STATEMENT OF WORK
(SOW)
Lee Drive
Arlington National Cemetery
01 May, 2021
1. General Information
1.1 Introduction
This project is to demolish current exposed aggregate concrete drive (approximately 467 LF of 12 feet wide roadway) and install new exposed aggregate sidewalk (approximately 674 LF of 8 feet wide sidewalk) that matches the existing exposed aggregate sidewalks. By observation the concrete mix utilized natural river gravel and sand components that give the concrete a rosy-tan hue and shade. It is required that the new concrete pavement must match the existing concrete in appearance. The contractor shall develop a minimum of four concrete mix designs and pour / finish a minimum of four mock-up sample slabs adjacent to existing Lee Drive that may be observed by ANC staff to judge the adequacy and sufficiency of the new concrete appearance for suitability for use on this project. Other work requirements include replacement of a section of existing sidewalk and installation of government provided park type sitting bench and trash receptacles mounted to new a concrete pad.
1.2. Background
Replacement of the existing concrete and graveled area along Lee Drive with an exposed aggregate sidewalk will facilitate better pedestrian traffic and reduce maintenance, water ponding problems and safety concerns in this area.
1.3. Objectives
Arlington National Cemetery is our nation's most sacred shrine and the final resting place for our most revered military and civilian leaders. The Cemetery receives nearly four million visitors each year. Six thousand or more funerals are conducted yearly in addition to over two thousand other ceremonies, such as commemorations, wreath ceremonies, and head-of-state visits. These ceremonies and funerals often receive the intense focus of the press and other media. Because of
Arlington's special significance and the attention, it receives, strict adherence to these specifications is essential. Failure to meet specifications will have a negative impact on our nation’s image and will not be tolerated. The successful contractor forms a true partnership with the federal
Government to ensure those who served our nation are properly honored.
1.4. Scope of Work
The contractor shall provide all labor, supervision, supplies, equipment and transportation to construct approximately six hundred and seventy-four (674 LF) linear feet of eight (8’) feet wide roadway from the start of the existing Lee Drive exposed aggregate pavement to the National
Park Service Arlington House pavement. The contractor shall perform the following: removal of existing exposed aggregate concrete drive; removal of river gravel surfaced areas; removal of two feet of underlying subgrade materials; identifying, protecting and adjusting utility lines (within the work area) if necessary; setting elevations on the new concrete sidewalk to provide positive surface sheet flow drainage from upgrade to downslope such that no pockets or puddling remain;
site clearing; site grading; soil compaction; placement and compaction of aggregate base stone;
new concrete sidewalk (to match existing exposed aggregate concrete sidewalks); temporary and final stabilization of exposed soils.
The significant and historic nature of the Arlington Mansion and its approach has endured for many decades. It is of utmost importance that this sidewalk and associated required improvements blend in naturally to the existing site landscape. A government provided sitting park type bench and trash cans shall be anchored to new (matching sidewalk pavement mix) concrete pad.
The project area shall be graded to ensure storm water sheet flows to the adjacent turfed areas of the cemetery. The transition zone areas between the edges of the new sidewalk and existing undisturbed grass surfaced burial areas shall be gently regraded to eliminated dispersed low spots and to maintain current (downgrade) storm water sheet flow regimen. The reconstructed transition zones shall be filled with stone for a width of 2 feet from each side of the sidewalk and any remaining areas are to be sodded.
The contractor shall protect all existing site features within work area including: curved brick retaining wall, two interpretive placard stations, street signage and two existing full growth boxwoods near Sheridan Drive. Existing curved brick retaining wall at terminal end of new roadway pavement shall be protected from construction equipment. The curved brick wall is located outside the footprint of the new exposed aggregate sidewalk. Final finish may be a combination of a gravel (two feet wide) and sod placement. Removal of two existing National
Park Service (NPS) signage placards is required. The contractor shall carefully remove and safely store and reinstall these placards.
Concrete Matching Requirements- The contractor shall retain an established licensed material testing service that is normally engaged in identifying components of various types of concrete to obtain samples of existing Lee Drive concrete pavement to conduct analysis of existing concrete constituents and formulate a minimum of four new concrete mixes for this project that will replicate and match the existing Lee Drive concrete pavement. The COR will identify the location of where the existing Lee Drive concrete pavement may be sampled.
