The Offeror shall include all general and administrative (G&A) functions and pre-hiring activities normally accomplished by contractor prior to physical phase-in performance. The Offeror shall describe in detail how the contractor will provide required personnel to perform the tasks in accordance with the PWS and milestone driven schedule of key events and procedures needed to assure readiness and 100% full performance under the contract by the end of the three (3) months phase-in period.

FACTOR 5 - PAST PERFORMANCE): The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.

(1) Evaluation of past performance shall be in accordance with this plan utilizing the forms and questionnaires.

(2) The Government will focus its inquiries on the Offeror’s (and major subcontractor’s) record of performance as it relates to all solicitation requirements, including cost, schedule, performance, and management of subcontractors. A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Therefore, Offerors will be reminded to include the most recent and relevant efforts during calendar year 2019, 2020 & 2021 in their proposal. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the Offeror will be assigned a “neutral confidence rating” and its proposal will not be evaluated either favorably or unfavorably on past performance. The Government may use data provided by the Offeror in its proposal and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance under Government or commercial contracts for same or similar services as compared to the NAICS 811310.

(3) Offerors shall submit Government and/or commercial contracts for the prime Offeror and each major subcontractor in performance or awarded during calendar year 2019, 2020 & 2021 which are relevant to the efforts required by this solicitation. The Government may consider a wide array of information from a variety of sources but is not compelled to rely on all the information available.

(4) The past performance factor considers each Offeror’s demonstrated recent and relevant record of performance in maintenance and repair of administrative buildings with electric, HVAC, and direct digital control system during calendar year 20219, 2020 & 2021. There are three aspects to the past performance evaluation: recency, relevancy, and quality. Offerors’ recent and relevant past performance may consist of Government and/or commercial contracts for the prime Offeror performed during calendar year 2019, 2020 & 2021 using the registration and licenses as specified in Technical Phase I, Factor 1 above. Relevant past performance is that constitutes the same or similar services based on size, scope, complexity, and contract type.

· Recency: The first aspect is to evaluate the recency of the offeror’s past performance. Recency is generally expressed as a period during CY 2019, 2020 and 2021 are considered relevant, and is critical to establishing the relevancy of past performance information.

· Relevancy: The second aspect is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Relevancy is not separately rated; however, the following criteria (see Table 2) will be used to establish what is relevant which shall include similarity of service/support, complexity; dollar value, contract type, and degree of subcontract/teaming. Relevant service is same or similar to the tasks in this Performance Work Statement.

TABLE 2 - PAST PERFORMANCE RELEVANCY RATINGS

RATING
DEFINITION
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

· Quality Assessment: The third aspect assesses the overall quality of the offeror’s past performance. Documented results from Past Performance Questionnaires, interviews, CPARS, and other sources form the support and basis for this assessment.

(5) Performance Confidence Assessment: Utilize the Performance Confidence Assessment to select the most appropriate confidence level for each Offeror. Ensure the rationale for the conclusions reached are included.

TABLE 3 - PERFORMANCE CONFIDENCE ASSESSMENTS

RATING
DESCRIPTION
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

FACTOR 6 - COST/PRICE: Proposed price will be reviewed to ensure completeness, reasonableness, realism, and balance. The pricing proposals will be evaluated in accordance with FAR 15.404- 1(b). The following applies to that evaluation:

(1) Completeness: The offeror shall complete the pricing information for all CLINs identified for base period including phase-in with four (4) options (total five (5) years). Any underlying assumptions including proposed escalation rates between the 1st and subsequent periods shall be clearly explained.

(2) Price Realism: Price Realism Analysis will be performed to determine if the proposed price is realistic for the work to be performed. The proposal will be evaluated using price analysis techniques to determine whether the proposal reflects a thorough understanding of the PWS, and whether the price proposed is realistic for the work to be performed and is consistent with approaches described in the technical proposals. Price proposals, which are unrealistically low, will be deemed reflective of a failure to comprehend the complexity and risk of the proposed contractual requirement and may be grounds for rejection of the proposal.

(3) Price Reasonableness: Should also reflect fair market value and be reasonable when compared to the independent Government estimate, current market prices for same or similar services and/or when compared among other technically acceptable offerors.

(4) Unbalanced Pricing: As part of the price evaluation, proposals will be reviewed to identify any unbalanced pricing. IAW FAR 15.404-1(g) (3), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.

(5) Price is not scored: The price proposal will be reviewed to determine the extent to which it is reasonable, realistic, and balanced. The proposed price shall include all CLINs as listed on the Price Schedule. The Government intends to evaluate proposals and award a contract without discussions. Therefore, Offerors are instructed that submitted proposals should contain their best pricing.

(6) FAR Clause 52.217-8, Option to Extend Services: As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the Offeror’s final option period prices to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option and one-half of the 4th option. Offerors are required only to price the base and four (4) options. Offerors shall not submit a price for the potential one-half year extension of services period.
