About this file

This document contains a set of seven technical and procedural questions for a dust collection system project at the Army Heritage & Education Center's Wood Shop in Building 952 at Carlisle Barracks. The key technical questions focus on clarifying airflow system requirements (specifically whether the design should be for 3895 CFM or 2500 CFM), confirming the specifications of a 12" gravity Backdraft Damper, and determining its compliance with NFPA 69 standards for combustible dust systems. Additional administrative questions seek to identify the point of contact at the Carlisle Barracks Department of Public Works (DPW) for permitting and inspections, confirm the Authority Having Jurisdiction (AHJ), and determine whether the project is subject to prevailing wage rates under Service Contract Labor Standards. The document also inquires about the potential extension of the quote submission due date.

Questions for Army Heritage & Education Center – Wood Shop Dust Collection - Building 952

1. Regarding the airflow system requirement, should we design the ductwork and dust collector for an airflow of 3895 CFM or 2500 CFM? There is conflicting information pertaining to the specified 2500 Economy wood dust collectors, which is rated for 2500 CFM and the design airflow which is shown as 3895 CFM.

2. Is the 12” gravity Backdraft Damper outlined under the system requirements meant to be an NFPA 69 compliant flap-style passive inlet isolation valve for usage with combustible dust? These valves are commonly used on wood dust systems and commonly referred to as No-Return Valves (NRV).

3. Is there a direct point of contact at the Carlisle Barracks DPW that we can contact to provide permitting, drawing approval and necessary inspections?

4. Will the Carlisle Barracks Department of Public Works serve as the Authority Having Jurisdiction (AHJ) for all code compliance, inspections, and approvals associated with this project?

5. Will all permitting inspections, and approvals be coordinated directly with Carlisle Barracks Department of Public Works?

6. Please confirm whether this project will be subject to prevailing wage rates under the Service Contract Labor Standards. If so, please provide the applicable Department of Labor wage determination sheet for reference.

7. Will the due date for the quote submission be extended? If so, what is the new date?
