Technical Capability - Subfactor 1.

Prime Contractor's Business Registration

Subfactor 3: Key Personnel

Qualification

Regards CT and Technicians requested Certificate on PWS Technical Factor Para., [b. Communications Technician

(CT):

- Prior Experience: ……,

- Certificate: A valid communication certificate from an accredited ROK institution.] [c. Technicians:

- Prior Experience: ……,

- Note: ……,

- Certificate: A valid communication certificate from an accredited ROK institution.].

As quoted, provided information for official certificates are merely described as "A valid communication certificate from an accredited ROK institution." Could you clarify the exact official title of the required Technician certificate in Korean?

Valid certification shall be in the form of an accredited ROK institution. The government cannot specifically state what the certificate must state as there are several ROK accredited institutions.

Certification proof must be submitted in English.

CLIN 0002

On CLIN, Item No. 0002 is the section for estimated amount of Corrective Maintenance (CM) services.

However, there was no Estimated Quantity nor unit that we can utilize.

Upon the following item which 0002AA is for Technician (CT)

CLIN 0002 is a requirements CLIN and is for informational purposes only. Pricing shall only be provided for SUBCLIN 0002AA. CM service shall include all labor costs for technician services.

labor, is CM service considered as included in all labor amounts with other Technician services?

SUBCLIN

0002AA

On CLIN Item No,0002AA, the SUPPLIES/SERVICES was put as “Technicians (CT)”. Communication Technician (CT) and other Technicians requirements are different, yet there is only one item section to put an amount in. Is this “Technicians (CT)” meaning includes CT as part of Technicians or do we have to offer separate offers for CT and Technicians?

SUBCLIN 0002AA shall be used to price the total of all technicians for Corrective Maintenance.

CLIN 0004, 1004,

2004, 3004, 4004

For those item sections about Repair/Replacement on CLIN, the requested amount is all different for each year, 32EA/25EA/24EA/27EA/25EA.

Therefore, we’d like to know the background of how these requested unit amounts came out.

The exact list of parts required is unknown. The quantities listed are government estimates on the anticipated number of parts that will need to be replaced each year.

CLIN 0004, 1004,

2004, 3004, 4004 and Appendix B

Among the submittal documents, we have to provide each price by EA for every part which is listed in [Appendix B. CCTV Parts and Material].

Yet all Items for Repair/Replacements on CLIN, requested amount is all different for each year, 32EA/25EA/24EA/27EA/25EA.

Besides there are 38 items listed on Appendix B which none of them are the same as numbers of listed parts and materials.

Could you advise how to estimate the price amount for CLIN repair/replacement section?

It’s confusing that USFK wants 32EA/25EA/24EA/27EA/25EA for each product on Appendix or USFK will choose specific products among listed items on Appendix B as amount of 32EA/25EA/24EA/27EA/25EA per year.

If implied meaning is the last one, which listed products on Appendix B USFK requesting in each year, Is

specific items list that requested per a year going to be provided?

PWS Para 2.5

We understand that we should visit quarterly in order to provide PM service, and CM service shall be conducted when some issues detected during PM.

If possible, we would like to know historical CM/EM service call (for example, how often current contractor had visited for CM/EM service during the contract period)

The government cannot state the exact CM/EM service calls. The contractor should note the forecasted frequency of EM is estimated at 15 jobs (less or over) per each area.

CLIN 0001 and PWS para 2.3

According to PWS Para 2.3, PM service should be conducted quarterly but Clin/Item0001 seems that PM service should be provided monthly (Qty:12 / Unit: Months) Please advise.

The PWS is correct, the PM service is performed quarterly for each location in accordance with Appendix-A. The quantity is correct as listed (12) as this is for billing requirements.

PWS para 2.0.1

When the government adds the number of CCTV systems, will the government provide additional funds to the contractor to maintain them?

If the government adds or removes items from this contract, an appropriate MOD will be provided from 411th CSB

PWS para 2.1

What are the examples of additional improvements?

Will the government provide additional funds for improvement works?

If the requested additional improvements are beyond the contractor’s capability, does the

Additional improvement may include the addition of CCTV cameras at various locations. 411th CSB will notify the contractor or any such changes to the contract contractor still need to perform the work?

PWS para 3.3.4

Will the government provide maps for all location including as-built drawing, blueprints, underground wiring status, piping, etc. to perform tasks upon contract award?

Does require key personnel has the capability to provide as-built drawings?

If not, will the government provide engineering support or funds to the contractor to hire subcontractors to perform tasks?

Maps to each location i.e., Casey, Yongsan, JMMT, Humphreys, Daegu, Pier-8, and Busan Storage Facility can be obtained from the internet. The government will not provide any maps. The government does not have any as-built drawing of the current system installed at the locations in Appendix-A. If the contractor is tasked to add or change a location of CCTV, the contractor is responsible to develop the as-built drawings and provide to the government. The government will not provide any engineering support nor any additional funding to support this effort.

PWS para 3.8.2

If the part, component, or system is not available and unable to replace or repair, could we get an extension with prior approval by the government?

Will the government provide existing operation manual (O&M) for current system upon contract award?

All items/parts must be brand-name or equal. If items/parts are discontinued, proposed substitutes must be at least equal to or greater in all aspects. If not Brand Name, the contractor shall provide the COR with all technical data pertaining to the repair part for a determination. If an item is delayed, the contractor shall inform the COR and the KO as to the reason why and the expected date of part arrival.

