About this file
This file is a Questions and Answers (Q&A) document for the JBMHH Dinnerware solicitation (W91QV1-26-Q-A058), issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston. The document clarifies procurement requirements for new, unused commercial foodservice items and smallware to be delivered to Fort Myer, Virginia within 30 days of order receipt. Key clarifications include: equivalent commercial products meeting the salient characteristics specified in the Statement of Work are technically acceptable; pricing should be based on the Excel Item List and Quantity Schedule, which represent the most current requirements; the GET SW-1716-CL Cirq 16 oz. Stackable Mixing/Pint Glass quantity is corrected to 10 cases; and the Vollrath CTC-4V 4 Tier 4 Bin Condiment Holder quantity of 2 refers to individual units despite the case designation.
The solicitation is a total small business set-aside under NAICS 332215. Regarding trade compliance, the Government's intent is to purchase only domestic end products; however, foodservice items are considered Commercial Off-The-Shelf (COTS) products, and therefore the domestic content component test is waived per DFARS 252.225-7001. The nonmanufacturer rule does not apply to this standard small business set-aside. Contractors may submit Trade Agreements Act (TAA)-compliant alternate products for brand-exclusive items not available through standard channels. Delivery to LRC Door 13, 101 Bloxon St, Fort Myer, VA 22211 requires full-size tractor-trailer access through the Hatfield Gate with driver documentation including valid REAL ID-compliant driver's license, vehicle registration, and Bill of Lading or commercial invoice showing the delivery address.
