About this file

This is Standard Form 30 (SF 30), Amendment 0001 to Solicitation W91QV126RA018, issued by the U.S. Army Corps of Engineers at Fort Belvoir, Virginia, effective July 1, 2026. The amendment updates Solicitation Attachment 0001 Pricing Template and provides responses to 18 Request for Information (RFI) questions submitted by potential offerors regarding solid waste collection and disposal services.

The underlying solicitation concerns a solid waste recompete contract for the Army's North Campus Complex (ANC), with service requirements including Municipal Solid Waste (MSW) collection at 156 pulls per year for two streams, Single Stream Recycling (SSR), Construction & Demolition Debris (CDD), Headstones disposal, Scrap Metal, and optional Special Events roll-off container services. REQ Units are annualized service frequencies derived directly from the Performance Work Statement (PWS). Key clarifications provided include: the "Source" column in the pricing template has been removed; disposal fees must be included in fully burdened unit pricing; Special Events are optional, as-needed services to be issued as in-scope modifications and have been removed from fixed pricing; and the corrected pricing template reflects service requirements consistent with the PWS. The incumbent contractor is SNI United, LLC under Contract W91QV122C0003 awarded at $284,854.20. The contract is structured as Firm Fixed Price, with emergency or additional pickups falling under the fixed price scope unless otherwise directed by the Contracting Officer. Container relocation to the Southern Expansion site will be provided as an in-scope modification once construction is completed, with no projected timeline currently available.

1) In your attachment 1 - Pricing Schedule, what is the government looking for under "source"?

Can you define that terminology? The column labeled "Source" can be disregarded thereAnswer:

is no meaning or relevance to it, therefore it has been removed.

2) In your attachment 1 - Pricing Schedule, are we putting 1 in "Req Units? Are you looking for the pickup costs, or is "Req Unit" defined as 3 pulls per week * 52 weeks * 5 years = 780 units?

Please clarify? The REQ. Units are directly from the service frequencies identified in theAnswer:

PWS and then annualized. Example: MSW 1: 156 pulls/year, MSW 2: 156 pulls/year. The required service frequency of three pulls per week (M-W-F and T-H-S) as indicated within the PWS. The same method was applied to CDD, Headstones, SSR, and Scrap Metal. These quantities reflect the required annual service levels.

3) How do we price your "Special Events"? There is no container size or material type noted?

Please clarify? Special Events are optional, as-needed services. The PWS states: "Roll Answer:

off containers (various sizes) for collection of various solid waste streams with delivery occurring within 36 hours and pick-up occurring within 24 hours of notification by the ANC POC." This language confirms that Special Events are not recurring requirements and are only performed when ANC provides notification. These actions will be evaluated and issued as in-scope modifications. For this reason, Special Events has been removed from the pricing template.

4) Are we to add all disposal fees in the "unit cost," or are the disposal fees a separate pass-through cost to the government? Disposal fees shall be included in the fully burdenedAnswer:
