About this file

This is Standard Form 30 (SF 30), Amendment 0001 to Solicitation W91CRB26QA004, issued by the U.S. Army on February 11, 2026, with an effective date of February 11, 2026. The amendment modifies a small business set-aside solicitation for railroad railcar modification services under NAICS code 336510 (Railroad Rolling Stock Manufacturing). The solicitation is issued by the U.S. Army Engineering and Support Center in Aberdeen, Maryland. The amendment extends the response due date from February 17, 2026 to February 26, 2026 and changes the number of sealed copies required from multiple to one. Contract line item (CLIN) 0001 description is revised to specify "Railcar Modification: This CLIN is for the completion of all objectives in PWS section 1.4," and involves updating the cushioned draft gear on Department of Defense Railcars (DODX) 40061 and (DODX) 40020 to a standard draft gear. The cost constraint changes from "Not to Exceed" to "To Be Negotiated." The amendment also removes the cost breakout spreadsheet and wage determination 2015-4265 from contract attachments while retaining the Performance Work Statement, Past Performance Questionnaire, and Quality Assurance Surveillance Plan.

The solicitation structure requires proposals in four volumes: Technical (50 pages maximum), Past Performance (50 pages maximum), Price (no limit), and Solicitation/Certifications (25 pages maximum). Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to a firm fixed-price definitive contract with an "Acceptable" rating required on Technical and Past Performance factors. Offerors must be registered in SAM as small businesses under NAICS 336510 with 1,500 average full or part-time employees as the size standard. Proposals must be submitted electronically to Noah Lane (Contract Specialist) and Todd M. Strasavich (Contracting Officer) by the deadline. The amendment incorporates DFARS Clause 252.232-7007 (Limitation of Government's Obligation), indicating the contract will be incrementally funded with specific allotment schedules to be negotiated, and includes provisions for government notification requirements when work approaches 85 percent of allotted funds.

DFARS Clauses Incorporated by Full Text 252.232-7007 Limitation of Government's Obligation. (Apr 2014)

LIMITATION OF GOVERNMENT'S OBLIGATION (APR 2014)

(a) Contract line item(s) is/are incrementally 0001[Contracting Officer insert after negotiations] funded. For this/these item(s), the sum of $ of ____[Contracting Officer insert after negotiations] the total price is presently available for payment and allotted to this contract. An allotment schedule is set forth in paragraph (j) of this clause.

(b) For item(s) identified in paragraph (a) of this clause, the Contractor agrees to perform up to the point at which the total amount payable by the Government, including reimbursement in the event of termination of those item(s) for the Government's convenience, approximates the total amount currently allotted to the contract. The Contractor is not authorized to continue work on those item(s) beyond that point. The Government will not be obligated in any event to reimburse the Contractor in excess of the amount allotted to the contract for those item(s) regardless of anything to the contrary in the clause entitled "Termination for Convenience of the Government." As used in this clause, the total amount payable by the Government in the event of termination of applicable contract line item(s) for convenience includes costs, profit, and estimated termination settlement costs for those item(s).

(c) Notwithstanding the dates specified in the allotment schedule in paragraph (j) of this clause, the Contractor will notify the Contracting Officer in writing at least ninety days prior to the date when, in the Contractor's best judgment, the work will reach the point at which the total amount payable by the Government, including any cost for termination for convenience, will approximate 85 percent of the total amount then allotted to the contract for performance of the applicable item(s). The notification will state (1) the estimated date when that point will be reached and (2) an estimate of additional funding, if any, needed to continue performance of applicable line items up to the next scheduled date for allotment of funds identified in paragraph

(j) of this clause, or to a mutually agreed upon substitute date. The notification will also advise the Contracting Officer of the estimated amount of additional funds that will be required for the timely performance of the item(s) funded pursuant to this clause, for a subsequent period as may be specified in the allotment schedule in paragraph (j) of this clause or otherwise agreed to by the parties. If after such notification additional funds are not allotted by the date identified in the Contractor's notification, or by an agreed substitute date, the Contracting Officer will terminate any item(s) for which additional funds have not been allotted, pursuant to the clause of this contract entitled "Termination for Convenience of the Government."

(d) When additional funds are allotted for continued performance of the contract line item(s) identified in paragraph (a) of this clause, the parties will agree as to the period of contract performance which will be covered by the funds. The provisions of paragraphs (b) through (d) of this clause will apply in like manner to the additional allotted funds and agreed substitute date, and the contract will be modified accordingly.

