About this file

This document is an addendum to FAR 52.212-1 establishing instructions for offerors responding to a commercial custodial services contract solicitation for U.S. military installations in the Republic of Korea.

The Government intends to execute a requirements contract with fixed-price CLINs (Contract Line Item Numbers) and will award to the responsible offeror offering the best value, with price and other factors considered. All non-price factors must receive an "acceptable" rating minimum; any "unacceptable" rating results in the entire offer being deemed unacceptable. The contract uses a five-tier rating system (Outstanding, Good, Acceptable, Marginal, Unacceptable) for technical and management factors, and a five-tier confidence rating system (Substantial, Satisfactory, Neutral, Limited, No Confidence) for past performance evaluation. Offerors must submit proposals in three separate volumes: Volume I (Technical Capability, maximum 25 pages), Volume II (Past Performance, maximum 10 pages), and Volume III (Price, no page limit), with two copies of the technical portion submitted through the PIEE Solicitation Module in PDF format. Technical requirements include evidence of minimum two years' prime contractor experience in custodial services with average monthly serviced area of at least 1,100,000 square feet within the last five years; a current valid Hygiene Management Permission license from the Republic of Korea Government; and key personnel including a Contract Manager, Quality Control Manager, Site Safety & Health Manager, and four Crew Leads with specified experience requirements and English language proficiency validated by TOEIC scores. Past performance evaluation requires submission of two recent and relevant contract references within the last five years. Price submissions must include complete cost breakdown by CLIN with explanations of escalation rates, with all unit prices rounded to nearest whole Korean Won. A mandatory two-day site visit is scheduled for October 19-20, 2026, at three locations: Osan Air Force Base, USAG-Humphreys, and USAG-Daegu, with attendees required to register at least 48 hours prior and companies requiring escort limited to one attendee per location.

Addendum to FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services.

1. CONTRACT AWARD:

1.1. The Government intends to execute a requirements contract with fixed price CLINs. In accordance with FAR part 12, award will be made to the responsible offeror whose proposal confirms to the solicitation and represents the Best Value to the Government, price and other factors considered. Offers will be evaluated for acceptability but not ranked using the non-price factors/subfactors. All non-price factors and subfactors will be rated as the below rating. In order to be considered for award, there must be an “acceptable” rating in every non-price factor/subfactor. In other words, a rating of “unacceptable” for any factor or subfactor will result in the entire offer being rated “unacceptable”.

The following ratings will be used in evaluating all non-price factors and subfactors except Past Performance:

Rating Definition

Outstanding (Blue)

Proposal indicates an exceptional approach and understanding of the requirements and contains multiple significant strengths. There are no deficiencies, and the risk of unsuccessful performance is very low.

Good (Purple) Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength. Weaknesses are minor or readily correctable, and the risk of unsuccessful performance is low.

Acceptable (Green)

Proposal meets the minimum requirements and indicates an adequate approach and understanding. Strengths and weaknesses are balanced, and the risk of unsuccessful performance is moderate.

Marginal (Yellow)

Proposal does not clearly demonstrate an adequate approach and understanding of the requirements, or has one or more significant weaknesses. Risk of unsuccessful performance is high unless corrected.

Unacceptable (Red)

Proposal fails to meet essential requirements and contains one or more deficiencies, making it unawardable without major revision.
