Text version

Exhibit #2 Sidewalk Construction shows a sidewalk section of concrete sidewalk reinforced with welded wire reinforcement with a base course of VDOT 21A.

However, it is understood that the existing sidewalk around the Robert E. Lee House is a bonded aggregate paving (porous resin-bound rubber/aggregate flexible pavement) with double-washed #57 stone as the base course, recently installed in early 2020 under a contract with National Park Services.

Reference: George Washington Memorial Parkway Arlington House, The Robert E. Lee Memorial project (GWMP PMIS No. 216010).

Does the MICC & ANC still want to proceed with the proposed design or is the Contractor responsible for proposing a different design to match the existing conditions? The KTR can propose a different design to match the existing conditions. ANC wants to make four (4) different Mock-ups before installation.

1) The SF 1442 does not list a time the bid is due. Please confirm that electronic submissions are due by June 10, 2022 at 1:00PM. Will answer by MICC.

2) We assume a bid bond is required, but did not find it discussed in the Solicitation. Please clarify.

Yes, KTR who will be awarded needs to provide a bid bond. (MICC needs clarify)

3) Under instructions to offers, referencing Sub-factor 3, Key personnel, it states the resume for the project manager/site manager and an alternative site manager must be submitted. Can you please confirm that a single representative from the Contractor is allowed to serve in all roles on the job (site manager, safety manager, and quality manager). Yes, as long as he or she will be qualified the roles.

4) Will a laydown area be provided for the Contractor for material staging and employee parking? If so, please provide location, size, as well as parameters for delineating office. Specifically, will an 8’ tall stockage fence be required around laydown area. See attached picture. Yes, KTR needs to provide the 8’ tall stockade fence.

5) The solicitation states that the Contractor shall stop work when funerals are within the work area.

Please provide cumulative hours of delay the Contractor shall anticipate before being able to request compensation for delays. This will be decided in a case by case basis. The areas surrounded the work site are older and not a whole lot of funeral take place in those areas. It is possible that you may see one funeral every two weeks or so, but unlikely that it will cause much delays.

6) Please provide a utility map of all known utilities, including irrigation which was observed to be approx. 1’ off the walkway in the vicinity of the large pergola/amphitheater. See attached irrigation and existing known utilities drawings.

7) Please provide additional information with regards to the abandonment procedure for the electrical manhole located within the path.

a. Confirm only the frame is to be removed and the structure/lid is to remain in place. No, KTR needs to remove the frame and structure/lid.

b. Once the frame is removed, what shall be used to cover the hole? Please see 5.2 Specific tasks 2 in the SOW revised on 05/31.

8) At the Prebid meeting, it was stated that the 2’ of stone on either side of the new walkway will be changed to sod. Can you confirm this will be the case? Yes, KTR needs to place sods. Please see Exhibit #2 in the SOW revised on 05/31.

9) At the prebid meeting, it was stated that the following additional scope would be added to the project. Please confirm this via the addendum

a. Replacement of steps/apron/landing at the Pergola/amphitheater. Yes, KTR needs to replace them. Please see the revised SOW.

b. Replacement of existing aprons/landings which have concrete finish along the existing pathway. Yes, KTR needs to replace them.

c. Is the contractor to place an apron in front of the historic brick wall. No need, please place sods.

Who is responsible for relocating the two large planters adjacent to the Arlington house.

ANC will take care of them.

10) Please provide additional information with regards to Contractor’s access to ANC

a. Can the contractor escort non-badged dump trucks, delivery drivers, etc. to the work zone or does everyone need a badge who enters the facility? Everyone needs to be vetted prior to the start of the project.

b. What is the anticipated turnaround time for a badge once submitted? It will take about two weeks.

11) The limits of disturbance are not identified on the contract drawing. Please indicate maximum distance from existing edge of path that will be considered the work zone. In general, the distance is about 2 LF. In case, this is too closed to the headstones, it will be less than 2ft.

