About this file
This is Amendment 0003 to Solicitation W91QVN-26-Q-A060, a U.S. Army solicitation for USFK AV/VTC system upgrades issued by the Contracting Officer at HQ USFK, APO AP 96271-5289. The amendment extends the quotation due date from 15 September 2026 at 10:00 AM KST to 18 September 2026 at 1:00 PM KST and incorporates revisions to technical and administrative requirements for the complete integrated requirement.
The solicitation covers two groups evaluated on an all-or-none basis for a single award: Group 1 (USFK J1, J3, J5, J8, and PMO) and Group 2 (USFK KIM). Offerors must submit pricing for both groups addressing complete AV/VTC system integration including all equipment, materials, accessories, licenses, mounting hardware, interconnects, transportation, delivery, installation, configuration, programming, testing, documentation, warranty, and turnover. All quotations must include separate Complete Offer and Redacted Technical Offer submission sets for each group, with specific file-naming conventions. The amendment modifies Trade Agreements Act documentation requirements, moving manufacturer-issued or authorized-source-issued TAA documentation to a post-award requirement (due within 20 calendar days after award and before shipment/delivery/installation/Government acceptance) rather than requiring submission with initial quotations, while retaining all applicable representations, certifications, and country-of-origin requirements. Contractors must complete all equipment procurement and delivery within 120 calendar days after award and complete installation, configuration, integration, testing, turnover, and acceptance within 150 calendar days after award. The Government will evaluate quotations on a best-value basis, with Other Factors (Technical Compliance) rated Acceptable/Unacceptable and award made to the responsible offeror submitting the lowest total evaluated price among technically acceptable quotations. Republic of Korea business authorization documentation must be submitted with initial quotations, and all sources may submit regardless of U.S. or foreign status, provided they independently obtain required ROK licenses and permits.

ADDENDUM TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS
AND COMMERCIAL SERVICES
Solicitation No. W91QVN-26-Q-A060
Solicitation Date: 3 September 2026
Quotation Due Date/Time: 15 September 2026, 10:00 AM KST
The following addendum is made part of FAR 52.212-1, Instructions to Offerors--Commercial Products and Commercial Services, for this solicitation.
1. General
This solicitation is issued for USFK AV/VTC system upgrade requirements identified in the solicitation schedule and attachments.
The Government intends to evaluate quotations and make award on the following basis:
a. Group 1: USFK J1, J3, J5, J8, and PMO.
b. Group 2: USFK KIM.
The Government intends to make a single award for the entire requirement (both Group 1 and Group 2 combined) to a single responsible offeror.
2. Eligibility to Perform in the Republic of Korea
All sources may submit a proposal or quote, as applicable. However, the Republic of Korea (ROK)- United States (U.S.) Status of Forces Agreement (SOFA) precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any offeror for this requirement.
Accordingly, all sources submitting a proposal or quote, including U.S. sources, must already possess, or independently obtain, all licenses, registrations, permits, and other authorizations required by the ROK Government to perform the contract and conduct business in the Republic of Korea in accordance with applicable ROK law, including, but not limited to, laws, regulations, rules, and policies governing labor, taxation, immigration, and business operations.
Any offeror not already doing business in the Republic of Korea shall submit with its initial proposal or quote adequate verification demonstrating that it possesses, or will possess prior to performance, the requisite business licenses and authorizations directly from the ROK Government and has the capacity to conduct business in accordance with applicable ROK law.
If an initial proposal or quote does not fully demonstrate this authorization and capacity, the proposal or quote may be rejected and will not be further considered for award.
Whether an offeror has adequately demonstrated the required authorization and capacity shall be determined by the Contracting Officer.
3. Quotation Submission Structure
Offerors shall submit a single quotation that addresses all requirements for both Group 1 and Group 2. Quotations that do not include all requirements for both groups will be considered incomplete and may be rejected. While pricing shall be broken out by group as required by the price schedule, the technical quotation shall address the total integrated solution.
4. Submission of Quotations
Quotations shall be received no later than 10:00 AM on 15 September 2026.
