This Performance Work Statement (PWS) details a non-personal services contract for ATC Railcar Modification at Aberdeen Test Center, Aberdeen Proving Ground, Maryland. The primary objectives are to retrofit two Department of Defense (DODX) railcars (40061 and 40020) by removing their existing cushioned draft gear couplers and installing standard draft gear couplers. The work supports future testing of the DODX 43000 series railcar per Association of American Railroads (AAR) Open Top Loading Rules Manual for Field Impact Testing.

The contract requires the contractor to remove cushioned draft couplers at both ends of each railcar, inspect sill pockets for damage, fabricate and install supporting structures, and install standard draft gear couplers. After modification, a single railcar air test and inspection must be conducted for each railcar, with results provided to the Contracting Officer's Representative (COR). The contractor must provide all labor, materials, and equipment, and offer a minimum one-year warranty on installed parts. The period of performance is 90 days from contract award, with work to be performed at the ATC Rail Impact Test Facility during regular work hours (8:00 a.m. to 4:30 p.m., Monday through Friday).
