1. On the Technical sheet provided it does not specify what type of elevator controller is in each building other then the OEM, Traction or Hydro, and if it’s a Passenger or Freight. Can this information be provided?

We do not have a list of controller types. There was a site visit on 2/16/22 which provided an opportunity to see controllers.

1. Also, I believe the solicitation is requesting that we cover the software and obsolete parts? If so, could we be provided with the OEM Controller Type and Install Date to make this possible?

There are no list of controller types.

1. Is it possible to receive a list of Modernizations and Repairs from 2017 to present?

We have not had any Mod's from 2017 to present. All elevators are operational. Repairs made over the last five years have been standard repairs an elevator company would expect.

1. Is it possible to receive the Controller year/ Install year for the inventory list since there will be no site visit scheduled?

There are no list of controller types.

1. On page 8 of the SOW it states that “Contractor shall perform all repairs and provide all parts that are incidental to normal continuous and safe operation of the listed elevators”. On the Technical sheet provided it does not specify what type of elevator controller is in each building other then the OEM, Traction or Hydro, and if it’s a Passenger or Freight. Does this mean we have to cover the software and obsolete parts? If so, its important to know the OEM Controller Type and Install Date.

There was a site visit provided. All parts are included on this contract.

1. Are there any outstanding deficiencies on the inspection report?

No, there are no outstanding deficiencies.

1. Are there any units shut down now for outstanding deficiencies?

No, there are no units that are shut down.

1. Are there any units shut down now needing repairs?

No, units needing repairs.

1. Also, will Technical Exhibit 7 be included in amendment 02? This was mentioned a few times in Technical Exhibit 1.

Yes, the Technical Exhibit 7 will be included in the amendment.

1. “The Contractor shall ensure an Elevator Technician is on site from 8:00 AM until 4:30 PM Mondays, Tuesdays, Thursdays and Fridays.” Can you please clarify this is correct? The schedule is listed in the Annex A PWS in section 2.2.3.2.

1. How often will preventative maintenance be required on each unit? Monthly, quarterly, etc.

1. Will this contract only cover planned maintenance/service visits, or are all call-outs during regular hours included as well? Is the service provider responsible for materials for breaks/repairs, or is that an extra charge to the purchaser?

1. If there is a resident technician, is he only to perform maintenance? Or is he allowed to respond to calls/make repairs?

1. Is the annual and/or five-year testing included?

1. Are there any required response times?

1. For building 8130, it lists 4 units and says traction and hydro. Please clarify how many of each type of elevator are in this building.

3 traction, 1 hydro.

1. For building 11200, it lists 6 units and says traction and hydro. Please clarify how many of each type of elevator are in this building.

4 hydro, 2 traction.

1. If material and labor for call-outs and repairs are included, is there any obsolescence clause in-case material can’t be sourced for a repair?

All repairs are included.

1. If material and labor for call-outs and repairs are included, is there any clause that calls related to misuse/abuse/vandalism are not covered?

All repairs are included. See Annex A PWS in section 7.1.1.41

1. Please provide us with the last two years of inspection reports.

They are not part of the PWS. Inspection reports are kept at DPW O&M office. The reports will be available to the winner.

1. How many call backs have you had in the past 6 months?

This list does not exist.

1. Do you keep a check in and check out sheet for the mechanics who are entering the base? If so can you provide us with the time and hours they are in.?

DPW does not operate base entrance.

1. Will the mechanic be able to enter the base through their ID like the vendors did for the bid meeting? If so will they have access through the ID for the full five year term or will they have to do a monthly renewal?

The COR will coordinate with the mechanic to gain base access.

1. What is the current billing rate /mo.?

Current contract code is available to the public on SAM.gov.

1. How much have you spent outside of the maintenance contract?

This solicitation covers this contract only.

1. How many major repairs have you had over the last 12 months?

We do not categorize repairs.

1. How many units are overdue in testing?

All inspections are current.

1. What are the expectations for the new vendor after a job is identified as deficient in the first 2 weeks?

All elevators are operational. There are no deficient elevators.

1. Are clarifications allowed to be submitted w/ our bid?

No you cannot submit clarifications with your bid, but if we have questions on your bid we will ask for clarifications. FAR 15.306(b)(2) & (3)

1. Is travel time included in the contract?

Contractor is responsible for travel to Ft. Lee

1. What are the expectation response time with the given RFP due date and the given answers to the questions?

15 days were given for questions.

1. Are you wanting a standby mechanic?

See Annex H section 2.25.2 under Emergency Service Calls.

1. What is the process for the mechanics that are not the normal route/standby mechanic when it comes to overtime?

There is no overtime.

1. In Technical Exhibit 6 in the health clinic building and the DeECA building can you differentiate how many elevators are Traction and how many are Hydraulic (how many of each?)

For the Health Clinic 3 traction, 1 hydro. For DECA 4 hydro, 2 traction.

1. In Technical Exhibit 6 in the Food Service, Health Clinic, Deca, Logu and Cohen hall buildings can you differentiate between Passenger and Freight elevators (how many of each)?

One (1) freight in each.

1. How many floors does each elevator service?

All floors of each building.