The contactor shall prepare a minimum of four mock-up test slabs utilizing the graduated concrete mix designs in order to select the mix design that most closely replicates and matches the existing concrete in hue and shade. Additional mock-ups may be required if test slabs do not meet visual test for acceptance by ANC.
Contractor shall maintain sheet flow thru the project work site areas and not concentrate the natural sheet flow nor discharge of any concentrated storm water flow unto the existing managed turf in the areas below Lee Drive.
The contractor shall demolish the existing (approximately 467 LF of 12-feet-wide and 6-inch-deep roadway) pavement, the existing grey sidewalk alongside roadway (approximately 26 LF of
4.5-feet-wide and 6-inch-thick sidewalk) and the existing bollards and chains. Replace with a new custom concrete sidewalk selected from mock-up test slabs to match the existing sidewalks
(approximately 674 LF of 8-feet-width and 6-inch-deep). Provide proper tie-ins with a new matching sidewalk path to all existing sidewalks that currently intersect Lee Drive.
The contractor shall take special precautions so as not to damage the existing paved (and newly paved) areas during the construction phase by the movement of construction and materials delivery equipment by the heavy wheel loadings (including the removal of poor subgrade soils from the project site).
The Period of Performance (PoP) shall start from the Notice to Proceed (NTP).
The period of performance shall last one hundred and twenty (120) calendar days, unless completed earlier. Performance shall commence onsite work within 72 hours of the issuance of the NTP or as coordinated with the COR.

5.2 Specific Tasks
Primary features for this project is the demolition of the current exposed aggregate concrete drive
(approximately 467 LF of 12-feet-wide and 6-inch-deep roadway) and installation of a new exposed aggregate sidewalk (approximately 674 LF of 8-feet-wide and 6-inch-deep sidewalk) that matches the existing exposed aggregate sidewalks. Secondary features are the demolition of a section of existing concrete sidewalk and replacement with sidewalk that matches the existing exposed aggregate sidewalk and the installation of a government furnished park type sitting bench and trash receptacles on a new matching exposed aggregate concrete pad.
Other work also includes the careful removal of two NPS signage placards located at terminal end of new road pavement to protect them from damage during construction activity, safely store and reinstall.
Due to the sensitive nature of the watershed the contractor shall take every precaution to control and contain soil erosion from the project location at all times (during construction and turf establishment period) to prevent any soil sediments escaping from the project limits into downstream areas.
All disturbed areas shall be sodded, irrigated, nurtured and maintained until accepted by the
Government.
Contractor shall identify and protect existing graves, trees, shrubs, and other site features that may be damaged by construction traffic along haul routes and within project work limits. ANC forester-arborist to be consulted prior to any activities that may damage existing cemetery trees and root systems.

The contractor shall develop a minimum of four (4) concrete mix designs and pour/finish a minimum of four (4) mock-up sample slabs which shall measure 4-feet wide, 6-feet long, and 4-inches thick. Additional mock-ups may be required if test slabs do not meet visual test for acceptance by ANC. These mock-up slabs shall be poured/finished adjacent to the existing Lee Drive so that they may be observed by
ANC Engineering personnel to judge the adequacy and sufficiency of the new exposed aggregate concrete appearance for suitability for use on this project. The locations for the temporary placement of these slabs shall be as directed by the COR. The contractor will be required to use both protective and safety measures around the perimeter of the mock-up samples so that pedestrians will avoid the area during curing. A construction fence shall be placed around the mock-up samples to prevent pedestrians from entering the area, and the contractor shall provide personnel to watch and protect the integrity of the mock-up samples for at least two (2) hours after pouring to ensure that pedestrians will stay away from the area. After ANC Engineering personnel have selected the mock-up sample that best matches the existing Lee Drive pavement, the contractor shall remove all mock-up samples off-site except the sample that has been selected by personnel. The mock-up sample that has been selected shall remain in place until end of construction. After end of construction, the contractor shall remove the selected mock-up sample, dispose of the sample off-site, and restore the area where the mock-up samples were placed to existing condition or better. The restored area shall be approved by ANC Engineering personnel prior to departure from the site. The contractor shall retain an established, licensed materials testing service that is experienced in identifying the components of various types of exposed aggregate concrete mix designs.
The contractor shall conduct all appropriate materials tests deemed necessary by the materials testing laboratory on the existing exposed aggregate concrete sample, such as but not limited to, a constituents and components analysis, and shall formulate test designs for new exposed aggregate concrete mixes for this project that will replicate and match the existing Lee Drive concrete pavement. In order to create the proper exposed aggregate concrete mix, a sample of the existing concrete on Lee Drive may need to be collected by the contractor as deemed necessary. The COR shall identify the location of where the existing Lee Drive concrete pavement may be sampled.