The government does not have the original O/M manuals.

Subfactor 3: Key Personnel

3. 정보통신기술사 / Professional Engineer Information Communication

Any accredited communications certificate is acceptable. The Communications Technician's experience must show that the CT meets the minimum qualifications as described in Technical Subfactor. Subfactor 3: Key personnel Qualification (b) Communications Technician (CT) list the specific requirements i.e. Prior Experience:

RFP - Addendum to FAR 52.212-1 Instructions to the Offeror's para 4 Submittal Requirements

On page 33, there is required qualification for the contractor.

Subfactor 1 : Prime Contractor’s Business Registration – Prime Contractor’s current and valid Certificate of Business Registration

(사업자 등록증명) for the business item category of “Repair for internet and computing technologies, networking and telecommunications, and radio (통신공사, 통신장비, 유지보수 사업자 등록증)” issued by the Republic of Korea (ROK) Government National Tax Service (NTS). But there were camera boxes under the poles, and there were UPS, electrical parts to support the camera.

So, just out of curiosity; Shouldn't the contractor also be qualified for UPS and electrical areas, not only telecommunications areas? And the prior UPS maintenance experience should be one of the factors? In Korea, without certain business registrations for CCTV and UPS maintenance, contractors normally can't get to work on government contracts. The required Business Registration is Electrical Construction Business Registration

(전기공사업 등록증), I just wondering if the prime contractor or subcontractor don't need this.

Contractors are required to submit the documents outlined in the Submittal Requirements. Contractor proposals will be evaluated on the factors listed in the RFP - Addendum to FAR 52.212-1 Instructions to the Offeror's para 4 Submittal Requirements.

SECTION SF 1449 - CONTINUATION SHEET

FACTOR B PAST PERFORMANCE:

Past performance shall be evaluated on an acceptable/unacceptable basis.

The following ratings will be used in evaluating Past Performance:

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below).

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

Offerors are authorized to provide information on the problems encountered on the identified contracts and the offeror’s corrective action. The offeror shall have recent and relevant past performance in the same or similar projects related to this requirement. Recent past performance is within the last seven (7) years from the solicitation issue date. Relevant past performances are those that are the same or similar services based on size, scope, complexity, and contract type.

Past Performance of offerors will be evaluated based on the following processes:

1. Review of the detailed explanation submitted by offerors, demonstrating the relevance of the references to the requirements of the solicitation.

2. References will be contacted by phone to verify contents in detail explanation and to determine record of compliance with contract requirements, accuracy of reports, technical and quality awards/certificates.

3. The Government reserves the right to obtain past performance information from any reasonable source available, including the Government database; Contractor Performance Assessment Reporting System (CPARS) website http://www.cpars.gov in order to evaluate offerors’ past performance.

Note: As part of the Responsibility Determination, the Contracting Officer will evaluate past performance to determine the offeror’s capability to perform the contract. Failure to submit data or lack of any performance history will not in itself be a reason for determination of non-responsibility. The Contracting Officer is not limited to the information provided. The Contracting Officer may use this data along with data obtained from other sources the Contracting Officer determines appropriate to obtain sufficient information on the offeror’s past performance to make a responsibility determination

FACTOR C PRICE:

Price analysis will be conducted for each proposal to ensure completeness, price realism, price reasonableness and unbalanced pricing.

The following applies to that evaluation:

1. Completeness. The Offeror shall complete the pricing information for all CLINs and Sub-CLINs identified for all five (5) years. Any underlying assumptions including proposed escalation rates between base and subsequent option periods shall be clearly explained.

2. Price Realism. Price Analysis in conjunction with Technical Analysis will be used to perform a Price

Realism Analysis to determine if the price is realistic for the work to be performed. The proposal will be evaluated using price analysis techniques to determine whether the proposal reflects a thorough understanding of the PWS, and whether the price proposed is realistic for the work to be performed and is consistent with approaches described in the technical proposal. Price proposals, which are unrealistically low, will be deemed reflective of a failure to comprehend the complexity and risk of the proposed contractual requirement and may be grounds for rejection of the proposal.

3. Price Reasonableness. Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, previous prices for same or similar services and/or when compared among other technically acceptable offers.

4. Unbalanced Pricing. As part of the price evaluation, proposals will be reviewed to identify any unbalanced pricing. IAW FAR 15.404-1(g)(3), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.

Note 1: The Government will examine price proposals for artificially low unit prices. Offers found to be unreasonably high, unrealistically low (an indication of “buy-in”), or unbalanced, may be considered unacceptable and may be rejected on that basis.

Note 2: Price is not scored. The Government will review the price proposal to determine the extent to which it is reasonable, realistic, and consistent with the technical proposal. The lowest price for award purposes will be the combined total of the effective period five (5) years from the date of award. Price shall include all CLINs and Sub- CLINs as listed on the Price Schedule, including all five (5) years. The Government intends to evaluate proposals and award a contract without discussions. Therefore, Offerors are instructed that submitted proposals should contain their best pricing.

Option Clause 52.217-8. As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the Offeror’s final option period price to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the 1st year, 2nd year, 3rd year, 4th year, 5th year, and one-half of the 5th year. Offerors are required only to price the five (5) years.

Offerors shall not provide a price for the potential one-half year extension of services period.