1. Does the base utilize TPQEI inspectors or have their own inspectors that witness all CAT 1 and CAT 5 testing?

Inspection requirements are in the TE 1 Annex H PWS section 2.25.1.

38. Please confirm that the inspector’s fees are paid for by the Government and not the Elevator Contractor.

Inspections are part of this contract.

39. Page 2 – Facilities Access – Please confirm that fire suppression and detector systems are not the responsibility of the Elevator Contractor. These systems only provide a signal circuit that the elevator utilizes to initiate functions within Phase I Firemans service.

Fire suppression and detector systems are covered by the fire systems contract.

40. Page 3- Hours of Operation – Please confirm that this paragraph only requires an elevator technician to be on base for 4 days of the week as stated between 8:00am and 4:30pm and no other days.

The schedule is listed in the Annex A PWS in section 2.2.3.2.

41. Is there an Elevator Shop and main parts storage area designated for the elevator technician during the 4 days per week where the technician can do follow up paperwork, receive and store parts and rebuild parts? Note: Item 002AC requires a price for 20,0000 parts. Where are these parts stored now?

There is no storage for elevator parts on FT. Lee. There is no office space provided for elevator technicians.

42. Does the base utilize an elevator monitoring system that remotely collects data to oversee each elevator such as Campus View? This saves time if we set up properly.

No, the base does not utilize an elevator monitoring system.

43. How are obsolete items to be addressed? Normally if a part is not available from the original manufacturer, SEES or Adams or it is over 20 years old it is a candidate for obsoletion and the component upgrade and labor is excluded from the monthly PM and paid for by c/o or accepted proposal.

There has been no issues with getting parts to date.

44. Page 19 – Completed Work and PM a Tag/Log – By the description of the PWS it appears that PM cards are used and tags are placed on components. Would it be acceptable to utilize a standard but specific check chart with the frequencies clearly identified that can be checked off and dated to identify these specific tasks and frequencies? This is also a Code requirement along with oil loss, fire service test logs, MCP’s, test tags and testing forms.

45. SECTION SF 1449 – Page 3 through 24 of 28 were supplied – Is there a guide that lists what is being priced?

No

46. Is there a stated Basis of Award within the PWS?

See the evaluation factors.

47. Can you supply the prior 2 years cost for each of the categories listed in section SF-1449?

The current elevator contract amount is available to the public on SAM.gov.

48. Attachment TE 1 – Paragraph 2.25 – What company witnesses the elevator testing that is performed by the elevator contractor now?

This is an independent company not provided by the government.

49. Paragraph 2.25 states that the TE 6 lists escalators. The list provided does not identify any escalators. Does the Base have any escalators, if so how many, what model and which buildings are they in?

No, the base does not have escalators.

50. Annex H – Emergency Service Calls – The response time is 4 hours. Does this apply to Wednesdays, Saturdays, Sundays and Holidays?

The Contractor shall provide emergency service after normal working hours seven (7) days a week including holidays. Calls will be made by the COR or the Fort Lee Designated Call Center for service required after duty hours. All service calls after normal duty hours and on weekends and holidays are Emergency Service Calls. See Annex H Emergency Service Calls.

51. Is there a place within the Bid/Pricing pages to identify the various rates for 1 man and team rates?

No, this is Firm Fixed Price.

52. Please confirm that calls related to abuse, misuse, vandalism, force majeure are excluded from the PM monthly cost.

All repairs are required. See Annex A PWS section 7.1.1.41

53. Are there wiring diagrams for each elevator? If not will the Base reimburse us for missing wiring diagrams that are available?

The contract includes parts.

54. Are all CAT 1 and CAT 5 tests current without any outstanding deficiencies?

All required inspections are current. All elevators operational.

55. Please confirm that cab ceiling, machine room, hallway lighting to establish and maintain or exceed the minimum candle foot power lighting requirements are “by others”.

Cab ceiling lighting in the elevator is included in this contract.

56. Will there be an opportunity to survey each elevator and supply a list of recommendations and deficiencies within 60 days after the contract start date to prorate or exclude items that are not code compliant or we identify as being prone to failure but upgradable to improve reliability?

No, there will not be an opportunity to survey.

57. How are proprietary items such as software, suspension belts, control boards, belt monitors, RAM chips, E square proms, firmware and chips that are fashioned/designed to be only obtainable through the OEM and are billable regardless of which Elevator Company provides the PM service, MRL machines treated since they are only available through the OEM and are historically obsoleted in many cases before they are even installed thus leaving the purchaser with no alternative except to pay an exorbitant cost to obtain a new component to return the elevator to service. These are normally excluded due to their proprietary design and unavailability to the open market. All parts are included in this contract.

58. In the list of excluded items please confirm if car fans, cab flooring, door panels, elevator phones, cab ceiling lighting, protective pads, cleaning of cab interior, UPS systems, ATS systems, batteries, heat and smoke sensing devices, shunt trips, sprinkler heads in the hoistway, handrails, removable panels, door frames, cover plates, peripheral devices such as card readers or other access controls, pit pumps, oil minders and alarms, Fireman phones, intercoms, music systems, medial displays and climate control are able to be added to this list.
