1. Contracting Activity: 411 the Contracting Support Brigade, Korea, ATTN: CCEC- KOY-CD, Unit #15289, APO AP 96205-5289
2. Description of Action: XXXX requests a Firm-Fixed Price, new contract. The Government projects award for September 2016 and fiscal year 2016, Army funds will be used.
V An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: This purchase is for the supply and fitting of 1,237 barrack rooms (USAG Hovey: 977, USAG Yongsan: 87, K-16: 173) via an electronic key card system. The locks will include electronic keycard lock, keycards, strike plates, installation, and commissioning. The brand name item is being requested to replace the current barrack room locks which will work with Onity Lock system allowing for instant re-programmable soldier barracks resident. This will avoid the need for use of multiple system for key programming and maintenance. All barracks rooms are currently fitted with these lock and key cards, and are programmed with Onity software. Once the supply and installation of locks are completed under the contract, FY16 projected barracks locks will be completed. This will allow the occupants to possess, and management to maintain one single access card per soldier resident.

4. Authority Cited:
10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c), Only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions.
5. Reason for Authority Cited:
As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(c), an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with FAR 6.303 and 6.304.
The statutory authority permitting other than full and open competition is Only One Responsible Source - 10 U.S.C. This purchase is being made to ensure the barracks room locks match the newly installed Onity system. The Onity lock system was competed under full and open competition and procured under contract W91QVN-14-P- 0382 and W91QVN-14-C-0039. The award was made to XXXX and XXXX. Recently over 9,852 Onity electronic locks have been installed which run on specific software to program and troubleshoot keycards. Research performed, concluded there are currently no other keyless proximity cards, locks, and software available on the market compatible with the Onity system.
This Justification highlights regulator guidance which indicates the need for standardization of locks throughout all 8A Garrisons, outlining why the SOW must require Onity Model HT24 locksets be installed to ensure standardization with the 9,852 HT24 locks currently installed thought out 8A Garrisons in 207 Barracks. This also identify why the SOW must require installers of this lock system to be certified by Onity to ensure the user obtains the local expert support they required and safe guard against poor installation which voids the factory warranty.
In accordance with the Engineering and Constructing Bulletin produces by the US Army Corps of Engineers dated 18 Mar 2005 signed by the Chief, Engineering and Construction Division: “Every Army installation should develop a master plan for the Electronic Key Card Access system that requires installation buildings to use equipment from a single manufacturer for consistency, compatibility, and sustainability across installed Electronic Key Card Access equipment”.
Thus far 9,852 Onity Electronic Locks have been installed throughout all Eight Army Garrisons on the Korean peninsula. In keeping with the Electronic Key Card Access guidance identified above a Brand name only solicitation is requested (Onity Lock, produced by US Onity Limited HT24). This will allow for effective integration and operation with all 9,852 Electronic locks throughout 8A Installation. The market research which was conducted via internet, reviewing Electronic door locks journals and speaking with professionals in the locking industry concluded that the electronic locks software currently being utilized is proprietary to Onity and therefore only authorized Onity distributors are licensed to utilize this software. This software is what the enables the electronic lock to grant access to authorized keycards.
Each new card overrides any previous ones, preventing re-entry, thus safe-guarding unauthorized access to a room. The Software also records the last 500 openings including date, time and card used. This consistency is paramount and can only be obtained by remaining with the brand currently in use.
This document also indicates that “If a new building is being built on an installation that already has electronic key card access equipment on existing buildings, the requirement for a single-type or compatible equipment for the whole installation serving both existing and new facilities should be implemented”. Due to the propriety nature of the current Electronic lock software compatible equipment is not a valid option. Therefore our only recourse in meeting this guidance is to obtain singe type equipment, purchasing 1,237 HT24 Onity door locks which is the same type as the 9,852 Onity Electronic locks currently installed.
The Engineering Bulletin advised that we remain vigilant in the area of equipment sustainability as well. US Army Garrison, Humphreys (USAG-H) has established a policy (Keyless Standard Guidance for Sustainment, Restoration, Modernization, Military Construction Project, Land Partnership Plan K, Yongsan Relocation Plan signed by Darin S. Conkright former Garrison Commander USAG Humphreys) with regards to the standardization of locksets used throughout all new and renovated facilities. This enables the Directorate of Public works to effectively maintain spare locksets and parts in bench stock from the same manufacturer to quickly facilitate repairs and maintenance.
This is in keeping with the Engineering CORP guidance outlined above. Per dialog with Area I and Area II housing office senior leaders. The intent outline in this USAG Humphreys policy is synonymous with their requirements. This memorandum states that all exterior entrances equipped to allow entry, other than those equipped with Electronic Access Control Systems, shall have Onity Model HT24 electronic locksets. This brand name only request aims to assist these garrisons with their sustainability goals as it pertains to the Electronic Lock contract.

In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d), sources sought was posted to Federal Governments Electronic Posting System (www.fedbizopps.gov) for six (6) days (A synopsis was posted on 30 August 2016) to figure out how many vendors would be interested in competing on the opportunity. As a result of this Pre-solicitation notice, only received one response. We are satisfied that the bidding environment and specifications were fair and did not impede competition in any way. The item we are procuring is Onity electronic locks and is available on the open market.

● 8A Garrisons are transitioning from existing locks to electronic keyless room entry with the need for standardization of locks. Purchasing the same brand of key will eliminate the purchase of another operating system, and extra training. The price to replace 9,852 locks (USAG Casey: 4,392, USAG CRC: 1,469, USAG Stanley: 1,368, USAG Hovey: 1,140, USAG Bonifas: 106, USAG Yongsan: 365, USAG Yongin: 32, K- 16: 279, USAG Humphrey: 701) with another system is estimated at $XXXX, KRWXXXX This estimate was gained by utilizing a competitor's quoted price of for 9,852 locks installed in 207 barracks. If we procure an additional 1,237 Onity locks to match the current system, it will cost an estimated $XXXX KRWXXXX estimated; of which results in a savings of approximately $XXXX, KRWXXXX.
