Requests for Information #1
Facility Management for Building 1520
(Ft Detrick)
1) Can you tell me if these services are currently being performed by a contractor? If so, could you please provide the incumbent name as well as the contract number?
a. This is a new requirement for services and, therefore, no incumbent contractor or previous contract number
2) The instructions (Sections L) & details on the Evaluation factors (Section M) appear to be missing from the solicitation, will you please include these sections?
a. The Solicitation is updated to include this information
3) Please provide the level / type of background or security clearances required for the staff.
a. This information has been incorporated into a new PWS and attached to the solicitation. The highlighted portions of the PWS are the changes from the previously posted PWS.
b. Security information has also been added as a separate attachment in the Solicitation
4) Does the government have a matrix indicating the level of staffing expected or is that for the contractor to determine and propose?
a. One person, but need an alternate person if that individual takes leave.
5) Are there specific requirements for the # of personnel to work at the scheduling desk at all times?
a. No, patrons can leave a message on the phone and calls may be returned.
6) What are the hours of operation expected for our staff?
a. The Contractor must be present in the building thirty (30) minutes prior to and for the complete duration of an event taking place in the building. Their business day may start no earlier than 0700 and no later than 0830 each day (Monday - Friday). The building will be staffed for a minimum of six
(6) hours each day and for a total of thirty five (35) hours each week. This will allow the Contractor the flexibility of five (5) hours each week to "float" for meetings that might occur outside their chosen/regular six hour schedule before needing to utilize the "additional hour" CLIN. Employees will take their 30 minute lunch period within the hours of 1130 - 1300. Employees may take a 60 minute lunch period but must extend their normal workday by an additional 30 minutes at no cost to the Government. If scheduled events in the building require the Contractor to be present more than 35 hours per week, note section 5.1.4. (Support After Base Coverage Hours Are Exceeded And Weekend).
b. The updated PWS (attached) now reflects this information as well (Highlighted)
7) Is there a particular event scheduling software provided by the government, if so, what is the name of the product(s)?
a. Share Point--government will provide training
b. The updated PWS (attached) now reflects this information as well (Highlighted)
8) Clarify Type of Proposal, Best Value or LPTA? The language is slightly contradictory on the exact method of evaluation being used?
a. LPTA – The Solicitation is updated to include this information
9) Will there be an extension on the response date? Since the walk through is on Monday and the proposal is due
4 days later, I can only imagine that there will be additional questions asked by offerors that will need to be further clarified by the Government following the Site Visit.
a. At this time, the submission date will not be extended. Due to the fact the end of the fiscal year is upon us we will need proposals submitted at the earliest possible date. The closure of the Soliciation will be adjusted, however, if answers to any additional RFIs cannot be clarified by the Government in a timely manner.
File details come from the government source that posted it.
