About this file

This document is a Questions and Answers (Q&A) record addressing clarifications and modifications to federal contract solicitation W91QEX26RA001. The solicitation involves security-related services with a proposal due date of May 22, 2026 at 10:00 AM EST.

Key clarifications addressed include: (1) facility clearance requirements have been updated to specify Top Secret Facility Clearance only, with contract employees required to obtain SCI eligibility; (2) contract recency is defined as five years from the proposal due date, and contracts may remain active but must satisfy the recency window; (3) acceptable font formatting is Times New Roman at 10 or 12 point; (4) resumes are limited to three pages each and are excluded from the 15-page Volume I limitation, with associated certification documents also excluded from page counts; (5) past performance questionnaires must reference Federal Government contracts (not limited to Department of Defense); (6) offerors must submit completed SF 1449 pricing for ALL Contract Line Item Numbers including base and all option periods; (7) Top Secret Facility Clearance will be evaluated using the offeror's CAGE Code through USSOUTHCOM Security Office, not through separate CUI documentation; (8) Information Security Specialist qualifications are defined in PWS sections 1.6.11.5 through 1.6.11.7 and further in sections 5.4.2.18, 5.4.2.23-5.4.2.28, and 5.4.2.30-5.4.2.32; and (9) Subfactor 3 of Volume I is excluded from the 15-page limitation.

1. The latest solicitation modification updated Subfactor 3 to state, “Government will evaluate the offeror’s Top Secret Facility Clearance with SCI Access using the offeror’s Unique Entity ID number.” We respectfully request clarification, as there does not appear to be a “Top Secret Facility Clearance with SCI Access.” Facility clearances are granted at the entity level, while SCI access is granted at the individual level. In other words, an individual may hold a TS/SCI clearance, but a facility does not hold SCI access in the same manner. We also considered whether the Government may be requiring the contractor to provide access to a SCIF.

However, since 100% of the work is to be performed on Government site, any required SCIF would appear to be Government provided. Will the Government please clarify what is meant by “Top Secret Facility Clearance with SCI Access,” and confirm whether the requirement is for a Top-Secret Facility Clearance, individual personnel with TS/SCI eligibility/access, access to a SCIF, or some other requirement?

SCI has been removed from section 4.2 of the PWS

For Facility Security Clearance, Top Secret only, however contract employees will still need have or obtain SCI eligibility

2. The latest Solicitation Modification altered recency to state, “a. Recency - To be considered recent, the contract reference must have been awarded within the last five (5) years at time of proposal submission.” Will the Government please confirm a contract that has been completed within 5 years but had an award date of 09/30/2020 is considered recent as this contract demonstrates at least 5 years of relevant experience completed within the last 5 years?

• Request: Please confirm whether contract references must be both (a) complete and (b) awarded within the last five years, OR if recency may be satisfied by contracts that were active within the last five years, regardless of completion status.

Contracts may still be active but recency is defined 5 years from date of proposal due.

2. Font Requirement (Times New Roman, 10-point) The Q&A indicates that formatting requirements, including Times New Roman 10-point font, are defined in Section L. However, this requirement does not appear in the current solicitation dated 6 May 2026 and instead appears only in a 2021 version of the document from the last compete.

• Request: Please confirm the required font type and size for proposal submission and whether Times New Roman, 10-point font is acceptable.

Times New Roman is fine, 10 or 12 point font is acceptable

3. Proposal Due Date and Time The solicitation and Q&A responses appear to reflect differing proposal submission deadlines:

The solicitation identifies a due date of 22 May 2026 (10:00 AM)

The Q&A references 18 May 2026 (09:00 AM)

• Request: Please confirm the official proposal due date and time, and whether an amendment will be issued to ensure consistency across all solicitation documents.

May 22nd 10:00 AM EST

1.Re: QA Response 1. (Page 88, Section L — Page Limitation) The solicitation states that resume pages are excluded from the 15-page maximum for Volume 1. Please confirm whether any associated certification or qualification documents appended to a resume are also excluded from the 15-page count, or whether only the resume pages themselves (up to 3 per resume) are excluded.

Resume pages including certification or qualified documents up to 3 pages per resume

The answer is unclear and presents ambiguity of the requirement. Please confirm that resumes and associated documentation are not included within the 15 page Volume I limitation. Resumes are limited to three pages each, not including associated documents demonstrating certifications. Associated documents demonstrating certifications do not count towards the page limitations.

The resumes are not included within the 15 page Volume 1

Resumes should be limited to three pages each, not including associated documents demonstrating certifications.

2. Solicitation - W91QEX26RA001_5.6.26 75/78

52.212-1.b States: The Offeror shall submit complete and accurate Past Performance

Questionnaires for a minimum of one (1) and a maximum of three (3) contracts for which the Offeror was the prime contractor, subcontractor, or Joint Venture (JV)

Partner. The Offeror must provide a complete and accurate Past Performance

Questionnaire (PPQ), which can be found with instructions as Attachment 1 at the bottom of this document, for each submitted contract reference. It is the offeror's responsibility to assure all identified contract reference PPQ's are filled out entirely and are submitted to the Contract Specialist / Contracting Officer before the deadline to submit proposals under the subject solicitation. Contracts identified in the PPQ must be contracts completed within Federal Government work. However, this change was not carried over into 52.212-2.d. where the DoD requirement remains –

“Contracts identified in the PPQ must be contracts completed for the Department of

Defense.”

Please correct Evaluation Criteria/52.212-2.d. to align with the Requirements/52.212-1.b.

Requirement has been updated in 52.212 Volume 2 – Past Assessment: to Government versus Department of Defense

3. Solicitation-W91QEX26RA001_5.6.26 76/82

52.212-1.c.i. states “The Offeror shall submit a completed SF 1449 CLIN structure indicating a unit price and total proposed price for ALL Contract Line Item Numbers

(CLINS)”; however the corresponding Evaluation Criteria does not reflect this change:

“Complete SF1449: The Offeror shall submit a completed SF 1449 CLIN structure indicating a unit price and total proposed price for all Contract Line Item Numbers

(CLINS) for the base period accordingly.”

Please update the Evaluation Criteria to align with the Requirements.

This information has been updated to reflect ALL CLINS including base + all option periods

Solicitation-W91QEX26RA001_5.6.26 9 73

In response to question #9 on page 12 of the Questions and Answers document posted to SAM.gov on 07 May, the Government responded “Yes, proof must be provided to Clearance” to the question regarding whether Offerors must submit evidence of an active TS FCL to demonstrate compliance with PWS Section 4.2.

However, the solicitation states in Section L, paragraph (d): “With the exception of the first page, the Offeror shall ensure that the company name, logo, or other company identifying information does NOT appear within Volume I, Technical.” Additionally, evidence of an active facility clearance necessarily contains company identifiers and is also Controlled Unclassified Information (CUI).

To ensure full compliance with these requirements, can the Government please confirm that Offerors may submit their TS FCL evidence as a separate, password-protected document labeled as CUI, containing the required company identifiers, with the password provided under separate cover?

No, the Government will use Offeror Cage Code to evaluate offerors Top Secret Facility Clerance with USSOUTHCOM Security Office. Information updated in solicitation
