About this file
This document is a Questions and Answers file for solicitation W91QF4-25-B-A015 for a Perimeter Fence Clearing and SAAF Brush Mulch project at Fort Leavenworth. The contract involves clearing vegetation along a fenceline, with specific requirements for handling trees, branches, and vegetation. Contractors are permitted to use approved herbicides (Glyphosate, 2-4-D, and Triclopyr) and must remove all vegetation growing in the fence, fence fabric, posts, and gates. Work hours are limited to 7:00am - 6:00pm Monday through Friday, and contractors must coordinate with the Contracting Officer's Representative (COR) for any scope changes or work outside standard hours.
Key operational details include using roadway protection devices when crossing paved surfaces, contacting Kansas One Call for utility locates, and following specific mulching and disposal guidelines. Trees overhanging the 10-foot work area should be partially cleared, with larger pieces taken to a tree dump at Sherman Army Airfield. The project is a firm-fixed price contract, and any scope modifications will require a Contract Modification. Contractors are responsible for equipment security and must be prepared for intermittent access and potentially challenging terrain along the perimeter.

W91QF4-25-B-A015 Perimeter Fence Clearing and SAAF Brush Mulch Questions and Answers
1. Is the fenceline material to be mulched also or cut and piled?
ANSWER: The vegetation, leaves/vines, should be chewed up by the machine clearing. If there are trees and branches, they will be hauled to the tree dump at Sherman Army Airfield (on Fort Leavenworth) to be ground up with the rest of the trees to be mulched. Any wood not able to be reduced to the required size, stated in the Statement of Objectives (SOO), will need to be hauled off and disposed of off Fort Leavenworth by the contractor.
2. Is any burning of brush permitted?
ANSWER: No.
3. What would you like us to do about damage that is to the fence prior to us getting to it?
ANSWER: Contact the Contracting Officer’s Representative (COR) with the location so it can be documented.
4. What would you like us to do about damage that we may have caused?
ANSWER: Reference FAR Clause 52.236-9 in the Solicitation (Invitation for Bid) where full text can be found at https://acquisition.gov.
5. Can we use a herbicide and let the vegetation die on the fence? If so, what herbicides are acceptable? Does it still need to be removed?
ANSWER: Yes, Glyphosate, 2-4-D and Triclopyr are approved on post. Per the Pest Management Plan, “The applicator needs to be licensed by the state of Kansas in the category that applies to the control of weeds. A copy of the license of everyone applying herbicide will be submitted to the COR. The contractor will submit herbicide labels and SDS to the COR for approval prior to use. Contractor will fill out a 1532 (pesticide record) monthly. They will need to follow label directions for PPE requirements such as long sleeves, gloves, eye protection etc. They will need to have a spill plan.” Per the SOO, all vegetation will be removed “Remove any vegetation that is growing in the fence, fence fabric, posts, and gates.”
6. What is the process for anything that would change the scope of the contract such as mowing a bigger area?
https://acquisition.gov/
ANSWER: This is a firm-fixed price contract, and therefore, any changes to the scope of the contract will be issued by the Contracting Officer via Contract Modification whereby the contractor would have an opportunity to price any proposed changes to the contract.
7. If there is a tree that is overhanging into the 10 foot area, do we take the tree down? Is it ok to mulch the tree where it lands?
ANSWER: No, not the whole tree, just what is in the 10’ area. If the machine that is clearing the ground vegetation can grind and disperse the mulch evenly then yes. If the pieces are too large, then they will need to be taken to the airfield and mulched with the rest of the limb/trees.
8. What working hours are approved on site?
ANSWER: 7:00am – 6:00pm Monday thru Friday (Except for designated Federal Holidays).
9. Are we permitted to work from dark to dark, or is the standard 30 minutes before sunrise and 30 minutes after sunset?
ANSWER: Accommodations to work outside of scheduled hours would have to be approved prior to work from the Contracting Officer in writing.
10. Are we required to implement dust control measures during operations?
ANSWER: No.
11. Is traffic control required for this project?
ANSWER: Yes, if the traffic will be impeded for any periods to exceed 30 minutes. Prior coordination for equipment delivery that may impede traffic will have to be coordinated through the COR.
12. Will signage be necessary along work areas?
ANSWER: Signage will have to be approved via “Submittal.”
13. Will the scope of work require crossing paved roads?
ANSWER: Yes, and roadway protection devices must be used when crossing paved surfaces.
14. Is there an interior perimeter road or trail that allows access for daily servicing of equipment?
ANSWER: Intermittent access along the perimeter.
If not, will we be required to track equipment out to an open area near a road?
ANSWER: You will be allowed to leave your equipment overnight. The contractor will be responsible for the equipment security.
15. How rocky is the area?
ANSWER: Most areas are rock free. In a few spots, rocks have been added for drainage.
16. Are there any creeks, wet weather draws, or similar features that pose challenges for crossing?
ANSWER: The awardee needs to expect less than ideal terrain at various access points along the perimeter.
17. How close will clearing operations bring us to structures, homes, buildings, utilities or communications equipment?
ANSWER: The contractor is required to contact Kansas One Call at 811 to coordinate locate requests.
18. Will a designated staging area be provided?
ANSWER: No.
19. Our equipment includes steel-track machines (e.g., bulldozer); are there restrictions or requirements for staging such equipment?
ANSWER: Roadway protection devices must be used when crossing paved surfaces.
20. Concerning phasing the project. Is it possible to break this up into three or four phases and once those phases are complete that portion would no longer need to be maintained by us?
ANSWER: See Section H-4 PRECONSTRUCTION CONFERENCE in the solicitation. Prior to any work being performed, the contractor will provide a Proposed Project Schedule of Performance.
21. Is it possible that once the contract starts, should there be a storm where you need to add considerable lambs and trees to the mulching pile that those be placed in a separate area? There’s a concern over the amount of debris needing to be mulched increasing throughout the project.
ANSWER: Yes. Once the contract starts, the only limbs/trees that will be added to the pile are what is being cleared by the contractor.