Quotations shall be submitted electronically unless otherwise authorized by the Contracting Officer.
The offeror is responsible for ensuring its quotation is received by the time specified in the solicitation.
5. Quotation Content and Required Submission Sets (The whole section of 5 has been revised with more details.)
For each group quoted, the offeror shall submit the following two separate sets:
a. Set 1 - Complete Offer
Set 1 shall contain the offeror's complete submission, including all administrative information, technical information, compliance documentation, and pricing. Set 1 shall be used by the Contracting Officer for the complete evaluation, price evaluation, responsibility determination, and award process.
b. Set 2 - Redacted Technical Offer
Set 2 shall contain the technical portion of the offer with all price information and offeror-identifying information removed. Set 2 is intended to facilitate the Government's technical evaluation without disclosure of the offeror's identity or price to the technical evaluators.
If an offeror submits an offer for both Group 1 and Group 2, the offeror shall provide separately identifiable Complete and Redacted Technical Offers for each group.
The offeror remains responsible for ensuring that Set 1 and Set 2 are technically consistent.
Except for information required to be removed from the Redacted Technical Offer, Set 2 shall contain the same technical approach, equipment, models, quantities, representations of compliance, and supporting technical information contained in Set 1. A material inconsistency between the two sets may result in the Government relying on Set 1, requesting clarification, or determining that the applicable offer does not clearly demonstrate compliance.
5.1 Set 1 - Complete Offer
The Complete Offer shall include the following:
a. Administrative Information
(1) Solicitation number;
(2) Group or groups being quoted;
(3) Offeror's legal business name and address;
(4) Unique Entity Identifier and CAGE or NCAGE Code;
(5) Name, title, telephone number, and email address of the offeror's authorized point of contact;
(6) Completed and signed SF 1449;
(7) Acknowledgment of all solicitation amendments;
(8) Confirmation that the offer remains valid for not less than 60 calendar days from the date established for receipt of offers;
(9) Documentation required by Paragraph 2, Eligibility to Perform in the Republic of Korea; and
(10) Any other administrative representations, certifications, or documentation required by the solicitation.
b. Price Information
The Complete Offer shall contain all price information for the applicable group. Pricing shall include all equipment, materials, accessories, licenses, mounting hardware, interconnects, transportation, delivery, incidental installation, configuration, programming, testing, documentation, warranty, product familiarization, and turnover necessary to furnish the complete operational end item.
Pricing shall be clearly separated as follows:
(1) Group 1 - J1, J3, J5, J8, and PMO; and
(2) Group 2 - KIM.
The offeror shall provide sufficient price detail to permit the Government to evaluate each group independently. The price submission shall identify the total price for each group quoted and the individual prices required by the solicitation schedule.
c. Technical Information
The Complete Offer shall include a separate technical submission for each group quoted. At a minimum, the technical submission shall include:
(1) A complete equipment list identifying the manufacturer, exact model number, part number when applicable, description, quantity, and intended room or system location for each proposed item;
(2) A line-by-line compliance matrix addressing the applicable Purchase Description requirements, equipment quantities, salient characteristics, and other material technical requirements;
(3) Manufacturer product literature, specifications, data sheets, cut sheets, and other technical information sufficient to demonstrate compliance;
(4) Clear identification of each referenced brand-name item and each proposed equal item;
(5) For each proposed equal item, sufficient information demonstrating that the item meets or exceeds every applicable salient characteristic and preserves the required system compatibility, interoperability, performance, security, and functionality;
(6) A system-integration narrative explaining how the proposed components will function together as a complete, integrated, and operational AV/VTC system for the applicable group;
(7) Confirmation that the proposed system includes all required equipment, accessories, licenses, mounting hardware, interconnects, software, and incidental materials needed for complete operation;
(8) Confirmation of compliance with the required delivery, installation, configuration, integration, functional verification, turnover, and acceptance schedule;
(9) Confirmation of compliance with the required warranty, source-file turnover, configuration-file turnover, license administration, and Government sustainment requirements;
(10) The TAA and other compliance documentation required by the solicitation and applicable Purchase Descriptions;
(11) Documentation required by the applicable Purchase Description demonstrating the feasibility of implementing the Classification Banner and World Clock applications within the manufacturer-designated signage operating-system environment without a standalone computer or external storage device;
(12) A clear statement identifying all exceptions, assumptions, qualifications, and deviations. If the offeror takes no exceptions, assumptions, qualifications, or deviations, the offer shall expressly so state; and
(13) Any other technical information expressly required at the time of offer submission by the applicable Purchase Description.
