QUESTION: Please provide and describe the actual certification (name) that the contractor must include in the proposal (i.e. from what issuing body, etc.)? Please specify which of the ESS personnel must have this certification?

30. Page 137, Addendum to 52.212-1 – Instructions to Offerors – Commercial Items This section states: “(d.) With the exception of the first page, the Offeror shall ensure that the company name, logo, or other company identifying information does not appear in within the Volume 1, Technical.”
QUESTION: Please clarify whether this is an instruction to not include the bidder’s name, or any teaming partner’s names in the header / footer of the proposal document, or whether company names cannot be mentioned in any way in detailing Contractor Experience or Subfactor 3 – Security Classification.
ANSWER: This is an instruction to not include bidder’s name as specified in the solicitation.
31. Evaluation Factors, Sub-factor 1: Contractor Experience (page 43 of 145) This paragraph includes conflicting information.
QUESTION: Please clarify whether “The contracts must be or have been in similar size and scope in the support of U.S. Government” or “The contract must be or have been … in support of the U.S.
Department of Defense (DoD).”
ANSWER: The contracts must be or have been in similar size and scope of Department of Defense (DoD). Please see amendment for updated language.
32. QUESTION: Given the nature of the contract requirements, which is security systems support, management, and operations, would the government consider changing the NAICS for this work from 541611 to 561621 (Security Systems Services)?
ANSWER: After further consideration, the Government has decided to change the NAICS code from 541611 (Administrative Management and General Management Consulting Services) to 561621 (Security System Services) as this NAICS is more alligned with this requirement.
33. QUESTION: RFP reference p. 1; SF1449, Section 10 – Question: This solicitation is using NAICS code 541611 - Administrative Management and General Management Consulting Services, with a size standard of $15M. Given the nature of the work required under this solicitation, specifically, personnel security, information security, physical security (to include installation and maintenance of electronic security systems (ESS) and physical security equipment (PSE)); and security administration and the associated labor categories of Security Specialist, Physical Security Specialist, Electronics Security Specialist, would the government consider using NAICS 561621 Security Systems Services, which is a code often associated with activities similar to those required under this PWS. The use of the 561621 code may more accurately align with the work being performed on this contract and has the added benefit of a $20.5M size standard that may increase competition.
ANSWER: After further consideration, the Government has decided to change the NAICS code from 541611 (Administrative Management and General Management Consulting Services) to 561621 (Security System Services) as this NAICS is more alligned with this requirement.
34. QUESTION: RFP reference p. 99; Section L, Sub-Factor 1-Contractor Experience – The note for this section precludes the use of teaming partner or subcontractor past performance due to “affiliation rules that pertain to the Ostensible Subcontracting Rules”. SBA rules on ostensible subcontracting ensure that the small business prime contractor is not unduly reliant on its subcontractor and that the prime contractor and not the subcontractor is performing the primary and vital work of the contract. SBA’s ostensible subcontractor rule and OHA’s applicable decision in Size Appeal of Charitar Reality, SBA No.
SIZ-5806 (2017) provides that violation of the ostensible subcontractor rule is more likely to be found if the proposed subcontractor will perform 40% or more of the contract. If the workshare percentage of the subcontractor is 40% or less of the contract, will the government consider the use of applicable contractor experience from a teaming partner or subcontractor?
ANSWER: Subcontracting consideration is not applicable for this requirement however as stated in the solicitation if the prime and teaming partner or subcontractor use their experience combined as part of their proposal submittal for both of their Technical Experience and Past Performance an approved SBA joint venture and/or mentor-protegee needs to be in place and approved by SBA.
35. QUESTION: RFP reference p. 99; Section L, Sub-Factor 1-Contractor Experience – This section requires that the proposed corporate experience projects be similar in size and scope to the requirement of the PWS in support of the US Department of Defense. The services required under this solicitation are not specific to the DoD and, in fact, most agencies within the federal government require Security Operations support. Given the ubiquity of security operations support contracts within federal contracting operations outside the DoD, will the Government consider contractor experience that is similar in size and scope to this PWS, but that was performed in support of a federal agency besides the DoD, which may serve to increase competition on this solicitation?
ANSWER: The Government will only consider contractor experience that is similar in size and scope to the Department of Defense as identified in the solicitation.
36. QUESTION: RFP reference p. 44; Section C, 1.6.10 Key Personnel – Several of the positions are technical/administrative, usually trade school or apprentice/OJT trained skill sets and crafts, not academically related. GSA schedules consider this by requiring a high school diploma and providing years of work/military experience equivalencies for years of academic training. Will the Government consider providing years of work/military experience equivalencies / trade school certifications for academic degrees for the Physical Security Specialists, Personnel Security Specialists, and Electronic Security Systems (ESS) Specialists?
ANSWER: The Government is firm to the skills, experience and education specified in the solicitation.
37. QUESTION: RFP reference p. 109; Section Section I Contract Clauses 252.225-7048 Export-Controlled Items – Based on the solicitation and the inclusion of 252.225-7048, what – if any – services provided by the contractor under this effort are subject to compliance requirements described in the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), or Office of Foreign Assets Control (OFAC) regulations? Will these services require any export licenses or Electronic Export Information (EEI) filings?
ANSWER: This clause was removed from the solicitation as these services will not require any export licenses or Electronic Export Information (EEI) filings.