The contractor shall submit a sampling and testing plan prior to collecting the existing exposed aggregate concrete sample on Lee Drive.
Prior to construction the existing stanchion post and chain fence which is located along the side of Lee Drive shall be removed by the contractor and properly disposed of at an approved landfill.
The contractor will also be required to remove two existing NPS signage placards. The contractor shall carefully remove and place the placards into a safe storage area until ANC may arrange for their transfer to the NPS.
The contractor shall use safety precautionary measures to protect pedestrians such as but not limited to installing fencing, signs, and cones, to indicate caution that construction is being performed within the project area. The contractor shall coordinate with the COR on what measures should be taken.
The contractor shall use the existing Lee Drive as an entering and exiting route during construction as directed by ANC.
The contractor shall also take into consideration the sharp turn area of the existing Lee Drive roadway. This turn area is located at the southeastern corner of the Lee House Garden. Due to the sharp turn angle in the existing roadway, large construction equipment, such as but not limited to dump trucks, may not be capable of maneuvering around the turn to reach the construction site.
The contractor shall anticipate the use of construction equipment that will be capable of maneuvering around the sharp turn to reach all areas of the construction site, and shall take preventative measures to not cause damage to the existing grass and burial areas surrounding the concrete roadway. Pavement construction planning should be based upon these parameters.
Construction of the proposed Lee Drive sidewalk will be required to start on the north end of Lee
Drive at the NPS property boundary near Arlington House. It must be emphasized that construction traffic shall not travel over the new sidewalk once it has been constructed.
Prior to initiating any structural fill placement and/or compaction operations, representative samples of the soils which will be used as structural fill or subgrade, both suitable on-site soils and off-site soils (borrow), shall be obtained and tested to determine their classification and compaction characteristics. The samples shall be carefully selected to represent the full range of soil types to be used. The moisture content, maximum dry density, optimum moisture content, grain-size and plasticity characteristics shall be determined. These tests are required to determine if the fill and subgrade soils are acceptable and for compaction quality control of the subgrades and structural fill. Tests for the above soil properties shall be in accordance with the following:
Moisture Content ASTM D 2216
Maximum Dry Density and Optimum Moisture ASTM D 1557
Grain-Size (Wash No. 200, w/o Hydrometer) ASTM D 442 and ASTM D1140
Plasticity ASTM D 4318
a. A representative number of in-place field density tests shall be performed in the subgrade of compacted on-site soils and in the structural fill and backfill to confirm that the required degree of compaction has been obtained. In-place density tests shall be performed in accordance with the sand cone method prescribed in ASTMD 1556. At least one (1) density test shall be performed for each lift of fill per 1,000 square feet, or portion thereof, of compacted existing on-site soils, subgrades, and in each lift of compacted structural fill. The density test can be performed using the nuclear test in accordance with ASTMs D 1556, D 2167, and D 6938 can be used, however one (1) sand cone test per every ten (10) tests shall be performed in accordance with ASTM D
1556.
Density tests shall be performed at 50-foot intervals along roadway subgrade soils. In addition, for utilities, a density test shall be performed for each 25 linear feet of backfill placed per foot of depth. Where other areas are compacted separately by manually operated compactors, a minimum of one (1) density test shall be performed for every 400 square feet, or portion thereof, of fill placed per foot of depth.
b. Any area that does not meet the required compaction criteria shall be reworked, and retested. If the moisture content of the soil is within the recommended range, additional compaction may be all that is necessary to increase the density. If the moisture content is not within the recommended range, then, the moisture content shall be adjusted to within the range, and the area re-compacted.
c. All laboratory and field density testing shall be performed by a commercial testing laboratory which has been found adequate and qualified by a Corps of Engineers Division Laboratory
Inspection Team.
d. Perform tests on re-compacted areas to determine conformance with specification requirements. Appoint a registered professional geotechnical engineer to certify inspections and test results. These certifications shall state that the tests and observations were performed by or under the direct supervision of the engineer and that the results are representative of the materials or conditions being certified by the tests.