5.2 Set 2 - Redacted Technical Offer
The Redacted Technical Offer shall:
a. Be submitted as one or more plain, searchable PDF files;
b. Not be password-protected, access-restricted, encrypted, or configured to prevent normal viewing, searching, copying, or printing by authorized Government personnel;
c. Contain no prices, labor rates, indirect rates, discounts, extended amounts, total amounts, or other information from which the offeror's proposed price may reasonably be derived;
d. Contain no offeror name, offeror logo, trade name, address, Unique Entity Identifier, CAGE or NCAGE Code, employee name, employee photograph, signature, telephone number, email address, website address, or other information that identifies the offeror;
e. Contain no proposed subcontractor or teaming-partner name, logo, address, employee name, contact information, or other identifying information, unless the solicitation or applicable Purchase Description expressly requires the identity of that entity to establish technical compliance;
f. Exclude the signed SF 1449, price schedule, administrative representations and certifications, ROK business-authorization documentation, and other documents that are not necessary for the technical evaluation;
g. Use generic references such as "the Offeror," "the Contractor," "the proposed integrator," or "the proposed team" instead of the offeror's or subcontractor's name;
h. Be reviewed by the offeror to remove identifying information from headers, footers, cover pages, watermarks, comments, tracked changes, document properties, embedded attachments, hyperlinks, bookmarks, and PDF metadata; and
i. Otherwise contain the same technical information, proposed manufacturers, models, part numbers, quantities, system configuration, compliance matrix, and supporting technical documentation presented in the Complete Offer.
Manufacturer and OEM identities, model numbers, OEM logos, authorized-source identifiers, and the identities of testing or certification organizations shall not be removed when they are necessary to identify the proposed product or authenticate manufacturer literature, TAA documentation, certifications, or test reports. The redaction requirement applies principally to the identity of the offeror and its proposed subcontractors or teaming partners, not to the identity of the proposed equipment manufacturer.
The offeror shall perform all required redactions before submission. The Government is not responsible for redacting an offeror's submission. Failure to provide a properly redacted technical submission may delay the evaluation, require clarification, or result in the Government evaluating the technical submission as received. An inadequately redacted submission will not, by itself, alter the Government's obligation to protect source-selection and contractor proposal information in accordance with applicable law and regulation.
5.3 File Naming
Files shall be labeled clearly using the following convention:
a. GROUP_1_COMPLETE_OFFER_[OFFEROR NAME]
b. GROUP_1_REDACTED_TECHNICAL_OFFER
c. GROUP_2_COMPLETE_OFFER_[OFFEROR NAME]
d. GROUP_2_REDACTED_TECHNICAL_OFFER
Only the applicable files are required. The Redacted Technical Offer filename shall not contain the offeror's name or other identifying information.
6. TAA and Other Required Compliance Documentation
The offeror shall submit with its initial offer all Trade Agreements Act documentation and other compliance documentation expressly required at the time of offer submission by the applicable Purchase Description.
For each item requiring TAA compliance documentation, the offeror shall identify:
a. Applicable group and room;
b. Purchase Description equipment item number;
c. Manufacturer;
d. Exact model and part number;
e. Product description;
f. Country of origin;
g. Applicable TAA status; and
h. The supporting document's title, issuer, and date.
TAA compliance documentation shall be issued by the manufacturer or an authorized source when required by the applicable Purchase Description. Contractor-generated or self-certified TAA letters, declarations, memoranda, spreadsheets, or similar independently prepared statements will not be accepted as substitute evidence when the Purchase Description requires manufacturer-issued or authorized-source documentation.
