Vendor Q&A

TopicQuestion / Clarification RequestedGovernment ResponseStatus
Site Visit AttendanceConfirm that site-visit attendance is not mandatory and that an offeror that does not attend remains eligible to submit a quotation and receive award.A site visit is not a mandatory requirement. However, the Government questions how a contractor can accurately estimate installation costs without seeing the site.Open
PMO Purchase Description – Equipment BaselineConfirm whether the PMO PD reference to the Government-defined J8 Conference Room equipment baseline is a typographical error and whether the intended controlling baseline is the PMO Conference Room equipment baseline.Yes, it is a typographical error, and the PD will be updated accordingly.Open

Installation Personnel and Base AccessIdentify access requirements for contractor/subcontractor personnel, including sponsorship, screening, escorts, citizenship restrictions, badging, advance personnel submissions, and restrictions for Korean subcontractors.Base pass sponsorship and DES screening are initiated by the COR post-award. Uncleared personnel require Government escorts at all times. Personnel/vehicle rosters must be submitted to the COR 14 days prior to site arrival. Non-US/ROK citizens (TCNs) require advance vetting. Eligible U.S. firms may request SOFA/ICP sponsorship under USFK Reg 700-19 post-award, but the contractor assumes all processing/schedule risk; ICP processing will not excuse delays to the 120-day delivery or 150-day completion milestones. Korean subcontractors/nationals are ineligible for SOFA and must comply with ROK commercial/labor laws.Open
Two-Year Warranty – On-Site ResponseClarify whether the one-business-day warranty response requires acknowledgment/remote response or physical on-site presence, and whether the five-business-day corrective-action requirement can include remote troubleshooting, local subcontractor support, replacement shipment, or another approved schedule.Remote response is not accepted.

The contractor must be on‑site when required.

Remote troubleshooting does not count as corrective action.

Extension of Due DateA courtesy copy of the pending Purchase Description amendment was provided on 9 September. Once the

final amendment is issued, will the Government extend the offer due date to allow quotes to be updated

against the final Purchase Descriptions? The offer due date has been extended to 10 AM on 15 September 2026 KTS.Open
Government PropertyThe Purchase Descriptions exclude “Government-furnished equipment identified in the Statement of Work”

from the contractor-furnished quantities, but the solicitation package does not include a document identifying Government-furnished equipment by room. Please identify the Government-furnished equipment for each room, particularly the conferencing codecs and any Government-furnished touch panels or PCs the contractor-furnished system must integrate with. Two CODECs will be placed in each conference room.

The number of PCs will vary (please refer to the number of encoders for each location).

One Cisco touch panel will be placed in each conference room.Open
The Classification Banner and World Clock assemblies carry a make/model reference of LG without a

specific model number, and the team has not identified corresponding commercially released LG products through authorized distribution. Noting that the LED Requirements incorporated into the PDs require offered products to be in the market and exclude prototype or under-development products, please confirm these items will be evaluated on a brand-name-or-equal basis, and that products from any manufacturer meeting the stated LED Requirements and LED Salient Characteristics, including the TAA compliance letter

and required certificates, will be evaluated as fully compliant.Yes. The product was under development by LG to meet USFK requirements. Multiple official demonstrations were conducted at USFK HQ, which is why the Government could not include a model name in the previous PD. LG has confirmed that the product is now officially developed with an assigned model number and TAA compliance. Please contact LG Electronics regarding availability.
The LG‑provided product will require separate programming in order to operate as both the classification banner and the world clock. All programming related to the classification banner and the world clock is the contractor’s responsibility. Additionally, both components must be fully controllable using the manufacturer‑provided remote controller and the main control touch panel.Open
The LED Salient Characteristics require submission of a TAA compliance letter and several third-party

certificates and test reports. Are these documents required to be submitted with the quotation, or are they deliverables after award? If required with the quotation, will manufacturer-published specifications be accepted pending delivery of the formal certificates? All required documents must be submitted with the quotation.

The TAA compliance letter is critical; if TAA compliance cannot be proven at the offer stage and the product is later found non‑compliant, it cannot be connected to our DoD network.

A manufacturer‑issued TAA compliance letter must include the official representative’s signature. Manufacturer‑published specifications alone will not be accepted.Open
For the Classification Banner and Status Display assemblies (in-room and outside the door), what contentstates does the Government require configured, for example classification level, room-in-use, andmicrophone-mute indications? Are these displays required to change state automatically from the roomcontrol system based on the active system state, or is manual preset selection from the touch panelsufficient? The classification banner will display the current classification level for each conference room. Automatic state changes are not required; the display will be operated manually using preset selections through the touch panel.Open
What are the equipment delivery procedures at the performance location, including the designated deliveryentrance, freight elevator availability and the approval process for its use, and any approvals required forhot work such as welding during installation?A cargo elevator and loading dock are available. Approval for use will be coordinated with the Government once the installation schedule is agreed. Additional approval from building safety is required for hot work, including welding.Open
Will the rooms be made available to the contractor during normal duty hours for installation, or shouldofferors anticipate night or weekend work windows? Are there constraints on how long each room can beout of service?Once the installation schedule is coordinated with the Government, rooms will be available during normal duty hours. Extended night or weekend work may be considered if needed and agreed upon.Open
Are product familiarization and Government acceptance demonstrations to be conducted collectively for allawarded rooms, or scheduled separately per room? After installation is completed for all locations, demonstrations will be scheduled separately for each room.Open
We respectfully request that the proposal submission deadline be extended to September 21 to allow sufficient time for offerors to prepare complete, accurate, and competitive proposals based on the finalized requirements.No. The Government cannot extend the offer due date due to the end‑of‑year cutoff.Open
Could you please provide the floor plans and system configuration diagrams (block diagrams) relevant to the scope of this project for each VTC room? No. The Government cannot provide additional diagrams. Building diagrams may be provided after contract award.Open
Please clarify the respective Government and Contractor responsibilities for any additional interior or facility work required for the display installations in each room. The contractor is responsible for making the system fully operable and completing all finishing work, including cable management and organization.
The Government will coordinate approvals such as building access, security, working hours, use of Government facilities (e.g., cargo elevator), and providing GFE.Open
Please clearly define the respective Government and Contractor responsibilities for cabling in each room, including the exact requirements for internet/network, video, and audio cabling. The contractor is fully responsible for system network cabling, video/audio cabling, and cable management. The Government will provide guidance during installation.
Government responsibility is limited to connecting the Cisco CODEC to the new system and ensuring network connectivity. The contractor must not access or modify any Government network during the project.Open
Could you please confirm whether imported equipment and materials may be shipped directly to the USFK COR APO address? Additionally, please advise whether secure storage space is available within the USFK facility or installation for temporary storage of project materials during the performance period. No direct shipment is allowed without prior coordination with the Government.
No storage space will be provided within USFK HQ or USAG Humphreys.Open
Please provide the detailed evaluation criteria for the “Best Value” evaluation method, including the evaluation factors, their relative importance or weighting, and any applicable scoring or rating methodology. The Government has clarified the evaluation factors, rating methodology, and award basis in the solicitation.

The procurement is structured as a single award based on two factors: Other Factors (Technical Compliance) and Price. Technical compliance is evaluated on an Acceptable / Unacceptable basis, and award will be made to the responsible offeror with the lowest total evaluated price meeting all technical requirements.

Please review the updated Addenda to FAR 52.212-1 and FAR 52.212-2 in the solicitation amendment for complete submission and evaluation details.

Open