Sidewalk construction requirements shall be as follows:
a. 6-inch thick expose aggregate concrete slabs, reinforced with welded wire fabric. The wire fabric shall be 6x6–W1.4xW1.4 welded wire reinforcement weighing 21 pounds per hundred 100 square feet. It shall be placed in a vertical location in the center of the 6-inch slab. The exposed aggregate concrete slabs shall use the ANC selected and approved design mix. The exposed aggregate concrete slabs shall have a minimum flexural strength of 650 psi, and a minimum compressive strength of 4,000 psi.
b. Joint spacing shall be 8-feet, and the width of each slab shall be 8-feet wide. The joints shall measure a minimum of 1.5 in depth for contraction or construction joints and 1/2-inch in width for expansion joints. The new exposed aggregate concrete mix design slabs shall have alternating expansion joints and either a contraction or a construction joint. An expansion joint shall first be placed where the new exposed aggregate concrete mix is poured at the edge of the existing concrete pavement on Lee Drive, then every 16-feet following this joint location. The joint materials shall meet the criteria as stated in UFC 3-250-01FA Pavement Design for Roads, Streets, Walks, and Open Storage Areas, and ASTM D6690-15 Standard Specification for Joint and Crack Sealants, Hot Applied, for Concrete and Asphalt Pavements. The joint materials used shall match the existing joints on Lee Drive as much as possible. The contractor shall provide a submittal stating the proposed sealant materials to be used in the joints of the exposed aggregate concrete slabs. The contractor shall receive approval of the sealant materials from the COR, prior to incorporating the materials.
c. 9-inches of base course consisting of VDOT 21A dense graded coarse aggregate.
d. A single layer of triaxial geogrid shall be placed in the middle of the VDOT 21A dense graded coarse aggregate layer.
e. 9-inches of base course consisting of VDOT 21A dense graded coarse aggregate.
f. Total pavement section thickness shall be 24-inches if the depth of the any utilities encountered are deeper than 24-inches. Due to the existing utilities that may be encountered, a pavement section of 24-inches may not be possible near and above the conduit if it is shallower than 24-inches. In this case the pavement section may be adjusted to accommodate the depth of the utility conduit with approval of the COR. To accommodate the shallow utilities, the pavement section may be revised so the total pavement section is at least 17-inches thick.
g. Before placing concrete, the subgrade shall be thoroughly moistened. Concrete shall then be deposited between the forms in its full course in one continuous operation. It shall then be thoroughly consolidated by means of vibrating screeds or internal vibrators, after which it shall be struck off and given the matching exposed aggregate finish. All edges and expansion joints shall be edged with 1/4 inch radius tool.
A 12-foot wide and 24-inch undercut shall be performed below the surface of the existing surface of the existing exposed aggregate and/or gravel roadway to remove all existing “pea” gravel, soils, and man placed debris so that the sidewalk section may be installed. The contractor may encounter areas containing poor quality soils, and may have difficulty meeting the compaction and proof-rolling requirements. An additional undercut of up to 12-inches may be required in some areas of the roadway that encounter poor quality soils.
It is estimated that the total linear footage of possible undercut is approximately 150 linear feet.
The volume of possible additional undercut (additional 12-inches) is approximated to be 70 cubic yards. Areas that receive the additional undercut shall be backfilled with compacted, controlled structural fill consisting of dense graded aggregate (VDOT No 21A).
The contractor shall perform a 12-foot wide and 2-foot (24-inch) deep undercut below the existing surface of the gravel roadway to remove all existing “pea” gravel, soils, and man placed debris so that the pavement section may be installed. The “pea” gravel on the surface of the roadway was encountered to vary in thickness of one to two inches. The contractor shall use caution not to damage roots from existing nearby trees which may extend beneath the limits of the roadway. Construction in the area shall be performed after the examination and approval by the ANC Forester who shall advise the Contractor of procedural requirements necessary when working in close proximity to mature tree(s) root structures.
Existing Lee Drive is devoid of all conventional storm water collection system (storm drain inlets and conduits). It is the intent of this project to maintain the same storm water (sheet flow) disposal regimen after this improvement project. Post construction storm water sheet flow will dissipate into the cemetery's expansive managed turf areas. The project will not require drainage structures and drainage conduits.
On the two feet on both sides of the sidewalk provide approximately 1-inch wash gravel stones to match coloration of sidewalk exposed aggregate to match the 6-inch depth of the sidewalks.
GENERAL:
All work involving use of tools or equipment which would interfere with any interment service conducted in the immediate vicinity of the work sites shall cease until the service has been completed.
