Questions and Answers

W91QV1-16-R-0117, Consolidated Chemicals, MICC-Fort Belvoir

Question #1

I noticed in the solicitation document (PWS Item 2.7.2.3 "Poly-Aluminum Chloride") that the aluminum concentration expressed as % AL2SO3 shall be greater than 12%, basicity shall be greater than 70%, and sulfates expressed as % SO4 shall be 1.7% minimum. While our product, the DelPac 2020, does have a basicity above 70% it's aluminum concentration expressed as %

AL2SO3 is 10.5% +/- 0.5 and SO4 % is 1.5 +/- 0.5.

Thus, I wanted to inquire about whether we can bid the DelPac 2020 for this bid without being thrown out. While it doesn't expressly meet the requirements outlined in the solicitation, we do have another product that more closely mirrors the product requested in the spec, however our data from testing has shown that the DelPac 2020 outperforms both it and the current competitor product in use at the plant.

Answer #1

All offerors must meet the requirements of the PWS and an exception cannot be made for any particular offeror on any of the products. Your offer is required to meet the solicitation requirements.

Question #2

In order to be eligible to be awarded this bid, are we obligated to bid on 100% of the line items requested or are we able to bid selectively on only the ones we are capable of servicing? For example, while we can bid every line item requested for the Water Plant we cannot offer a number of other line items that are requested such as CLIN 3001 for "Scale Inhibitor

Copolymer". If we aren't able to bid every line item requested, does this mean we would be thrown out for not submitting a "complete proposal"?

Answer #2

As the evaluation criteria states, the Government will award one contract resulting from this solicitation to the responsible offer whose offer conforming to the solicitation is the lowest. Therefore, each offeror shall propose for ALL line items in the solicitation (i.e., CLINs 0001-4008) in order to be eligible for award.

Question #3

Were any questions asked regarding this solicitation, and if so, have the answers been published yet?

Answer #3

There have been two questions submitted and the questions and answers are published in this amendment.

No more questions will be answered for this solicitation
