AMENDMENT 01
a. The purpose of this amendment is to response to Questions received:
QUESTION 1: For SSHO position, do they have to possess all three licenses in Engineer Air-Conditioning Refrigerating Machine (공조냉동기계기사), Engineer Electricity (전기기사), Engineer Industrial Safety
(산업안전기사)?
RESPONSE 1: Offeror who possesses one (1) license of the above three (3) licenses will be eligible for SSHO qualification.
QUESTION 2: The Contractor shall inspect, maintain, and minor repair of the kitchen equipment listed in Technical Exhibit "6". Was this meant to refer to Technical Exhibit "3" instead?
RESPONSE 2: Yes. Technical Exhibit 3 is correct.
QUESTION 3: In the PWS, "Built-in" Food Service Equipment for DFAC is stated. However, in TE-3, the list of DFAC equipment is extremely long. Is every item listed in TE-3 considered to be "Built-in" equipment that the contractor has to maintain and repair?
RESPONSE 3: Those items listed in the DFAC equipment are scope of work to maintain them.
QUESTION 4: When requested to submit a proposal for unscheduled maintenance work, the Contractor shall provide price quotation ... for unscheduled maintenance work under "CLIN X003". Was this meant to refer to "CLIN X006" instead?
RESPONSE 4: Yes. CLIN X006 is correct.
QUESTION 5: The quantity of chillers in the PWS, Technical Exhibit 3, DWGs do not match. In this case, what information is correct? (Which document takes priority?)
RESPONSE 5: The quantity shown on the PWS is grasp of cooling towers and chillers. The quality in the PWS is based on manual calculation, and it may not be accurate. When the quantity of chillers in the PWS is conflict with drawing, drawing governs.
QUESTION 6: For the reQuestionuirement of QCM, What is the 'Electric Engineering Discipline' in Korean license name? Or does it mean any kind of electric engineering discipline? Can a person who has 'Master Craftsman Electricity (전기기능장) license or Electrical Engineer(전기기사) cover the position, the QCM?
RESPONSE 6: There are four (4) different professional engineers in the Electrical Engineering. Anyone of below PE will be considered as PE in electrical engineering.
Professional Engineer Building Electrical Facilities (건축전기설비기술사)
Professional Engineer Electric Safety (전기안전기술사)
Professional Engineer Electric Application (전기응용기술사)
Professional Engineer Generation Transmission and Distribution (발송배전기술사)
However, the licenses in Master Craftsman Electricity (전기 기능장) license or Electrical Engineer (전기
기사) will not be considered for eligible to QCM. The QCM qualification requires a level of professional engineer, rather than engineer or master craftsman.
QUESTION 7: For example, if there is leaking on ceiling or doors, do we just have to report it to COR or do we have to repair it and report it to the COR? And, if we have to repair it, do we get paid separately than this contract? Or does our proposal price have to include this repairing cost?
RESPONSE 7: If the leaking on ceiling or doors is determined to be architectural work, the contractor will report to COR for further action. If the leaking is caused by a utility line failure, then the contractor is responsible for repair either minor repair or unscheduled maintenance. The repair work W1,500,000 or above will be processed as unscheduled maintenance work.
QUESTION 8: Do we get an office on base? If yes, how much office furniture do we get?
RESPONSE 8: The PWS paragraph 7.4.2. specifies that the Government will provide laydown space for contractor install containers to use for office and supply storage at least 1,500 SF.
QUESTION 9: Is there any company that is performing this maintenance now?
RESPONSE 9: There is no incumbent contractor on this requirement.
QUESTION 10: Is PPQ (Past Performance Qestionnaires) required for this solicitation?
RESPONSE 10: No. PPQ is not included for this solicitation.
QUESTION 11: The attached file named "Technical Exhibit 8-2-2_B12410 and B12412_Equipment Information" is not opened. Please attach the right file.
RESPONSE 11: The file name 8-2-2 is adjusted by breakdown to two (2) files, 8-2-2 and 8-2-3.
QUESTION 12: At page 71 of the RFP, QCM should have PE license in HVAC or Electric engineering discipline. Could you let us know the meaning of Electric engineering discipline in Korean? ---
RESPONSE 12: There are four (4) different professional engineers in the Electrical Engineering. Anyone of below PE will be considered as PE in electrical engineering.
Professional Engineer Building Electrical Facilities (건축 전기 설비 기술사)
Professional Engineer Electric Safety (전기 안전 기술사)
Professional Engineer Electric Application (전기 응용 기술사)
Professional Engineer Generation Transmission and Distribution (발송 배전 기술사)
QUESTION 13: For valid SSHO's license, Is it acceptable that the Electrical Industry Engineer (전기
산업기사) is substitute for Electrical Engineer (전기 기사)?
RESPONSE 13: No. The criteria of SSHO qualification is Engineer (전기 기사), not Industry Engineer
(전기 산업기사).
QUESTION 14: At page 6 of the RFP, it is described that "The Contractor shall perform the Unscheduled Maintenance and Repair service IAW Para. 5.5 of PWS." Para. No. 5.5 is right? We can't find the Para.
No. 5.5 in the attached PWS file.
