About this file
This document is a set of Questions and Answers related to Solicitation W91QF4-24-R-0007 for lightning protection system (LPS) inspections and testing at facilities on Fort Leavenworth.
The key details are:
- The solicitation requires testing of individual LPS components, including resistance and continuity measurements, to ensure system functionality from aerial strike points to ground.
- Several facilities identified in the original requirements, such as the control tower and a smokestack, no longer exist or do not have LPS, so the requirement has been revised.
- Accessing some grounding systems may be difficult due to their location, so alternative testing methods focusing on component-level measurements may be accepted.
- The government prefers isometric drawings, but will accept orthographic drawings for more complex facilities.
- The contractor is only required to show entry and exit points on the drawings, not the full details of the grounding system.

Questions and Answers – W91QF4-24-R-0007 LPS
1. CLIN #0002 States – “Resistance Testing with Ohm reading on each component from Aerial Point to all Ground Points. Provide a detailed line-item cost of repairs by building.” Appendix D of DA PAM 385-64 defines the lightning protection testing methods/procedure. It implies the connectors are not tested individually since they are in the path between the air terminal and ground. Please clarify item #2 testing requirement.
DPW Response: Each individual component of each light protection system shall be tested individually, and the resulting resistance measurement reported to ensure system wholeness and functionality through the component and from strike point (aerial) to ground.
2. The 132- Hangar & Control Tower are listed on TE-B but are not included on TE- A. It also appears that the airfield control tower no longer exists and the hangar does not appear to have lightning protection. Please clarify if inspection of this facility is required?
DPW Response: The control tower no longer exists and will not be added back as of this time. TE-A has been revised.
3. The stack at the Envision Xpress facility also no longer exists and the adjacent building does not have lightning protection. Please clarify if inspection of this facility is required?
DPW Response: The smokestack has been taken down lower than the Hight of the building. No longer needed for LPS purposes. TE-A has been revised.
4. The contract wording (CLIN #0002) calls out continuity (bonding) measurements between the LPS and the grounding system but does not specifically call out measurements of the grounding system. Are earth-resistance measurements of the facility grounding systems required?
DPW Response:
The continuity test is for the cabling system on the facility itself. As far as the earth resistance yes, we need measurement numbers on them.
5. The grounding systems on most facilities do not appear to be accessible (no test wells are installed), with many of the down-conductors are routed through concrete/paved surfaces. Given the lack of access to the grounding systems, are bonding measurements from the air terminals to the down-conductors sufficient?
DPW Response: If the ground terminals/rods/loops are not accessible, the component measurements will suffice and continuity/resistance measurements through strike point, to ground from accessible components. Several of our buildings in the corrections complex area have ‘through roof’ systems, where the metal roof is a component of the
LPS.
Questions and Answers – W91QF4-24-R-0007 LPS
6. The heat stack in the old Fort area is in a very dilapidated condition. Large sections of the structural iron banding have crashed to the ground below and the anchors for the man ladder are pulling free from the brick/masonry. Based on these observations, the stack cannot be safely climbed. Further, the pavement in proximity to the stack is not structurally sufficient to support the weight of a very large boom lift (or crane with a man basket). Are there means to safely access the air terminals at the top of the heat stack to perform the required inspections and bonding measurements?
DPW Response: We concur that that the tower may not be climbed and that a standalone man lift will be required for any work to the tower.
Separately, the pavement is sufficient to support any crane or lift that would be required to lift personnel up to the top of the stack.
7. Is there internal facility access to the air terminals atop the clock tower on the CAC HQ building? Due to the height of the tower and the horizontal distance a lift or crane must be positioned from the building, accessing these air terminals externally is problematic.
DPW Response: The south parking lot of the CAC Headquarters can be made available with advance notification to position a lift. The coordination requirements are listed within the PWS for the Provost Marshall and the CAC Building manager.
8. Are there plan view drawings that can be shared for the facilities to be inspected (particularly the larger buildings)?
DPW Response: None at this time.
9. For the drawing requirements in the statement or work, is it acceptable for the contractor to provide an overall roof plan view (and elevations) instead of isometric drawings? This is particularly applicable for the larger buildings with significant roof-mount infrastructure (i.e., the buildings within the prison area). In these cases, many isometric drawings will need to be generated from different views in order to show the full extent of the LPS.
DPW Response: Isometric drawings are preferred however, orthographic drawings for the more complicated structures.
10. Is the contractor required to show down-conductors, through-roof bonding connections, and grounding locations on the submitted drawings?
DPW Response: Entry and exit points only on drawings, testing can be performed through roof or from exposed component to earth or next exposed component.
