SPECIAL NOTICE
All sources may submit a proposal or quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA) does not permit the U.S. Government to grant Invited Contractor or Technical Representative Status to any offeror for this requirement. All sources submitting a proposal or quote, as applicable, including U.S. source, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea must submit adequate verification in its initial proposal or quote that it has the requisite business licenses directly from the ROK Government to perform the contract and the capacity to conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. If the initial proposal does not fully demonstrate this authorization and capacity, it will not be further considered for award.
Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer
AMENDMENT 03 NARRATIVE
1. The purpose of this amendment is issued to incorporate the followings;
a. To provide answers to the questions received.
b. Correct the quantity for CLIN 3005 from 30 to 360.
c. Correct the quantity for CLIN 1004, 2004, 3004, and 4004.
[QUESTION #1]
1. 0009AB is Disposal fee. But I don't understand exactly what 0009AA Bulk Items Qty 200 each is an estimate, it is Collection expenses of carriage of Bulk items or not.
2. Item 0009AB. What is a 1 each disposal fee and do not exceed KRW15,000 for single items?
3. What is definition? On the item 0009AA described, 1 each, bulk item, how can we make cost break, down Kg or Ton?
4. The disposal fees of the BULK ITEMS (0009AB) are different according to the local Government and/or the types of Bulk Items. So we can't input one price for 0009AB. Please let me know to understand about 0009AA.
[RESPONSE #1] See Section 5.2.3. of the PWS. 0009AA Bulk Item Qty 200 is maximum number of Bulk item allowed to be picked up per year. It is a collection expense. The Unit is each which represents a single item. The disposal fees vary depending on the type of Bulk item listed in section 5.2.3; therefore, CLIN 0009AB will be an average value of 200 items on CLIN 0009AA. 1 each disposal fee and do not exceed KRW15,000 for single items in item 0009AB means no single Bulk Item should cost more than KRW 15,000.
[QUESTION #2] On page 41 of the solicitation shows that “The Contractor shall possess current and valid all required licenses for Plant Household Waste collection and transportation and Plant Discharge Facility Waste or Intermediate/Synthesis/Final Treatment of Facility waste for the business categories (or subjects) of Plant Household Waste and Plant Discharge Facility Waste (사업장생활계폐기물 과 사업장배출시설계폐기물이 영업대상에 포함된 폐기물수집 및 운반업 허가증 또는 사업장 폐기물 중간/종합/최종 처리업 허가증)”.
On page 50 of the solicitation shows that “The Contractor shall provide temporary trash holding storage (minimum 3,500 SF) which is licensed and registered by the ROK Government (시에서 승인한 폐기물 수집, 운반업자의 임시 보관장소) within 20 KM from Camp Humphreys”.
Does the offeror shall provide the above licenses licensed and registered only in Pyeongtaek-si or other areas besides Pyeongtaek-si?
[RESPONSE #2] See Part 4 of the solicitation and section 1.6.8. of the PWS.
[QUESTION #3] Is it correct quantities of 30 each sliding type dumpster on the item No 3005?
[RESPONSE #3] It’s a typographical error and the correct quantity is 360.
[QUESTION #4]
1. Is there any differential in size of Dumpster?
a. 2.5 tons Dumpster
b. Sliding Dumpster
2. The dimension or volume of Sliding Type Dumpsters is the same as CLINX004 (2.5 ton or 5 CM)?
[RESPONSE #4] They are the same size.
[QUESTION #5] Dose the trash holding storage should be located in the boundary of Pyongtaek district? However, our storage building located in 17 km from the Pyongtaek district. Is it acceptable?
[RESPONSE #5] See question #2 above. As long as the trash holding storage area is within 20 km by the network of roads from one of the Commercial Gates at Camp Humphreys, it meets the requirement. The commercial Gates are Doduri Gate, Quarry Gate, CPX Gate and Dongchangri Gate.
[QUESTION #6] Item 0010. What is Ton Miles? Is it weight or distance?
[RESPONSE #6] Ton Miles is same as Ton (tonnage). It is a system generated Unit of Issue.
[QUESTION #7] CLIN X004 Dumpsters and CLIN X005 Sliding Type Dumpsters
It reads 140 each x 11 months for 0004 and 30 each x 11 months for 0005.
Shall the contractor provide a total of 1,540 dumpsters and a total of 330 sliding type dumpsters during the base year? Or do these CLINs mean rental prices for 140 dumpsters and 30 sliding type dumpsters?
In other words, it means only 140 dumpsters and 30 sliding type dumpsters shall be provided during the base year?
[RESPONSE #7] That’s correct. See Amendment 0003 for the new quantity.
Item # 1004 dumpster quantity: from 2,820 each to 1,680 each Item # 2004 dumpster quantity: from 4,116 each to 1,680 each Item # 3004 dumpster quantity: from 4,512 each to 1,680 each Item # 4004 dumpster quantity: from 4,524 each to 1,680 each
[QUESTION # 8] CLIN X011 IAW Yongsan Relocation Plan, Lease Trash dumpsters. The quantity for this CLIN is 110 each. Could the Government require the contractor provide 110 dumpsters at one time?
[RESPONSE #8] No. The Government will issue task orders as needed basis; therefore, the number of dumpsters are unknown.
[QUESTION #9] Please let us know a specific dimension or volume of dumpsters required by this CLIN X011.
[RESPONSE #9] The dumpster is standardized with the outer dimension of dumpster as below; 45 inch (width) X 112 inch (Length) X 66 inch (Height).
[QUESTION #10] CLIN X003 REFUND TO THE GOVERNMENT FOR RECYCLE
This CLIN X003 appears to be Fixed Priced CLIN. However, on Page 59 of the solicitation, it is stated that the check must indicate credit for CLIN 0003 for the base year and corresponding CLINs for subsequent Option years.
Therefore, there would be some differences between the actual check indicating the credit and the Fixed Priced CLIN X003 that the contractor proposed. The credit (a profit from recyclables sold) could be changeable depending on the actual amount of the collected wastes. Is it okay there are the above differences?
[RESPONSE #10] Yes, the Technical Exhibit 3 indicates the historical data from the past. It was used to estimate CLIN 0003; thus, it will vary depending on the amount of recyclable items collected. See Technical Exhibit 3 for details.
[QUESTION #11] CLIN X006 FIELD TRAINING EXERCISE (FTX) SUPPORT.
This CLIN X006 is too ambiguous to make prices because we cannot estimate how many dumpsters we should provide for the exercise and how much amount we should work or process. Could you please provide us with some past data in order to estimate the prices for CLIN X006?
[RESPONSE #11] The average quantity is 10 but not to exceed 40 dumpsters based on the requirement.
2. The closing date and time, 9 September 2016, 01:00 PM has not changed.
3. All other terms and conditions remain unchanged.