(e) If, solely by reason of failure of the Government to allot additional funds, by the dates indicated below, in amounts sufficient for timely performance of the contract line item(s) identified in paragraph (a) of this clause, the Contractor incurs additional costs or is delayed in the performance of the work under this contract and if additional funds are allotted, an equitable adjustment will be made in the price or prices (including appropriate target, billing, and ceiling prices where applicable) of the item(s), or in the time of delivery, or both. Failure to agree to any such equitable adjustment hereunder will be a dispute concerning a question of fact within the meaning of the clause entitled "Disputes."

(f) The Government may at any time prior to termination allot additional funds for the performance of the contract line item(s) identified in paragraph (a) of this clause.

(g) The termination provisions of this clause do not limit the rights of the Government under the clause entitled "Default." The provisions of this clause are limited to the work and allotment of funds for the contract line item(s) set forth in paragraph (a) of this clause. This clause no longer applies once the contract is fully funded except with regard to the rights or obligations of the parties concerning equitable adjustments negotiated under paragraphs (d) and (e) of this clause.

(h) Nothing in this clause affects the right of the Government to terminate this contract pursuant to the clause of this contract entitled "Termination for Convenience of the Government."

(i) Nothing in this clause shall be construed as authorization of voluntary services whose acceptance is otherwise prohibited under 31 U.S.C. 1342.

(j) The parties contemplate that the Government will allot funds to this contract in accordance with the following schedule:

On execution of contract $ ____

D. DISCUSSIONS

GENERAL INFORMATION

The Government reserves the right to award without discussions. However, in accordance with FAR 15.306(d), discussions may be held with each offeror. Should discussions take place, all offerors in the competitive range will be allowed an opportunity to submit Final Proposal Revisions.

Section M: EVALUATION FACTORS FOR AWARD

BASIS FOR AWARD (Section M)

The award will be made to one responsible offeror under a definitive contract, whose proposal is determined to be the lowest price and technically acceptable. To receive consideration for award, an "Acceptable" rating must be achieved for the Technical factor and the Past Performance factor.

In order to be considered for award, offerors must be registered in the System for Award Management (SAM) as a small business under NAICS 238990 (Size Standard 1,500 part/full time employees).

B. FACTORS TO BE EVALUATED

Evaluation and award of this contract will be made in accordance with the Best Value Continuum procedures described in Federal Acquisition Regulation (FAR) Part 15.101-2 Lowest Price Technically Acceptable Source Selection Process. The evaluation Factors (also known as "selection criteria") are contained in the RFQ Sections L and M and are incorporated by reference.

The following evaluation factors will be used to evaluate each proposal. Award will be made to one offeror with the Lowest Priced Technically Acceptable (LPTA) proposals.

A detailed explanation of the criteria for evaluation is set forth in the "evaluation approach", paragraph C of this section. During evaluation of each proposal, the government will assign each factor an Acceptable/Unacceptable rating. Each factor will be evaluated to determine if the proposed approach associated with each factor meets or does not meet the performance or capability requirements.

Factor 1: Technical

The Technical factor will be evaluated as acceptable or unacceptable using the Offeror's technical quote.

Factor 2: Past Performance

The Past Performance factor will be evaluated as acceptable or unacceptable using the Offeror's demonstrated record of recent and relevant experience in providing services related to the contract requirements.

Factor 3: Price

The resulting award will be an a Firm Fixed Price, (FFP) definitive contract. Price reasonableness based in adequate price competition will be utilized in the evaluation of the effort.

C. EVALUATION APPROACH

The Government intends to award a contract to one offeror whose proposal is determined to be the Lowest Price Technically Acceptable. The evaluation will be accomplished utilizing the listed 3 evaluation factors: Technical, Past Performance, and Price. Below is further discussion of the factors in detail. In order for an Offeror to be considered for award, the proposal must receive an "Acceptable" rating in all non-cost factors. A proposal receiving a rating of "Unacceptable" in any non-cost factor will not be eligible for award.

The Government reserves the right to award without discussions; therefore, Offerors are cautioned to ensure that their proposals contain all necessary information and are complete in all respects.

All proposals shall be subject to evaluation by the Source Selection Team (SST). For the purposes of the evaluation, the term "Offeror" refers to the Offeror and all major subcontractors. Major subcontractors are defined as members of an Offeror's overall team who are expected to perform ten (10) percent (%) or more of the proposed effort.

Keep in mind that mere promises to comply with contractual requirements are insufficient basis for a favorable rating. Offerors are cautioned that "parroting" of the Technical requirements or the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform.

