About this file

This is Amendment 0003 to Solicitation W91CRB-26-R-5013, issued by the Army's ACC-APG Division D (W91CRB) on August 14, 2026, with an extended closing date of September 9, 2026 at 10:00 AM. The solicitation is for supply contracts and priced orders on a firm fixed price basis, administered by Naomi Cross at APG, Maryland.

The amendment addresses four industry questions regarding battery eliminator (AC/DC-DC/DC Power Supply Attachment) quantities and configurations across multiple deployment use cases. The Government clarified that one battery eliminator will be included with each AM3T Kit (totaling 517 units to support OTP, OTM, and static configurations), while removing the separate battery eliminator from the Man-Portable/OTP Kit to eliminate duplication. For Mobile/On-the-Move and Deployable Headquarters configurations, the integrated terminal power supply serves as the primary source, with the AM3T battery eliminator providing alternate or supplemental external power. Additionally, the amendment corrects antenna gain specifications in Requirements REQ-37, REQ-48, and REQ-62 by updating the High Angle gain specification to a minimum of -3 dBic (Circular) for omni-directional line-of-sight antennas and aligning existing antenna gain values with Original Equipment Manufacturer specifications. Revised Performance Work Statement Section B.1.1 and Requirements Traceability Matrix dated August 27, 2026 are included as attachments. All other terms and conditions remain unchanged.

*** End of Narrative A0000 ***

1. The purpose of this solicitation amendment is to address the following Questions from Industry:

Question from Industry 21:

Is it the Purchaser's intent to include one (1) AC/DC-DC/DC Power Supply Attachment in both the AM3T Kit and the Man Portable Kit, resulting in two (2) battery eliminators per Man Portable (OTP) Deployment Use Case? If so, please confirm the operational rationale for this duplication.

Government Response:

The end user does not intend to provide two AC/DCDC/DC power supplies, or battery eliminators, for each Man-Portable/On-the-Pause (OTP)

Deployment Use Case.

The battery eliminator included with the AM3T Kit is an intentional requirement under REQ-120 and is not considered duplicative. The OTP configuration shall support independent manpack deployment and operation at locations such as buildings and tents. Accordingly, the battery eliminator included with the AM3T Kit provides the AM3T with its required external AC/DCDC/DC power capability and may serve as an alternate or supplemental power source if the OTP configuration's primary power source is unavailable or fails.

The end user's intent is therefore to retain one battery eliminator with each AM3T Kit, not to provide two battery eliminators for each

OTP deployment. The Government concurs with removal of the separate battery eliminator previously designated for inclusion in the Man-

Portable Kit, as reflected in revised PWS Section B.1.1 and the RTM dated August 27, 2026.

Question from Industry 22:

Given that the AC/DC-DC/DC Power Supply Attachment provides external AC/DC power to the terminal and is operationally relevant primarily in the Man Portable (OTP) configuration where the operator requires a fixed-site or vehicle power alternative to battery operation would the Government consider removing the battery eliminator from the AM3T Kit and retaining it solely in the Man Portable Kit? This would reduce the total quantity from 765 to 248 units and eliminate redundancy within the OTP Deployment Use Case.

Government Response:

As stated in the Government's responses to Question from Industry 21, the AC/DCDC/DC power supply, also referred to as the battery eliminator, will remain included in each AM3T Kit. However, it has been removed from the Man-Portable Kit because its inclusion there would be duplicative.

Therefore, the final configuration is as follows:

- One battery eliminator included with each AM3T Kit;

- No separate battery eliminator included with the Man-Portable/OTP Kit; and

- A total of 517 battery eliminators, one for each AM3T Kit supporting the OTP, OTM, and static configurations.

See the revised PWS Section B.1.1 and RTM dated August 27, 2026.

Question from Industry 23:

For the Mobile (OTM) and Deployable HQ Deployment Use Cases, the terminal is powered via the integrated Terminal AC/DC-DC/DC Power

Supply within the vehicular mounting assembly. Please confirm whether the battery eliminator included in the AM3T Kit is intended to serve as a backup or supplemental power supply for these configurations, or whether its inclusion in the AM3T Kit is an oversight given that dedicated power supplies are already provided in the Mobile and Deployable HQ Kits.

Government Response:

The battery eliminator included with each AM3T Kit is an intentional requirement and is not an oversight. In accordance with REQ-120, one battery eliminator is required for each AM3T Kit, resulting in a total requirement of 517 units.ar

For the Mobile/On-the-Move (OTM) and Deployable Headquarters (HQ) configurations, the integrated terminal AC/DCDC/DC power supply within the applicable vehicular mounting assembly or HQ configuration will serve as the primary power source. The battery eliminator included with the AM3T Kit will provide an alternate or supplemental external power source for the AM3T, if required, including situations in which the integrated power supply is unavailable or additional power flexibility is needed.

Therefore, the battery eliminator will remain included with each AM3T Kit, even though the OTM and Deployable HQ Kits also provide

dedicated integrated power supplies. This clarification is reflected in the revised PWS Section B.1.1 and RTM dated August 27, 2026.

Question from Industry 24:

REQ-48, REQ-37, and REQ-62 provide performance characteristics for an omni-directional LOS antenna, but provide low angle and high angle gain specifications which are not applicable to omni-directional antennas. Can you clarify an omni-directional gain specification?

Government Response:

See Revised PWS Sections B3, C3 and D3 & RTM dated 27 Aug 26: REQ-37 Update:the High Angle gain specification to aminimum of -3 dBic

(Circular)the previous entry ofdBi (Circular)). REQ-48 & REQ-62 Update:the existing hardcoded antenna gain values and updated the requirements to align directly with theOriginal Equipment Manufacturer (OEM) antenna specifications.

2. Performance Work Statement (PWS) and Requirements Traceability Matrix (RTM) are revised and included in Section J "Attachments".

3. The solicitation close date is extended to 09 September 2026.

4. All other terms and conditions remain unchanged and in full force and effect.