The submitted TAA documentation shall apply to the exact manufacturer, model, part number, and configuration proposed. Documentation addressing only a product family, predecessor model, similar model, or unidentified configuration may be insufficient unless it clearly establishes coverage of the exact proposed item.
The offeror shall also submit all other certifications, listings, test reports, and supporting compliance evidence required at the time of offer submission by the applicable Purchase Description. Depending on the proposed product and applicable Purchase Description, this documentation may include:
a. Energy Star listing information;
b. RoHS certification;
c. Electromagnetic compatibility or applicable Class B documentation;
d. LED color-uniformity or color-shift certification;
e. Low-gray-scale performance certification;
f. BS 476 Part 7 Class 1 or equivalent flame-spread test reports or certifications;
g. MIL-STD-883 supporting documentation for the applicable LED driver integrated circuit;
h. IP50 dust-protection test reports;
i. IK07 impact-resistance test reports;
j. NDAA Section 889 compliance information where required;
k. Structural calculations, certifications, or supporting information when expressly required with the initial offer;
l. Documentation demonstrating required signage operating-system compatibility and the feasibility of implementing the Classification Banner and World Clock applications; and
m. Any other manufacturer, authorized-source, accredited-laboratory, or certification-body documentation required by the applicable Purchase Description.
The offeror shall organize the documentation by group, room, Purchase Description section, and equipment item. Each document shall be cross-referenced in the offeror's compliance matrix.
A statement in the compliance matrix that an item is "compliant" does not replace required supporting documentation. The Government is not responsible for independently locating compliance evidence or inferring compliance from information that the offeror has not clearly identified.
When a required document cannot reasonably be redacted without impairing its authenticity, the offeror shall include the unredacted document in the Complete Offer. The corresponding Redacted Technical Offer may retain the manufacturer, OEM, authorized source, accredited laboratory, or certification-body identity necessary to authenticate the document, but shall remove the offeror's and proposed subcontractors' identifying information to the maximum practicable extent.
Failure to submit required TAA or other compliance documentation may result in the Government determining that the offer does not clearly demonstrate compliance with the applicable Purchase Description.
7. Brand Name or Equal Submission Requirements
Where the solicitation identifies an item by a brand name or equal purchase description, the offeror may propose either the identified brand-name item or an equal item.
If the offeror proposes the identified brand-name product, the offer shall identify the exact manufacturer, model, part number when applicable, quantity, and configuration proposed.
If the offeror proposes an equal product, the offer shall clearly identify the proposed manufacturer, model, part number, and configuration and shall include sufficient descriptive material to demonstrate that the proposed product meets or exceeds each applicable salient characteristic and preserves the required functional compatibility, interoperability, performance, security, maintainability, and system functionality.
The offeror shall identify in its compliance matrix the specific page, paragraph, table, or other location in its supporting documentation that demonstrates compliance with each applicable salient characteristic.
The Government is not responsible for locating, inferring, or assuming information not clearly identified in the offer. A general statement that an item is "equal," "compliant," or "meets specifications," without adequate supporting information, may be insufficient.
Failure to submit sufficient information to determine equality or compliance may result in the proposed item being determined not equal or the applicable offer being determined unsuitable for award consideration.
8. Basis of Quotation
The offeror shall quote on the basis of furnishing a complete and operational end item in accordance with the solicitation for the applicable group. The quotation shall include all items necessary for complete performance, whether or not each incidental item is separately identified in the pricing format, if such item is reasonably required to satisfy the solicitation requirements.
9. Basis of Award
The Government will evaluate quotations on the basis of a single, integrated requirement covering both Group 1 and Group 2. Award will be made on an all-or-none basis. The Government will not make separate awards for individual groups.
10. Questions
Questions regarding this solicitation should be submitted in writing to the Contracting Officer or designated point of contact identified in the solicitation. Questions should be submitted sufficiently in advance of the quotation due date to permit Government consideration and response.