The overarching evaluation approach for all factors is as follows:

Adequacy of Response:

The proposal will be evaluated to determine whether the offeror's methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the RFQ. The proposal will be evaluated to determine each requirement has been addressed in accordance with the proposal submission section of the RFQ.

D. Evaluation Criteria

Factor 1 - Technical

The Technical Factor will be rated as Acceptable or Unacceptable in accordance with Table 1 below. To be rated as "Acceptable" under the technical factor the quote shall clearly address the topics listed in Section L and the offerors ability to clearly understand the technical requirements presented in the PWS.

TABLE 1 -Technical

Rating Description

Acceptable Proposal/Quote meets the requirements of the solicitation.

Unacceptable Proposal/Quote does not meet the requirements of the solicitation.

Factor 2 - Past Performance

Each offeror's past performance proposal will be rated as either "Acceptable or Unacceptable" and is based on an assessment of the past performance submitted and the Government's expectation that the offeror will successfully perform the required effort. This assessment is based on the offeror's record of relevant and recent past performance information that pertain to the services described in the solicitation. The Government will evaluate whether the offeror's present/past performance is relevant or not relevant to the services described in the solicitation. The Government will also evaluate how well the offeror performed on the contracts detailed in the offeror's proposal.

The Government will focus its evaluation on the forms and questionnaires provided by the Offeror in its proposal and may consider data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance Government contracts for same or similar services that are relevant and recent.

Under this factor, the Government may evaluate third party references provided as to each Offerors and major subcontractor's relevant and recent efforts, to verify the probability of successful accomplishment of the required effort. Relevant efforts are defined as services/efforts that are the same as or similar in size and complexity to the portion(s) of the PWS that the prime offeror or applicable major subcontractor is proposed to perform. Recent efforts are defined as those performed during the last five years, from the issue date of this RFQ.

Marginal ratings in CPARS may be considered Unacceptable. Areas where third party reference information will be sought are indicated on the Past Performance Questionnaire attached to this Solicitation. Where a reference indicates that an Offeror's performance was Unacceptable or Marginal in a particular area, the Government will consider any information provided by the Offeror to explain or rebut any Unacceptable or Marginal performance in a particular area. The burden is on the Offeror to identify in its proposal any and all extenuating circumstances which may bear on the Government's evaluation of unfavorable reference information.

For the past performance factor, offerors will be evaluated in accordance with the chart below. This rating considers the assessed quality of the relevant/recent efforts gathered.

TABLE 1 -Past Performance Factor

Rating Description

Acceptable Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown. (See note below).

Unacceptable Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)).

Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."

Factor 3 - Price

The resulting award will be a FFP definitive contract. The Offeror's quote is presumed to represent the Offeror's best effort to respond to the solicitation. The Government may determine that an Offeror's price proposal is not awardable if the prices proposed are materially unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract line item numbers (CLINs) are significantly overstated or understated by the application of price analysis techniques. A proposal may be rejected if the Contracting Officer determined that the lack of balance poses an Unacceptable risk to the Government.

Proposed price will not be adjectively rated. A total price will be evaluated for each Offeror. The total evaluated price will be the summation of the Section B, CLINs, of the RFQ.

Each offeror's price proposal will be evaluated in accordance with the criteria in FAR 15.404-1 as determined necessary by the Contracting Officer based on competition and other factors. The objective of price proposal analysis is to ensure that all proposed costs are fair and reasonable. Accordingly, the analytical techniques and procedures described in FAR 15.404-1 may be used singly or in combination with others to ensure the costs are fair and reasonable. Additionally, the proposal will be evaluated to ensure compliance with the Limitations of Subcontracting Clause, FAR 52.219-14.

NOTE: The Government may use external sources of information in performing its analysis to include, but not limited to, Bureau of Labor Statistics, Department of Labor, Department of State, Defense Contract Audit Agency (DCAA), or Defense Contract Management Agency (DCMA). This DOES NOT excuse the Offeror from following the proposal submission instructions.

Offeror and subcontractor proposals will be evaluated based on the price reasonableness criteria contained in FAR 15.404-1. The manner and degree of the criteria used will be determined by the contracting officer based on competition and other factors. A proposal is presumed to represent the Offeror's best effort to respond to the solicitation. Any inconsistency between the price proposal and other sections of the Offeror's proposal (e.g., technical proposal), whether real or apparent, shall be explained in the proposal. Any significant inconsistency, if unexplained, raises a fundamental issue of the Offeror's understanding of the nature and scope of the work required and may be grounds for rejection of the proposal.
