About this file

This is a Requirements Traceability Matrix (RTM) for the K4-B-VAA project, documenting all hardware, software, training, and support deliverables required for the NATO Communications and Information Agency (NCIA) Ultra High Frequency Tactical Satellite (TACSAT) radio system procurement. The RTM specifies delivery of three batches of AM3T TACSAT terminals (totaling 517 units across batches) along with three ancillary kit configurations: Man Portable Kits (249 units), Mobile Kits (216 units), and Deployable Headquarters Kits (18 units). Each batch includes complete equipment, accessories, batteries, charging systems, antennas, and power supplies organized in protective transit cases meeting STANAG 4280 and MIL-STD-810G/H standards.

The deliverables include comprehensive training (CONUS and OCONUS operator and maintenance training), extensive documentation (System Design Specification, System Test and Acceptance Plan, Test Reports, Configuration Management Plans), and Integrated Product Support (IPS) elements including Product Support Data Packages, Obsolescence Reports, Operators and Maintenance Manuals, and warranty support for two years post-acceptance. The AM3T system must operate across multiple waveform modes (SATCOM Dedicated, DAMA, Integrated Waveform, and VHF/UHF Line-of-Sight) with embedded cryptographic security up to NATO SECRET level, support simultaneous 20-watt transmission on two channels, and meet strict reliability requirements (99.5% operational readiness, 10,000-hour MTBCF for man-portable, 15,000-hour MTBCF for mobile configurations). Seven Project Review Meetings are scheduled throughout the contract lifecycle, with First Article System Test (FAST) at six months post-award, Batch Delivery Acceptance at NCIA facilities, and Final System Acceptance targeted at 39 months post-award. The contractor must provide NATO SECRET facility clearance and ensure all personnel maintain active NATO SECRET security clearances for at least three months beyond contract start.
