FBO Solicitation W91QF419Q0019 Boiler Chemicals (previously issued as W91QF419Q0017) Vendor Questions and Answers from 28 March 2019

1. Verify that the UFGS Boiler Water Treatment Regulations have been provided as a reference only when preparing the bid.

1A. The UFGS Water Treatment Regulations prescribe the minimum standards required for installation of new systems, maintenance of existing systems, and chemical treatment of water for HVAC Systems. The regulations are provided for three purposes:

(1) For reference when preparing your bid

(2) To provide the minimum monthly reporting requirements (see Subsection 3.5.5 Quality

Assurance Testing)

(3) To provide a means by which contract performance will be measured.

2. When submitting the bid, the price and estimated quantities (volume/weight) are for (1) 8,000 gallons of make-up for the tower for the tower chemicals, (2) 8,000 gallon closed loop system for the closed loop chemicals, and (3) 8,000 gallons of softened make-up for the steam boiler chemicals. Note: These estimates may vary based on certain conditions. For example a dosage of biocide might need to be increased based on changing conditions and biological load.

2A. (1) As indicated in Exhibit A Listing of Facilities and Equipment, the cooling tower systems contains approximately 8000 gallons in total, so the bid should provide the type of chemical, unit size (i.e. 55 gallon drum, 10 pound bag, or the like), price per unit, and estimated number of units to treat the 8000 gallons in the listed cooling tower systems for each year under optimal conditions. It is understood that the amount of required chemicals may vary based on other than optimal operating conditions.

___(2) Closed loop systems should be considered treated. As the volume of each closed loop is not available, bids should provide the type of chemical, unit size (i.e. 55 gallon drum, 10 pound bag, or the like), price per unit, and estimated number of units to maintain appropriate water quality for 8000 gallons of treatment for closed loop systems for each year under optimal conditions. It is understood that the amount of required chemicals may vary based on other than optimal operating conditions.

___(3) Steam boiler systems should be considered treated. As the volume of each boiler is not available, bids should provide the type of chemical, unit size (i.e. 55 gallon drum, 10 pound bag, or the like), price per unit, and estimated number of units to maintain appropriate water quality for 8000 gallons of steam boiler treatment for each year under optimal conditions. It is understood that the amount of required chemicals may vary based on other than optimal operating conditions.

3. (1) Are the facilities and equipment listed in Exhibit A provided as a reference only to determine what chemicals are required to bid? (2) Are you wanting annual estimated cost/quantities for each chemical required to treat equipment in all listed facilities?

3A. (1) The facilities and equipment listed in Exhibit A are provided as a reference to determine which chemicals to bid. Therefore, we have requested bids to treat or maintain 8000 gallons per year for each type of system in order to have a consistent means of evaluating quoted prices.

___(2) In addition to bids to treat or maintain 8000 gallons per year for each type of system, please provide your best estimate for the total volume or weight of chemical required for the systems described in Exhibit A under optimal operating conditions. It is understood that without further specifications related to system volume, it may be difficult to provide reasonably accurate estimates of annual chemical usage. Therefore, these estimates will not be used to evaluate quotes, but will provide an initial basis for budget planning.

4. When preparing the bid should we print the PDF and fill out accordingly, or is there a way to interact on-line?

4A. Exhibit A and an example format for quotes has been uploaded to the solicitation on FBO, and emailed to potential offerors. Please submit quotes for chemicals via email on the provided Excel form or similar. Quotes for the cost of equipment to be installed may be submitted on the form commonly in use by the offeror for this purpose.
