If the contractor is not performing all three steps, a QCP does not exist. This plan shall detail the contractor’s QCP and contain such information as: items to be controlled, how the performance quality will be sampled, who is responsible for verifying work and service quality, who is responsible for correcting any deficiencies, and the inspection plan. 1.6.1.5. How the contractor shall approach continuous improvement efforts with internal and external customers.

1.6.1.6. A method and schedule for periodically verifying that the contractor’s QC plan is capable of controlling the quality of work performed.

1.6.1.7. Specific qualifications, training, experience and functional area of expertise required for contractor personnel assigned to perform each level of QC inspection/function.

1.6.2. Quality Assurance: The Government will assess the contractor’s performance on a continuous basis. The primary approach will be to assess the contractor’s quality management system and when it is found to be acceptable, the Government will use the contractor’s quality data for acceptance and payment purposes. The Government will perform inspection to validate the accuracy, timeliness, and truthfulness of the contractor’s quality data. When the contractor’s quality management system results in marginal or unsatisfactory performance, the Government will do a more detailed performance assessment. Marginal performance is performance at or very near the required performance threshold. Unsatisfactory performance is performance below the required performance threshold. Each required service will be assessed against applicable performance objectives and thresholds using a combination of techniques including the use of customer complaints and on-site inspections.

1.6.3. Safety Plan: The contractor shall take safety precautions during the performance of this contract to protect the lives of contractor personnel, the property of the U.S. Government, the Republic of Korea, as well as the private individuals and firms who may be exposed to or endangered by the contractor’s actions to maintain minimal accidents/incident, zero loss of life and minimal damage to property. The safety plan will be confirmed by Contracting Officer’s Representative (COR) then accepted by contracting officer. The safety program shall comply with the Korean Occupational Safety and Health Act (KOSHA). The Contractor agrees to comply with its written program for the life of the contract. Any changes or modification to its safety program will be coordinated and reviewed by the COR, or his/her duly authorized representative.

1.6.3.1. Risk Management Process: The safety plan shall include detailed job related hazards and controls for each work activity. The plan shall include an Activity Hazard Analysis (AHA) for each work activity. The AHA shall include at a minimum the name of the activity/job, the job steps, the job hazards, the tools or equipment required to perform the job, control measures to eliminate or reduce the hazard(s), and a Risk Assessment Code (Risk Assessment Code is an assessment of the probability of the hazard occurring and its potential impact). The contractor shall assure that the safety control measures are implemented.