12) Field measurements were taken and the width of the gravel surface that is being demolished and replaced with concrete is greater than 12’. Please confirm that contractor is to demolish all of the gravel and replace with sod to blend into the adjacent terrain. Yes, KTR needs to demolish all existing concrete sidewalks to build 8LF wide sidewalks with 2LF wide sods on each side. But, some locations are wider than 2LF.

13) Please confirm that the Contractor will not be required to perform limb or root pruning. No, ANC will take care of those.

14) The area where work is being performed is in a high traffic area for ANC patrons and there are numerous paths and stairways that lead patrons to the work zone. The scope of work states the area of required work shall be enclosed with safety fencing and signage. Please provide additional clarification on the following:

a. Will the contracting officer require specific signs to be placed around the work area or are typical no trespassing signs acceptable? Yes, please see attached Road closure picture.

b. Please confirm that 4’ tall green mesh fencing is acceptable safety fencing. Yes, it is.

15) On page 19 of the statement of work, please clarify the following with regards to soils testing:

a. With regards to testing the subgrade after undercut is performed, what will be the process for handling failed tests due to high moisture content of freshly excavated in place soils. Will this soil be considered unsuitable and a 12” undercut will be performed?

We do not anticipate any issues with the soils but, if an undercut is needed we can make the necessary adjustments on a cases by case basis.

b. There are conflicting statements with regards to the testing frequency for new fill.

Please advise if a test is required for every 400 SF or every 1000 SF of fill that is placed.

Every 1000 SF is acceptable.

c. What is the maximum lift thickness that can be placed? 6”

d. What is the allowable percent above/below optimum moisture for a passing density test? 90%

e. Please advise if the standard or modified proctor shall be used. There is no restriction.

f. Please confirm that one sand cone will be required per every 10 density tests taken by a nuke gauge. If this is the case, will the sand cone be required each day if less than 10 tests are taken in a day. The contractor shall make the determination whether or not the sand cone will be used on X days. ANC requires for a sand cone test to be done for every 10 nuke tests.

16) Page 30 of the statement of work, second bullet point states a 20” thick base is to be provided, this contradicts the two 9” layers on page 20. Please advise which is correct. Needs total 24” thick which consist of 10” subbase, 8” base course, and 6” exposed aggregate concrete slab.

17) Please confirm the total removal depth is 24” from the top of the existing path, see third paragraph, page 21, of the statement of work. The Total thickness is 24”, so KTR needs to excavate minimum 24”.

18) NO E&S drawings are provided in the solicitation which is of concern since ANC operates under their own MS4 permit which requires strict adherence to Virginia E&S regulations. We are constructing a depressed work zone that is on the side of a hill which will result in runoff water entering the work zone. Please advise on the following:

a. Will a SWPPP be required from the Contractor. While a SWPPP is not necessary, KTR must protect any stormwater inlets within or adjacent to the project site.

b. Is the Contractor required to obtain any permits. While the project is greater than 2500 ft2, but less than 1 acre, KTR is not required to obtain a construction general permit.

c. Will E&S drawings be provided dictating where the contractor is to install specific E&S features such as silt fence, trenchless silt fence, construction entrance, and tree protection fence. While ESC drawings will not be provided, ANC requires KTR to protect ANC’s natural and historic resources. Tree protection, inlet protection, silt fence, dewatering SOP, etc., are examples of protection measures the KTR may use.

d. Please confirm silt fence be required on the downstream side of the work area. Please note that it is very feasible that the depressed work zone can fill up with water during a storm resulting in runoff exiting the site. See responses to a and c.

19) The surface finish that is being requested requires the paste to be removed from the surface of the freshly placed concrete. This results in concrete latent water being introduced into the work zone.

Please advise if Contractor is required to capture and pump water into settlement tanks or if the Contractor is only required to keep the concrete latent water from leaving the site. This issue would be addressed by the KTR in their SOP. Nonetheless, I offer 3 possible actions…1) KTR may allow to rinseate to drain into turfed areas, but KTR must be prepared to replace any damaged turf resulting in this option. 2) KTR may collect rinseate, adjust pH (if needed), pump collected rinseate thru dewatering bag (collect solids) and discharge treated rinseate to turf. 3) KTR may collect rinseate, adjust pH (if needed), pump collected rinseate thru dewatering bag (collect solids) and discharge into sanitary sewer system via mop sink or sewage pump station.

