About this file

This document is a Questions and Answers file containing Government responses to eleven Requests for Information (RFI) submitted by prospective contractors regarding a waste management and recycling services solicitation.

The procurement concerns containerized waste collection services at multiple locations, including open-top containers for general waste (ranging from 10 to 40 cubic yards), construction-and-demolition containers, and recycling containers (8 cubic yards each). The Government clarified that a 40-cubic-yard open-top container is required at the New Service Complex despite lower historical tonnage because capacity needs vary and greater capacity is expected with the Southern Expansion. Metal collection at B123 Employee Parking occurs on an as-needed basis when containers are full. For recycling containers at the New Service Complex, the Government directed contractors to the Performance Work Statement (PWS) for specific requirements regarding number, size, location, and collection frequency; requirements for the Southern Expansion area have not yet been determined. Contractors may submit combined tonnage reports for the two 8-cubic-yard recycling containers per collection trip. The Government confirmed this is a firm fixed-price contract with no separate contract line item numbers for container repair, replacement, signage, or contamination charges, and declined to permit contractor-provided signage or durable container-specific materials identification. The procurement is designated as a Woman-Owned Small Business (WOSB) set-aside, not an Economically Disadvantaged Woman-Owned Small Business (EDWOSB) set-aside. The contractor must provide all containers and equipment; Government-furnished containers are not available. The Government declined to provide the site visit sign-in sheet.

Additional RFIs Responses

1. Based on the provided tonnage report, utilization at the New Service Complex appears to be supported by one 30-cubic-yard and one 40-cubic-yard open-top container.

The historical tonnage does not appear to demonstrate a need for a 40-cubic-yard container. Would the Government permit contractors to provide two 30-cubic-yard open-top containers at this location, provided all performance requirements are met? Answer:

No, because all other tonnage varies at times a 40-cubic-yeard container is needed. With the Southern Expansion greater capacity is expected.

2. The tonnage report appears to contain no metal-tonnage history for the 10-cubic-yard open-top container at B123 Employee Parking. Was this service previously provided on an on-call basis? If not, please provide the historical service frequency and available tonnage or pull data.

Answer: The metal is only when full.

3. The solicitation identifies one 10-cubic-yard construction-and-demolition (C&D) container at the Spoils Yard; however, no service history was provided, and the four pulls expected for June do not appear in the tonnage report. Was this service previously provided on an on-call basis? If not, please provide the historical service frequency and available tonnage or pull data.

Answer: No.

4. During the site visit, observed two recycling containers at the New Service Complex. The solicitation appears to require collection of two containers once per month, while the tonnage report appears to show weekly service for the container identified as "Recycle" in the address column. Please confirm the number, size, location, and required collection frequency for each recycling container at the New Service Complex.

Answer: The PWS provides the required number, size, location and frequency for each recycling container at the Service Complex. Regarding the Southern Expansion area this has not been determined yet.

5. Does the entry "Garage" in the address column refer to the second recycling container? If so, the tonnage report appears to show that it is serviced twice per week; please confirm the required service frequency. If it is not a designated recycling container, please identify the container type and size, material stream, exact location, and required service frequency.

Answer: Tonnage report is just a reference to the frequency and container type and size, material stream, exact location not indication of what is required for this upcoming requirement.

6. For the two 8-cubic-yard recycling containers only, may the contractor submit a combined total-tonnage report for each collection trip instead of reporting tonnage separately for each container? If separate container weights are required, please confirm the required reporting method and supporting documentation.

Answer: Yes

7. On Standard Form 1449, the Woman-Owned Small Business designation does not appear to be checked. Is this procurement intended to be an Economically Disadvantaged Woman-Owned Small Business (EDWOSB) set-aside? Please confirm the applicable socioeconomic program designation and revise the form or solicitation, as appropriate. Answer: This will be WOSB not EDWOSB.

8. Please provide the sign-in sheet from the site visit, including the names of the firms represented, to the extent permitted. Answer: A sign in site visit sheet will not be provided.

9. Will the solicitation include a separate contract line item number (CLIN) or other reimbursable mechanism for container repair or replacement, signage, landfill fines or contamination charges, and other Government-requested items or out-of-scope services that may arise during the contract? If not, please clarify how offerors should price these contingencies and how responsibility will be allocated. Answer: No this is a firm fixed price type contract.

10. Will the Government permit offerors to include the cost of durable, container-specific signage identifying the acceptable material for each container? Improper disposal can result in contamination or landfill charges. Please confirm whether signage should be included in the base price or addressed under a separate CLIN, and clarify responsibility for fines caused by prohibited materials placed in a container by Government personnel or other site users.

Answer: No

11. Please confirm whether the containers and other equipment required for performance will be Government-furnished or contractor-furnished. If any equipment is Government-owned, please provide an inventory, its current condition, and the respective maintenance and repair responsibilities. Answer: This is not Government owned contractor provides the containers.
