings. Is work requiring aerial lifts or rope access included? Are interior surfaces above 12 ft (e.g., gym ceilings, atriums) excluded from high dusting?

In accordance with PWS 5.2.8.2, 5.2.14, and 5.2.15, the Contractor is fully responsible for executing exterior window cleaning, high dusting between 6 and 12 feet, and semiannual exterior pressure washing of exterior facility areas and surfaces. The Contractor is required to submit a detailed work plan for Government approval outlining the utilization of aerial/manlifts, bucket lifts, and ensuring all required safety PPE is used during operations. High dusting is limited to surfaces below 12 feet (PWS 5.2.14.1); surfaces above 12 feet (such as high gym ceilings or atriums) are excluded from routine high dusting.

No. Reference Issue Question

22 PWS 1.8, 1.8.2.1, 1.9 ROK public holidays and holiday services

PWS 1.8.2 lists only three ROK holidays (Constitution Day, one day each of Lunar New Year and Chuseok), and PWS 1.8.2.1 requires limited services "during holiday periods while schools are in session." Please confirm (a) on which U.S. and ROK holidays schools will be in session requiring cafeteria support; and (b) whether services are required on other ROK public holidays (e.g., Independence Movement Day, Children's Day, Memorial Day, Liberation Day, National Foundation Day, Hangul Day, election days), which are paid holidays under the ROK Labor Standards Act.

• (a) Holidays in Session: The Contractor shall provide limited services on holidays only when schools are in session to support cafeteria breakfast and lunch operations (PWS 1.8.2.1). The exact dates schools are in session vary and are dictated by the DoWEA school calendar provided annually.

• (b) Other ROK Holidays: PWS 1.8.2 lists only three recognized ROK holidays: Constitution Day (17 July), Lunar New Year (1 day), and Chuseok (1 day). For all other ROK public holidays, routine business is conducted between 0730 and 1800 (PWS 1.9) unless the Government facility is officially closed due to administrative calls or emergencies. The contractor is responsible for complying with the ROK Labor Standards Act regarding employee compensation on statutory holidays

G. PWS Technical Requirements

Page 11 of

23 PWS 4.1.3.1,

4.1.3.11, 5.2.7.7

Conflicting bowl cleaner (hydrochloric acid) requirements

PWS 4.1.3.1 specifies a germicidal bowl cleaner containing 13–25% hydrogen chloride, while PWS 4.1.3.11 prohibits muriatic acid (hydrochloric acid) and PWS 5.2.7.7 prohibits toilet bowl cleaners and acids that may damage glaze. Please confirm which requirement governs and what type of bowl cleaner is acceptable.

To protect school assets, PWS 5.2.7.7 and PWS 4.1.3.11 govern and prohibit the use of muriatic acid (hydrochloric acid), toilet bowl cleaners, and strong acids that damage porcelain glaze or cause metallic corrosion. The chemical specification in PWS 4.1.3.1 is a legacy specification; the contractor must utilize safe, non-corrosive, commercially approved neutral or mild germicidal cleaners that do not contain raw muriatic/hydrochloric acid, subject to COR approval of the Safety Data Sheets (SDS) under PWS 5.1.10.

24 PWS 1.17, 1.18,

1.24.3.4

Background check documents and installation pass processing

Regarding background checks: under ROK law, private employers generally cannot obtain an employee's criminal record report. Please confirm which documents are acceptable to satisfy PWS 1.17 (e.g., a criminal record report obtained by the employee, or a child-abuse/sex-offense record inquiry through the designated agency). Please also advise the typical processing time for installation passes and IRCs, and whether the Government will sponsor passes for all employees at the start of Phase-In (1 Jan 2027).

Under PWS 1.17.1, background checks (police reports) must be completed for each employee before being allowed to work in DoWEA schools. To satisfy this requirement under ROK privacy laws, employees must individually obtain their own criminal record check reports or undergo the authorized child-abuse/sex-offense inquiry through the designated agency.

The processing time for Installation Records Checks (IRCs) and base access passes is subject to the local USFK Provost Marshal Office guidelines. The Government will sponsor passes for approved personnel starting at Phase-In (1 Jan 2027) to allow mobilization and training.