20) Please confirm no new bollards or chains are being installed. No, new one. However, ANC wants to salvage existing black chain railings with posts at the hill side and reinstall them at same locations.

21) Upon investigation, it is apparent that both legs of the existing walkway slope towards the 90 degree bend in the road creating a low point that holds water. At this location, the downstream green area is higher than the walkway and there is also a protected tree at this location. This presents a challenge since the contractor is responsible to determine the sidewalk grades which will ensure drainage. To construct a path that does not hold water, the path will need to be raised at the 90 degree bend which will require grading beyond 2’ of the path in order to blend to the surrounding landscape. We request confirmation that the contracting officer will review/approve the proposed new grading plan and contractor’s required work zone limits in order to achieve the proposed grades. ANC requires entire area to be drainable and there is no allowance for ponding problems. In the event, the grading requires beyond 24” limit, ANC will make an exception on case by case to insure adequate drainage is achieved.

22) Please advise if the bid results will be published following their submission or if the results will be held until the technical/price proposals are reviewed and an award is determined. Answer by

11. What happens in area in front of a brick knee wall near the existing house? Does this area get the exposed aggregate sidewalk? Sodded? Please place sodding.

12. Will water be available at the site for use by the contractor? Yes, any utilities in the vicinity can be used by the contractor. This does not include the utilities found on Park Services property.

13. Is there a specific sod supplier that the contractor is to use? There is a specification for the sod in the SOW.

14. Will the owner be providing control points for a surveyor? ANC has the existing elevation for the corner of Sheridan and Lee drive. We will make that information available to the contractor.

15. SOW (page 31) mentions ‘New Pad, Bench & Trash Receptacles’ plural. What will be the quantity of each new pads, benches and trash receptacles? There is a pad, a bench, and two receptacles.

16. Do exiting headstones and markers in the work area need to be protected? If so, what method of protection is required? At a minimum the contractor shall cover them up with white/clear plastic to prevent dust from sticking to it

17. Will Engineering drawings be required for this project? If yes, will a stamp be required by a professional engineer? No need for drawings and a stamp.

18. Will As-built be required for this project? If yes, will a stamp be required by a professional engineer? No need for stamp drawings.

19. At the intersection of the asphalt and concrete, should we maintain the flare on the right side as it is? Yes, please.

The black metal fence IAW ANC Lee Drive Project #W91QV1-22-R-0065 will be removed and replace following the new sidewalk installation.

Question: will there be a requirement to repaint the black poles and chain before installation? There is no requirement to paint them, unless they were damaged by the contractor during removal or while under the contractor’s responsibility. Poles should be in the same conditions or better at the completion of the project.

The manhole cover and associated infrastructure frame, which is non-operational will be demolished and removed IAW ANC Lee Drive Project #W91QV1-22-R-0065.

Question: Are the manhole schematics available to identify the extent of the underground frame? This information is required to determine the level of equipment required for the demolition. ANC does not have the schematics for the manhole.

The new sidewalk IAW ANC Lee Drive Project #W91QV1-22-R-0065, adjacent to the historic brick

Question: may we bring the new sidewalk within an inch of the historic brick wall or will SOD be used?

ANC wants to sod in front of brick wall.

Carolina Group Properties has the following questions in regards to the above-mentioned project.

* Could the government provide clarification on the maintenance of the grass in the work area?

During the construction, KTR’s responsibility is to maintain the grasses inside of the work area.

* Is the contractor to provide maintenance of the grass in the work area during construction or is the contractor to provide maintenance of sod/grass after construction, and for what period of time?

During the construction and after the construction, KTR’s responsibility is to maintain the grasses inside of the work area until the new sods has been stabilized.