11. Quotation Sufficiency
The quotation shall contain sufficient detail for the Government to evaluate compliance with the solicitation requirements for each group quoted. A quotation that does not clearly demonstrate compliance with material requirements for a group may be rejected, eliminated from consideration, or otherwise determined unsuitable for award for that group.
12. Multiple or Alternate Quotations
Any alternate quotation shall be clearly labeled and shall include complete supporting technical and price information for the applicable group.
13. Site Coordination
By submission of a quotation, the offeror acknowledges that performance will require coordination with USFK installation access, security, escort, delivery, and work-hour restrictions as stated in the solicitation and associated Purchase Descriptions.
14. Post-Award Submittals
The successful offeror shall provide all required post-award submittals, design documentation, configuration files, source files, certifications, schedules, and turnover materials required by the solicitation and applicable Purchase Descriptions for the awarded group.
ADDENDUM TO FAR 52.212-2, EVALUATION--COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
Solicitation No. W91QVN-26-Q-A060
Solicitation Date: 3 September 2026
Quotation Due Date/Time: 15 September 2026, 10:00 AM
The following addendum is made part of FAR 52.212-2, Evaluation--Commercial Products and Commercial Services, for this solicitation.
Award will be made to the responsible offeror whose quotation, conforming to the solicitation, provides the best value to the Government. The Government intends to award a single contract covering all requirements for both Group 1 and Group 2. The evaluation factors are:
(1) Other Factors (Technical Compliance)
(2) Price
Award will be made to the responsible offeror whose quotation represents the best value to the Government, considering the factors identified above.
The Government intends to evaluate and make one single award (not two awards) for:
(1) Group 1 - J1, J3, J5, J8, and PMO
(2) Group 2 - KIM
The Government may make one award for Group 1 and one separate award for Group 2.
1. Other Factors
Under Other Factors, the Government will evaluate the extent to which the quotation demonstrates the ability to furnish a complete and compliant AV/VTC system meeting the solicitation requirements for the applicable group.
This evaluation will include consideration of the following:
a. Compliance with Solicitation Requirements
The Government will consider whether the quotation demonstrates compliance with the applicable Purchase Descriptions, required equipment descriptions, salient characteristics, and other material solicitation requirements for the group being evaluated.
b. Brand Name or Equal Compliance
For any quoted equal item, the Government will consider whether the quotation clearly demonstrates that the proposed item meets or exceeds the stated salient characteristics and preserves required functional compatibility, interoperability, and performance within the complete system configuration for the applicable group.
c. System Compatibility and Integration
The Government will consider whether the quotation demonstrates that the quoted equipment will function together as a complete integrated AV/VTC end item, including compatibility with required control, AV-over-IP, audio, camera, display, capture, network, and Government-furnished equipment interfaces, as applicable to the group being evaluated.
d. Completeness of Technical Documentation
The Government will consider the completeness, clarity, consistency, and adequacy of the technical submission and required supporting documentation, including equipment schedules, line-by-line compliance matrices, manufacturer product literature, TAA documentation, manufacturer or authorized-source letters, certifications, test reports, signage-application feasibility documentation, schedule confirmation, warranty confirmation, Republic of Korea business-authorization documentation, and other information required by the solicitation and applicable Purchase Descriptions.
The Government will evaluate whether required TAA documentation applies to the exact manufacturer, model, part number, and configuration offered and whether it was issued by the manufacturer or an authorized source when required by the applicable Purchase Description.
A general statement of compliance does not replace required documentary evidence. The Government is not responsible for independently locating, inferring, or assuming information that is not clearly identified in the offer. Material omissions, inconsistencies, unsupported representations, or failure to submit required compliance documentation may result in the offer being determined unsuitable for award consideration for the applicable group.
