AMENDMENT
The questions received from the potential offerors are stated verbatim as they were received by the Government.
1. Question: Good Morning, I have a few questions to ask about the Onity lock solicitation.
In the SOW it does not talk about the programming the Keys and the Locks which is required for Onity Locks.
Installer certification is much different than the Level 9 programming Certification.
Question: Is the Government going to program the Locks and Keys?
Onity requires the individual who programs the locks and keys to be Level 9 certified to be compliant with Onity warrantee.
Also Reference 8.3 Warranty
Answer: The contractor shall program the locks and keys using Government provided portable programming machine.
1-1) Question: Is the government going to require the company to be certified to diagnose and repair Onity HT24 Lock as required by Onity? In order to get the 2 year Onity warrantee provided by Onity on defective parts replaced, Onity requires the person to be certified to provide maintenance, diagnose and repair of the locks.
Answer: The contractor (Installer) must possesses / submit a valid certification of training from Onity. The certification must be verifiable through Onity company headquarters.
2. Question: I am sorry for asking another question;
Do these lock need to be TAA compliant the reason I ask is TAA compliant locks are a lot more expensive than the one made in China.
Onity sell two types of HT24 lockset 1. TAA compliant and 2. China made.
Answer: Yes, the locks must be TAA compliant.
Source: Trade Agreement Act in the Federal Acquisition Regulations (FAR)
3. Question: My last question. I promise!
Reference to Card Keys (Magnetics Strip Card) the government has requested for 4382 total keys but Onity only sells the keys in pack of 500 is this going to be a problem for the government to purchase 4500.
This is a question Onity asked me.
Answer: As stated in the solicitation, the Government required quantity is 4,382 Card Keys (Magnetics Strip Card).
4. Question: Please give us an answer for these.
Factor A. Technical: The Technical proposal shall include the following:
Sub Factor 2. Relevant Experience: The offerors shall provide the evidence of project experience in system set-up, training, and installation similar in scope to the current requirement. The oferors shall provide evidence of relevant experience as required below:
Q1 - Our company just started early of this year, so we have no past performance and relevant experience. I wonder that we can attend this biding even have lack of the Sub Factor 2?
Answer: Refer to the *Note in the past performance section of the Basis of Award.
Pertaining to experience, it is critical that the awardee be experienced in system set-up, training and installation; specifically due to the magnitude of the contract and for the safety of the warfighters.
5. Question: Hope this email finds you well.
In regards to the Door Locks project, I fully understand that Onity, Inc. is the only brand that suits your requirement based on the J&A document posted.
And based on that, I can also see that a fair bidding is one of your priorities. However, one of offerer's requirement is the Training Certification issued by Onity.
This Training Certification is issued by Onity to customers who wish to do the repair on their own. In another words, this certification can be provided to anyone after purchasing Onity products needing training for repair and maintenance. Onity technicians are dispatched to client's site for a one-day training program and at the end of the training program, each participant is presented a Certificate from Onity showing that they are certified to conduct basic maintenance and repair. You can see more detailed information about this on Onity's official website (Caution-http://en.onity.com/services-support/Pages/After-Sale-Support.aspx < Caution-http://en.onity.com/services-support/Pages/After-Sale-Support.aspx > )
With that being said, this requirement restricts offerers unnecessarily so I would like to request reconsideration on this particular requirement, as it can be provided to anyone after purchasing Onity products.
Thank you in advance and I look forward to your positive reply.
Answer: The addendum to FAR 52.212-1, Instructions to Offerors and the Basis of Award have been updated to remove the requirement for the offerors to provide the training certification prior to award. Additionally, paragraph 4.1 of the SOW has been updated to add the following sentence at the end of the paragraph: "The certificate must be provided to the COR at a minimum of seven (7) days prior to the start of installation to allow sufficient time for the COR to validate the certificate through Onity company headquarters."
The following have been modified:
