Requests for Information #2

Facility Management for Building 1520

(Ft Detrick)

1) The line item for contract labor reporting says the work starts in 2013. This seems to be in error. Please confirm contract start date.

a. Not finding any reference to 2013. Please specify which section you’re seeing this year in as work will begin in September 2018.

2) Paragraph 1.6.12 asks for a Contract Manager to be available 7 AM to 6 PM. Please confirm whether this person is required to be on site at all times.

a. Contract Manager does not need to be on site; needs to be available by phone or email.

3) Re: Technical Exhibit 4... please confirm the NTE 50 hours is to be covered in the overtime line item rate.

a. Yes, NTE 50 hours (per option year; this will be 25hrs for the base period which is 6mths) is to be accounted for in in the additional hours / overtime CLINs.

4) The PWS still has the word "draft" embedded. Will you be issuing a finalized PWS?

a. The PWS will be finalized once all RFIs have been clarified and any necessary additional verbiage has been incorporated into the document.

5) Re: PWS 1.6.18... please confirm that we don't need to consider phase in/out activities.

a. Phase in / Phase out activities are *NOT* necessary

6) Who is the current incumbent and what is their contract number?

a. Answered in RFI #1 document – this is a new contract. There is no incumbent KTR.

7) Re: PWS 5.14... the first sentence refers to 35 hours. This relates to when the overtime will be paid. Please confirm whether the overtime will be paid in excess of 35 hours in a week, not 40 hours in a week. It appears the typical week is only 35 hours. Please clarify.

a. The contractor will utilize the "flexible" 5hrs in their schedule to cover meetings that might take place outside of their normally scheduled 6hrs per day. Additional hours will be paid whenever the Contractor exceeds their minimum weekly hours (35) due to events taking place in the classrooms / auditorium. Overtime will be paid whenever the Contractor exceeds 40hrs for the week.

8) The PWS duties appear to require more than one person. Technical exhibit 4 is only requiring one individual or the 1700 hrs. Please confirm how many full time personnel you're looking for.

a. The workload of the daily tasks will not require more than one staff member to complete. The staff member selected must be able to complete all aspects of the position including the user-level IT and support aspects.

9) Is there a weight requirement for how many pounds the contractor may be required to lift or push as it concerns the auditorium?

a. Maximum weight to lift the second row of bleachers is 50 lbs.

10) Would the alternate and Contract Manager be required to obtain the favorable T-1 NACI to work on this contract in addition to the Facility Support person as well? Please confirm that a Secret or Top Secret clearance is not a requirement of the Contractor for this contract offering.

a. These positions would only be required to have T-1 NACI if they will actually be performing the tasks identified in Part 5 of the PWS.

11) Is it anticipated that the Facility Support person already possess this T-1 NACI clearance and would that have a bearing on the favorability rating for the proposal evaluations?

a. We do not anticipate the facility support personnel will have the T-1 NACI already in possession. This would not affect the proposal evaluations.

12) The PWS states that the Contractor shall provide a Safety and Health Plan to the COR 15 days prior to the commencement of physical on-site work. Are there any specific guidelines or guidance for this Safety and Health Plan other than the EM 385-1-1 reference in the PWS?

a. After further review by the Safety Manager, the Safety Plan is not required and this portion is removed from the PWS.

13) Is there a preferred or acceptable Army approved Quality Control plan format required for submission with the proposal?

a. No – each vendor has their own standard Quality Control plan and they can tailor it to reflect the specifications of this project.

14) Reference Item 0003 on page 4 of the RFP--For pricing is shows 50 hours for the base year which is only 6 months--I believe to be consistent it should show 25 hours for the base year pricing for the Additional hours. I believe you show it correctly in the text but not under Quantity for that item number.

a. Thank you for pointing this out. This is incorrect and has been changed 25.

15) Under pricing for the Additional HRs/Overtime Support Base, it asks for pricing for all coverage hours for the week exceeding the 35. For payroll pricing purposes, over 40 hours in a week constitutes overtime. Also, there are additional payroll costs for weekends and holidays (Time and a half and Double time wages for example). How should we show these variables in pricing under those line items?

a. The wording in the PWS has been altered. There will be additional CLINs in the contract for these hours. One for “additional hours” and one for “overtime hours”. Hours exceeding 35hrs in the week will be charged to the “additional hours” CLIN at straight pricing. Hours exceeding 40hrs in the week will be charged to the “overtime hours” CLIN at time and a half. Approval from the COR (in writing) that these hours are necessary must be obtained before these CLINS may be utilized. The requirement for possible weekend hours (both Saturday and Sunday) has been removed.

16) Do you expect that the Facility Support personnel position selected will be listed in the SCA Wage Determination provided or is that WD provided as a guide and minimum requirement under this contract offering?

a. The WD provided is a guide and minimum requirement under this contract offering.
