Q&A Directorate, Public Works Requirement for Boiler Chemicals BPA

Solicitations W91QF19Q0017 and W91QF419Q0019

Response to Vendor Questions from Site Visits on March 7 & 8, 2019

1. Can the currently installed equipment be used if a new vendor is selected?

1A. No. The vendor selected for this requirement must provide the necessary equipment to meet the performance standards. All equipment required for automatic feed of boiler chemicals will be supplied and maintained by the awardee at no cost to the government.

2. What is the water source for the chilled loop makeup?

2A. Leavenworth City Water

3. Are there any towers with softened makeup?

3A. No, water softener is not used.

4. What are the cooling tower layup procedures?

4A. The current layup procedure consists of adding bio detergent, biocide and a rust inhibitor.

5. Are Corrosion Coupon Racks available on any tower and/or closed loop systems?

5A. The use of anodes (metal corroded test plates), as a tool, to gauge the effectiveness of the chemical treatment is not a practice that is currently being utilized at Fort Leavenworth.

6. What size are the filters in the pot feeders?

6A. Filters will be purchased by the government and therefore will not be within the scope of this agreement.

7. What is the volume of unused chemicals, by type, at each location?

7A. The two mechanical rooms that were visited as site examples (building 77 and 120) are accurate examples of the amounts of unused chemical that are on hand in each of the buildings with steam boilers or cooling towers.

8. Will the government provide the Safety Data Sheets for the chemicals that are currently in use?

8A. No.

9. Will the government provide copies of the current monitoring reports?

9A. No.

10. What are the current reporting standards?

10A. The current reporting standards consist of an Excel spreadsheet detailing adherence to industry standards, delivered via email within 72 hours of the monthly collection of samples.

11. Will the untreated closed loop systems be within the scope of work of this agreement?

11A. We have no authority to guarantee any treatment, of the currently untreated closed loop systems, in the timeframe of the BPA.

12. What is the size of each chilled loop?

12A. We cannot accurately estimate the gallon size of the closed chilled water loops. They should be considered as treated and only require chemical to maintain treatment.

13. What size is the geothermal loop?

13A. We cannot accurately estimate the gallon size of the closed geo thermal water loops. They should be considered as treated and only require chemical to maintain treatment.

14. What is the recirculation rate for each chiller?

14A. We cannot provide an accurate recirculation rate for each chiller.

The following questions are addressed in Table 1 (attached):

15. What is the tonnage for each chiller?

15A. The tonnage of the chillers that have cooling towers have been added to Table 1 (attached).

16. What is the sump capacity of each chiller?

16A. We cannot provide an accurate sump capacity for each chiller. We have included an approximate number of gallons for each condensing water tower system as well as the manufacture of the tower in Table 1 (attached).

17. How many months out of the year is each cooling tower operated?

17A. Usage for the towers have been noted in Table 1 (attached) as year round or summer. Year round is self-explanatory. The buildings designated as summer vary in startup and lay-up dates but typically run for 5-7 months a year.