The Redacted Technical Offer will be used to support the technical evaluation. The Complete Offer will control for administrative information, pricing, responsibility-related information, and any unredacted compliance documentation. Except for information required to be redacted, material technical inconsistencies between the Complete Offer and Redacted Technical Offer may adversely affect the Government's ability to determine compliance.
e. Delivery and Completion Schedule
The Government will consider whether the quotation demonstrates the ability to meet the required delivery, installation, integration, testing, turnover, and acceptance schedule requirements stated in the solicitation for the applicable group.
The Contractor shall complete all equipment procurement and delivery no later than 120 calendar days after contract award. The Contractor shall complete installation, configuration, integration, testing, turnover, and all actions required for Government acceptance no later than 150 calendar days after contract award.
f. Warranty and Turnover Requirements
The Government will consider whether the quotation demonstrates compliance with the required warranty, configuration turnover, source-file turnover, sustainment, and Government-access requirements stated in the solicitation for the applicable group.
A quotation that does not clearly demonstrate compliance with the material requirements of the solicitation for a group may be determined unsuitable for award consideration for that group.
Other factors will be evaluated on an Acceptable / Unacceptable basis using the following criteria:
[Rating & Definition]
- The quotation meets all material solicitation requirements and provides sufficient Acceptable supporting information to demonstrate technical compliance.
The quotation fails to meet one or more material solicitation requirements, takes Unacceptable -exception to terms, proposes unequal/incompatible equipment, or provides insufficient information to establish compliance. Unacceptable quotations are ineligible for award.
3. Price
The Government will evaluate price based on the total evaluated price, which is the sum of the offeror's proposed prices for all items in both Group 1 and Group 2. The total evaluated price will be reviewed for completeness and reasonableness. Price will not receive an adjectival rating.
4. Basis for Award
Award will be made to the responsible offeror submitting the lowest total evaluated price from a quotation determined to be Technically Acceptable under the Other Factors evaluation. To be eligible for award, a quotation must be rated Acceptable for all Other Factors sub-elements.
Features or capabilities exceeding minimum requirements will not receive additional evaluation credit or be considered for a price tradeoff. The Government intends to evaluate quotations and make award without exchanges, but reserves the right to do so if determined necessary.

This solicitation is issued for USFK AV/VTC system upgrade requirements identified in the solicitation schedule and attachments.
The Government intends to evaluate quotations and make award on the following basis:

If an initial quotation does not fully demonstrate this authorization and capacity, the quotation may be rejected and, if rejected, will not be further considered for award.
Quotations shall be received no later than 13:00 PM on 18 September 2026 KTS.
Offerors shall submit a quotation for all requirements in both Group 1 and Group 2. A quotation that omits any required group, CLIN, room, or material requirement may be rejected as incomplete.
a. Set 1 - Complete Offer
Set 1 shall contain the offeror's complete submission, including all administrative information, technical information, required pre-award compliance documentation, and pricing. Manufacturer-issued or authorized-source-issued TAA letters, country-of-origin letters, and similar supporting documentation are not required with the initial quotation. Notwithstanding any contrary timing requirement in the solicitation or an applicable Purchase Description, such documentation is a post-award requirement under Paragraph 14 of this addendum. This paragraph does not relieve the offeror of its obligation to comply with all applicable solicitation provisions, certifications, representations, clauses, and restrictions concerning the origin of end products.

Within each submission set, an offeror may submit one copy of manufacturer product literature, specifications, data sheets, cut sheets, certifications, test reports, or other supporting technical documentation when the same document applies to multiple rooms, groups, or proposed items.
The offeror shall clearly cross-reference the document in its line-by-line compliance matrix by applicable group, room, Purchase Description item number, manufacturer, model number, and salient characteristic, as applicable.
Offerors are not required to submit duplicate copies of the same supporting document solely because the document applies to more than one room, group, or proposed item. This provision does not relieve the offeror of the responsibility to provide sufficient information for the Government to evaluate compliance with all material solicitation requirements.
5.2 Set 2 - Redacted Technical Offer

6.3 Continued Product-Compliance Obligation. The successful offeror shall furnish only end products that comply with all applicable contract requirements, including the Trade Agreements Act clauses and provisions incorporated into the solicitation and resulting contract.
