AMENDMENT #0005

1. The purpose of this amendment is to answer the question from offeror and incorporate requirement changes in the solicitation as shown below:

QUESTION 1: Revised BMET qualification is confusing. Origially, equivalent government or military course was acceptable. This means AN BMET with US DOD BMET course certificate ae allowable.

(d) Biomedical Equipment Technician(s) (BMETs): The offeror shall be evaluated on submitted resume of Biomedical Equipment Technician(s) with a minimum of two (2) years of experience in biomedical equipment repair technician at a medical facility within the last five (5) years from the issuance date of this solicitation.

Additionally, BMET shall be evaluated on submitted current and valid certifications of an accredited civilian biomedical maintenance course or equivalent government or military course However according to Amendment 0004, License of Industrial Engineer Biomedical (의공산업기사) or Engineering Biomedical (의공기사) issued by ROK Government (Human Resources Development Service of Korea (HRD Korea (한국산업인력관리공단) OR Diploma of Department of Biomedcal Engineering (의공학과) issued by College or University is acceptable. This means BMET with US DOD BMET course certificate is not qualified unlike previous requirement and only Korean BMET is qualified. Is this undestanding correct?

Or if equivalent government or military course OR License of Industria Engineer Biomedical (의공산업기사) or Engineering Biomedical (의공기사) issued by ROK Government OR Diploma of Department of Biomedical Engineering (의공학과) issued by College or University is all qualified?

ANSWER 1: The following sentence is added at the end of PWS, Paragraph 1.6.11.4.3.4. , Paragraph 3, b, Subfactor 3 (d) BMET of the Addendum to FAR 52.212-1, and Paragraph (a) FACTOR I TECHNICAL, Subfactor (3), (d) of the Addendum to FAR 52.212-2:

"OR (iii) US DoD BMET certification or equivalent. "

The Government will perform inspection to validate the accuracy, timeliness, and truthfulness of the contractor’s quality data. When the contractor’s quality management system results in marginal or unsatisfactory performance, the Government will do a more detailed performance assessment. Marginal performance is performance at or very near the required performance threshold. Unsatisfactory performance is performance below the required performance threshold.
